LâĂ©valuation des politiques en relations internationales : Le cas de la coopĂ©ration franco-quĂ©bĂ©cois en Ă©ducation
Taking into account recent policy analysis and evaluation theories which have been rarely applied international relations up till now, we attempted to construct a framework which we used to evaluate France-Quebec policies of cooperation in the field of education. Having identified the objectives of this cooperation, we verified wether these objectives were attained through the programme of integrated projects in education. Concerning the objective of creating international links it appears that it was realized when the programme was elaborated; however, the programme increases and officializes the exchanges, without that the Federal government intervenes, and leaves to the Quebec government the ability to impose its priorities. The integrated projects do not balance American influence, as it was the intention. The objectif of promotion of French language is partially realized through the publication of articles in French or the Frenchization of the bibliographies ; but the programme results in a perverse effect when French and Quebecer researchers publish jointly in English. The academic cooperation did not favorize teaching improvement of Quebecer professors, as it was an objective; however, it favorized research development. The results were partially attained, because this policy began without any study of the situation
Algebraic analysis of quantum search with pure and mixed states
An algebraic analysis of Grover's quantum search algorithm is presented for
the case in which the initial state is an arbitrary pure quantum state of n
qubits. This approach reveals the geometrical structure of the quantum search
process, which turns out to be confined to a four-dimensional subspace of the
Hilbert space. This work unifies and generalizes earlier results on the time
evolution of the amplitudes during the quantum search, the optimal number of
iterations and the success probability. Furthermore, it enables a direct
generalization to the case in which the initial state is a mixed state,
providing an exact formula for the success probability.Comment: 13 page
Characterization of pure quantum states of multiple qubits using the Groverian entanglement measure
The Groverian entanglement measure, G(psi), is applied to characterize a
variety of pure quantum states |psi> of multiple qubits. The Groverian measure
is calculated analytically for certain states of high symmetry, while for
arbitrary states it is evaluated using a numerical procedure. In particular, it
is calculated for the class of Greenberger-Horne-Zeilinger states, the W states
as well as for random pure states of n qubits. The entanglement generated by
Grover's algorithm is evaluated by calculating G(psi) for the intermediate
states that are obtained after t Grover iterations, for various initial states

Analysis of Generalized Grover's Quantum Search Algorithms Using Recursion Equations
The recursion equation analysis of Grover's quantum search algorithm
presented by Biham et al. [PRA 60, 2742 (1999)] is generalized. It is applied
to the large class of Grover's type algorithms in which the Hadamard transform
is replaced by any other unitary transformation and the phase inversion is
replaced by a rotation by an arbitrary angle. The time evolution of the
amplitudes of the marked and unmarked states, for any initial complex amplitude
distribution is expressed using first order linear difference equations. These
equations are solved exactly. The solution provides the number of iterations T
after which the probability of finding a marked state upon measurement is the
highest, as well as the value of this probability, P_max. Both T and P_max are
found to depend on the averages and variances of the initial amplitude
distributions of the marked and unmarked states, but not on higher moments.Comment: 8 pages, no figures. To appear in Phys. Rev.
Observations and asteroseismic analysis of the rapidly pulsating hot B subdwarf PG 0911+456
The principal aim of this project is to determine the structural parameters
of the rapidly pulsating subdwarf B star PG 0911+456 from asteroseismology. Our
work forms part of an ongoing programme to constrain the internal
characteristics of hot B subdwarfs with the long-term goal of differentiating
between the various formation scenarios proposed for these objects. First
comparisons of asteroseismic values with evolutionary theory look promising,
however it is clear that more targets are needed for meaningful statistics to
be derived. The observational pulsation periods of PG 0911+456 were extracted
from rapid time-series photometry using standard Fourier analysis techniques.
Supplemented by spectroscopic estimates of the star's mean atmospheric
parameters, they were used as a basis for the "forward modelling" approach in
asteroseismology. The latter culminates in the identification of one or more
"optimal" models that can accurately reproduce the observed period spectrum.
This naturally leads to an identification of the oscillations detected in terms
of degree l and radial order k, and infers the structural parameters of the
target. From the photometry it was possible to extract 7 independent pulsation
periods in the 150-200 s range with amplitudes between 0.05 and 0.8 % of the
star's mean brightness. An asteroseismic search of parameter space identified
several models that matched the observed properties of PG 0911+456 well, one of
which was isolated as the "optimal" model on the basis of spectroscopic and
mode identification considerations. All the observed pulsations are identified
with low-order acoustic modes with degree indices l=0,1,2 and 4, and match the
computed periods with a dispersion of only ~0.26 %.Comment: accepted for publication in A&A, 14 pages, 13 figure
Adiabatic quantum algorithm for search engine ranking
We propose an adiabatic quantum algorithm for generating a quantum pure state
encoding of the PageRank vector, the most widely used tool in ranking the
relative importance of internet pages. We present extensive numerical
simulations which provide evidence that this algorithm can prepare the quantum
PageRank state in a time which, on average, scales polylogarithmically in the
number of webpages. We argue that the main topological feature of the
underlying web graph allowing for such a scaling is the out-degree
distribution. The top ranked entries of the quantum PageRank state
can then be estimated with a polynomial quantum speedup. Moreover, the quantum
PageRank state can be used in "q-sampling" protocols for testing properties of
distributions, which require exponentially fewer measurements than all
classical schemes designed for the same task. This can be used to decide

Practical private database queries based on a quantum key distribution protocol
Private queries allow a user Alice to learn an element of a database held by
a provider Bob without revealing which element she was interested in, while
limiting her information about the other elements. We propose to implement
private queries based on a quantum key distribution protocol, with changes only
in the classical post-processing of the key. This approach makes our scheme
both easy to implement and loss-tolerant. While unconditionally secure private
queries are known to be impossible, we argue that an interesting degree of
security can be achieved, relying on fundamental physical principles instead of
unverifiable security assumptions in order to protect both user and database.
We think that there is scope for such practical private queries to become
another remarkable application of quantum information in the footsteps of
