    Assessing Information Technology and Business Alignment in Local City Government

    Top executives are interested in more transparent and formalized structures, applicable measurements, and clear justification of alignment. Limited or improper information technology governance (ITG) affects the business strategy that will ultimately influence the overall business alignment in local city government agencies (LCGAs). The problem addressed in this study was the lack of information regarding LCGAs IT/business strategic alignment maturity model (SAMM) level and the LCGAs\u27 employment size. The purpose of this survey study was to evaluate 48 LCGA participants in the Southwestern part of the United States and compare their alignment perceptions with their cities\u27 employment size. The theoretical framework for this study was based on ITG and business strategy as measured by the SAMM instrument. An online survey was used for data collection and data results were analyzed using descriptive statistics and an Analysis of Variance. After using the SAMM instrument, the current snapshot maturity level of LCGAs was 2.49 out of a maximum 5.0 level. Results illustrated no significant relationship between LCGAs alignment maturity levels and a city\u27s size. This study empowers positive social change by providing LCGAs 6 incremental steps to improve the overall alignment maturity level in areas of transparent and formalized structures, applicable measurements, and improved alignment measures

    Towards a Comparative Map of White Clover (Trifolium Repens) and Barrel Medic (Medicago Truncatula)

    Grassland is of pivotal importance to the Irish agricultural industry. This dependence of grass is reflected in the large proportion of land area under grass, approx. 80% of the total land acreage in Ireland. The presence of white clover (Trifolium repens L.) in grassland significantly improves the overall nutritional value of the forage by increasing the relative amounts of nitrogen present. Genetic improvement of white clover through breeding of varieties should increase the productivity of grasslands. Advances in plant biotechnology offer the possibility of developing tools that will radically enhance our ability to breed improved plant varieties. The objective of this study is (1) to construct a genetic map of white clover and (2) to assess the level of genome synteny of white clover and M. truncatula (the model for legume species) with the use of different molecular markers developed in M. truncatula

    Cet article estime une série mensuelle du Produit Intérieur Brut au prix du marché pour le Canada et un indice de prix correspondant pour la période 1962 à 1985. Ces estimés sont compatibles avec l’estimé trimestriel à la base de la nouvelle mesure du revenu national de Statistique Canada. Nous combinons les estimés trimestriels de Statistique Canada avec des données mensuelles en utilisant un filtre de Kalman. En plus de fournir un estimé mensuel du PIB réel, nous calculons aussi le seul indice de prix mensuel disponible associé à toute mesure de revenu au Canada.In this paper, we estimate a monthly series for Gross Domestic Product at market prices for Canada and a price deflator for the period 1962 to 1985. These estimates are consistent with the quarterly estimates which form the basis of the new national income measures of Statistics Canada. We combine the quarterly estimates from Statistics Canada with monthly data in a Kalman filter framework. In addition to presenting estimates of real GDP which can be used in monthly models, we present the only monthly price deflator or any income measure in Canada

    Sequencing the potato genome: outline and first results to come from the elucidation of the sequence of the world's third most important food crop

    Potato is a member of the Solanaceae, a plant family that includes several other economically important species, such as tomato, eggplant, petunia, tobacco and pepper. The Potato Genome Sequencing Consortium (PGSC) aims to elucidate the complete genome sequence of potato, the third most important food crop in the world. The PGSC is a collaboration between 13 research groups from China, India, Poland, Russia, the Netherlands, Ireland, Argentina, Brazil, Chile, Peru, USA, New Zealand and the UK. The potato genome consists of 12 chromosomes and has a (haploid) length of approximately 840 million base pairs, making it a medium-sized plant genome. The sequencing project builds on a diploid potato genomic bacterial artificial chromosome (BAC) clone library of 78000 clones, which has been fingerprinted and aligned into ~7000 physical map contigs. In addition, the BAC-ends have been sequenced and are publicly available. Approximately 30000 BACs are anchored to the Ultra High Density genetic map of potato, composed of 10000 unique AFLPTM markers. From this integrated genetic-physical map, between 50 to 150 seed BACs have currently been identified for every chromosome. Fluorescent in situ hybridization experiments on selected BAC clones confirm these anchor points. The seed clones provide the starting point for a BAC-by-BAC sequencing strategy. This strategy is being complemented by whole genome shotgun sequencing approaches using both 454 GS FLX and Illumina GA2 instruments. Assembly and annotation of the sequence data will be performed using publicly available and tailor-made tools. The availability of the annotated data will help to characterize germplasm collections based on allelic variance and to assist potato breeders to more fully exploit the genetic potential of potat

    Unsigned magnetic flux as a proxy for radial-velocity variations in Sun-like stars

