    Pregled tujerodnih dvokrilcev v Sloveniji

    The nonindigenous Diptera occurring in Slovenia are overviewed based on literature data. In total, 18 species belonging to eight Diptera families are alien to Slovenia. Most of the species originate from North America and continental Asia. The first record of an alien Diptera species (Ceratitis capitata (Wiedemann, 1824) (Diptera: Tephritidae)) was made in 1959, but the bulk of the species were recorded for the first time in the last two decennia. Most of the species were found in the pre-Alpine and sub-Mediterranean regions. The distribution and abundance of the alien Diptera are not fully known, as in most cases only the first observations were published. Most of the species are phytophagous and are known pests in agriculture and forestry. A list of expected nonindigenous Diptera species for Slovenia is given. It is suggested that a monitoring system should be developed in order to understand the population dynamics and the impact of the alien species on the ecosystem and economy.Na podlagi podatkov iz literature je pripravljen pregled dvokrilcev (Diptera), ki v Sloveniji niso domorodni. Skupno je v Sloveniji 18 tujih vrst, pripadajočih osmim družinam. Večina vrst izvira iz Severne Amerike in celinske Azije. Prvi podatek za tujo vrsto reda Diptera (Ceratitis capitata (Wiedemann, 1824) (Diptera: Tephritidae)) je iz leta 1959, toda večina vrst je bila prvič zabeležena v zadnjih dveh desetletjih. Največ vrst je bilo najdenih v predalpskem in submediteranskem območju. Razširjenost in pogostnost tujih dvokrilcev nista dobro znana, saj so bila v večini primerov objavljena le prva opazovanja. Večina vrst je rastlinojedih in so znani škodljivci v poljedelstvu in gozdarstvu. Predstavljen je seznam tujerodnih dvokrilcev, ki jih pričakujemo v Sloveniji. Priporočamo razvoj organiziranega spremljanja, da bi razumeli populacijsko dinamiko ter vpliv tujih vrst na ekosistem in ekonomijo

    The black soldier fly (Hermetia illucens) was for the first time recorded in August 2009 for the territories of Slovenia. In 2010, the black soldier fly was found on several places in the coastal region of Primorska and in Ljubljana.     CARIM-India: Developing a knowledge base for policymaking on India-EU migrationThis paper addresses various aspects of the link between residence and citizenship in EU Member States. The first concerns the length or type of residence required for acquisition of citizenship by naturalization. All Member States impose residence requirements for this purpose, but differences between nationals law are considerable. Second, the paper surveys whether, or under which conditions, citizenship acquired by naturalization can by lost by a certain period of residence abroad. Third the paper describes and analyzes national laws that make an exception to the general rule citizenship can be transmitted by (a) parent(s) to their children, even if the parent(s) reside(s) outside of the country of citizenship and their children are therefore born outside that country.     The changes in the checklist of hoverflies of Slovenia are presented. Fifteen species are recorded as new for the fauna of Slovenia: Brachyopa panzeri, Brachypalpus laphriformis, Callicera aenea, Chamaesyrphus scaevoides, Chalcosyrphus valgus, Melangyna lasiophthalma, Meligramma guttata, Merodon aberrans, Parhelophilus frutetorum, Orthonevra intermedia, Platycheirus occultus, Rhingia borealis, Spazigaster ambulans, Sphaerophoria chongjini and Sphaerophoria fatarum. From the species complex of Merodon aeneus, both M. aeneus species A/B and M. aeneus C were recorded. One species, Xylota caeruliventris, was omitted from the checklist because of misidentification. Information on habitat characteristics, range and conservation status is givenfor every new species.Predstavljene so spremembe v seznamu muh trepetavk Slovenije.     The international diffusion of expatriate dual citizenship

    While the global increase of expatriate dual citizenship acceptance over the past decades has been widely observed, the temporal and spatial contexts of this trend have remained understudied. Based on a novel data set of expatriate dual citizenship policies worldwide since 1960, we find that dual citizenship toleration has increased in the last half century from one-third to three-quarter of states globally. We argue that these domestic policy changes should be understood in light of normative pressure in a world where restrictions on individual choice in citizenship status are increasingly contested and where liberalisation is reinforced through interdependence and diaspora politics. We apply Cox proportional hazard models to examine dual citizenship liberalisation and find that states are more likely to move to a tolerant policy if neighbouring states have done so and that they tend to do so in conjunction with extending voting rights to citizens residing abroad and receiving remittances from abroad.