    We estimate disc-averaged RV variations of the Sun over the last magnetic cycle, from the single Fe I line observed by SDO/HMI, using a physical model for rotationally modulated magnetic activity that was previously validated against HARPS-N solar observations. We estimate the disc-averaged, unsigned magnetic flux and show that a simple linear fit to it reduces the RMS of RV variations by 62%, i.e. a factor of 2.6. We additionally apply the FF' method, which predicts RV variations based on a star's photometric variations. At cycle maximum, we find that additional physical processes must be at play beyond suppression of convective blueshift and velocity imablances resulting from brightness inhomogeneities, in agreement with recent studies of solar RV variations. By modelling RV variations over the magnetic cycle using a linear fit to the unsigned magnetic flux, we recover injected planets at an orbital period of about 300 days with RV semi-amplitudes down to 0.3 m/s. To reach semi-amplitudes of 0.1 m/s, we will need to identify and model additional physical phenomena that are not well traced by the unsigned magnetic flux or FF'. The unsigned magnetic flux is an excellent proxy for rotationally modulated, activity-induced RV variations, and could become a key tool in confirming and characterising Earth analogs orbiting Sun-like stars.     Maltese teachers’ beliefs concerning the integration of children’s literature in mathematics teaching and learning

    This exploratory mixed-methods study set out to explore Maltese primary school teachers’ perceived barriers to, and enablers for, the integration of children’s literature in mathematics teaching. Data were collected by means of an online questionnaire and semi-structured interviews, and analysed thematically using Ajzen’s Theory of Planned Behaviour. The responses given by the participants showed that integration of mathematics and stories was not a common practice. The perceived barriers were categorised as Resource Constraint, Time Constraint, Lack of Pedagogical Knowledge and Confidence, Doubts about Outcome Expectancy, and Inhibiting Social Norms while the three perceived enablers identified were Pedagogical Benefits, Love of Stories, and Enabling Social Norms. Given that the majority of the participating teachers acknowledged the potential benefits of the approach and expressed a wish for training, one key recommendation of the study is for teaching mathematics through stories to be explicitly included in pre-service and in-service professional development programmes

    'Reaching the hard to reach' - lessons learned from the VCS (voluntary and community Sector). A qualitative study.

    Background The notion 'hard to reach' is a contested and ambiguous term that is commonly used within the spheres of social care and health, especially in discourse around health and social inequalities. There is a need to address health inequalities and to engage in services the marginalized and socially excluded sectors of society. Methods This paper describes a pilot study involving interviews with representatives from eight Voluntary and Community Sector (VCS) organisations . The purpose of the study was to explore the notion of 'hard to reach' and perceptions of the barriers and facilitators to accessing services for 'hard to reach' groups from a voluntary and community sector perspective. Results The 'hard to reach' may include drug users, people living with HIV, people from sexual minority communities, asylum seekers, refugees, people from black and ethnic minority communities, and homeless people although defining the notion of the 'hard to reach' is not straight forward. It may be that certain groups resist engaging in treatment services and are deemed hard to reach by a particular service or from a societal stance. There are a number of potential barriers for people who may try and access services, including people having bad experiences in the past; location and opening times of services and how services are funded and managed. A number of areas of commonality are found in terms of how access to services for 'hard to reach' individuals and groups could be improved including: respectful treatment of service users, establishing trust with service users, offering service flexibility, partnership working with other organisations and harnessing service user involvement. Conclusions: If health services are to engage with groups that are deemed 'hard to reach' and marginalised from mainstream health services, the experiences and practices for engagement from within the VCS may serve as useful lessons for service improvement for statutory health services

    Accuracy of optical spectroscopy for the detection of cervical intraepithelial neoplasia without colposcopic tissue information; a step toward automation for low resource settings

    Optical spectroscopy has been proposed as an accurate and low-cost alternative for detection of cervical intraepithelial neoplasia. We previously published an algorithm using optical spectroscopy as an adjunct to colposcopy and found good accuracy (sensitivity ¼ 1.00 [95% confidence interval ðCIÞ ¼ 0.92 to 1.00], specificity ¼ 0.71 [95% CI ¼ 0.62 to 0.79]). Those results used measurements taken by expert colposcopists as well as the colposcopy diagnosis. In this study, we trained and tested an algorithm for the detection of cervical intraepithelial neoplasia (i.e., identifying those patients who had histology reading CIN 2 or worse) that did not include the colposcopic diagnosis. Furthermore, we explored the interaction between spectroscopy and colposcopy, examining the importance of probe placement expertise. The colposcopic diagnosis-independent spectroscopy algorithm had a sensitivity of 0.98 (95% CI ¼ 0.89 to 1.00) and a specificity of 0.62 (95% CI ¼ 0.52 to 0.71). The difference in the partial area under the ROC curves between spectroscopy with and without the colposcopic diagnosis was statistically significant at the patient level (p ¼ 0.05) but not the site level (p ¼ 0.13). The results suggest that the device has high accuracy over a wide range of provider accuracy and hence could plausibly be implemented by providers with limited training
