    Farm Level Effects of Counter-Cyclical Payments

    The paper analyzes the role of counter-cyclical (CC) payments in stabilizing farm incomes and investigates whether the payments could affect farmers planting decisions. Our analysis, based on representative farmer approach, finds that CC payments provide a relatively modest enhancement to farm welfare. However, much depends on market price conditions, which change from year to year, and on base acreage (which is determined by planting history).     Decentralised renewable energy: a pathway to prosperity for Lebanon?

    This chapter reviews the current state of play on energy and prosperity in Lebanon. The focus is on opportunities for decentralised renewable energy (RE) to not only address Lebanon’s insufficient energy supply but to incite whole systems change in Lebanon to address the compounding challenges of mass displacement, changing climate and economic crises. In recent years Lebanon has made great progress in RE despite the ongoing regional turbulence but more could be done to utilise the country’s abundance of renewable resources, growing population and entrepreneurial acumen. Using empirical findings from communities living and working in two neighbourhoods in Lebanon, Hamra and El Mina, we argue that energy policy from a prosperity perspective must be informed by the role public services play in people’s self-defined aspirations of what it means to live a good life. With the policy support from above, locally managed and decentralised RE supply has potential to not only address the energy crisis and mitigate the impacts of climate change, but also setting Lebanon on a path to a sustainable and prosperous future

    Real-time seat allocation for minimizing boarding/alighting time and improving quality of service and safety for passengers

    Rail is considered as one of the most important ways of transferring passengers. High passenger loads has implications on train punctuality. One of the important parameters affecting punctuality is the average boarding/alighting time. Organizing boarding/alighting flows not only reduces the risk of extended dwell time, but also minimizes the risk of injuries and improves the overall service quality. In this paper, we investigate the possibility of minimizing the boarding/alighting time by maintaining a uniform load on carriages through systematic distribution of passengers with flexible tickets, such as season or anytime tickets where no seat information are provided at the time of reservation. To achieve this, the proposed algorithm takes other information such as passenger final destination, uniform load of luggage areas, as well as group travelers into account. Moreover, a discrete event simulation is designed for measuring the performance of the proposed method. The performance of the proposed method is compared with three algorithms on different test scenarios. The results show the superiority of the proposed method in terms of minimizing boarding/alighting time as well as increasing the success rate of assigning group of seats to group of passengers

    Contrasting effects of sleep fragmentation and angiotensin-II treatment upon pro-inflammatory responses of mice

    Disordered sleep promotes inflammation in brain and peripheral tissues, but the mechanisms that regulate these responses are poorly understood. One hypothesis is that activation of the sympathetic nervous system (SNS) from sleep loss elevates blood pressure to promote vascular sheer stress leading to inflammation. As catecholamines produced from SNS activation can directly regulate inflammation, we pharmacologically altered blood pressure using an alternative approach-manipulation of the renin-angiotensin system (RAS). Male C57BL6/J mice were treated with angiotensin or captopril to elevate and reduce blood pressure, respectively and then exposed to 24-h of sleep fragmentation (SF) or allowed to sleep (control). Pro- and anti-inflammatory cytokine gene expression and as endothelial adhesion gene expression as well as serum glucocorticoids (corticosterone) were measured. RAS manipulation elevated cytokines and endothelial adhesion expression in heart and aorta while SF increased cytokine expression in peripheral tissues, but not brain. However, there were interactive effects of angiotensin-II and SF upon cytokine gene expression in hippocampus and hypothalamus, but not prefrontal cortex. SF, but not RAS manipulation, elevated serum corticosterone concentration. These findings highlight the contrasting effects of RAS manipulation and SF, implying that inflammation from SF is acting on different pathways that are largely independent of RAS manipulation

    Urban-Tissue Optimization through Evolutionary Computation

    The experiments analyzed in this paper focus their research on the use of Evolutionary Computation (EC) applied to a parametrized urban tissue. Through the application of EC, it is possible to develop a design under a single model that addresses multiple conflicting objectives. The experiments presented are based on Cerdà’s master plan in Barcelona, specifically on the iconic Eixample block which is grouped into a 4 × 4 urban Superblock. The proposal aims to reach the existing high density of the city while reclaiming the block relations proposed by Cerdà’s original plan. Generating and ranking multiple individuals in a population through several generations ensures a flexible solution rather than a single “optimal” one. Final results in the Pareto front show a successful and diverse set of solutions that approximate Cerdà’s and the existing Barcelona’s Eixample states. Further analysis proposes different methodologies and considerations to choose appropriate individuals within the front depending on design requirements

    Cosmological Solutions to the Lithium Problem

    The abundance of primordial lithium is derived from the observed spectroscopy of metal-poor stars in the galactic halo. However, the observationally inferred abundance remains at about a factor of three below the abundance predicted by standard big bang nucleosynthesis (BBN). The resolution of this dilemma can be either astrophysical (stars destroy lithium after BBN), nuclear (reactions destroy lithium during BBN), or cosmological, i.e. new physics beyond the standard BBN is responsible for destroying lithium. Here, we overview a variety of possible cosmological solutions, and their shortcomings. On the one hand, we examine the possibility of physical processes that modify the velocity distribution of particles from the usually assumed Maxwell-Boltzmann statistics. A physical justification for this is an inhomogeneous spatial distribution of domains of primordial magnetic field strength as a means to reduce the primordial lithium abundance. Another possibility is that scattering with the mildly relativistic electrons in the background plasma alters the baryon distribution to one resembling a Fermi-Dirac distribution. We show that neither of these possibilities can adequately resolve the lithium problem. A number of alternate hybrid models are discussed including a mix of neutrino degeneracy, unified dark matter, axion cooling, and the presence of decaying and/or charged supersymmetric particles.Comment: 6 pages, 0 figures, conference proceeding

    Compression wraps as adjuvant therapy in the management of acute systolic heart failure

    BACKGROUND: Guidelines recommend targeting decongestion in management of decompensated HF, with lower extremity edema often serving as the clinical target. LECW are seldom used in the acute setting, with a paucity of data on efficacy in HF, despite serving as a cornerstone of chronic lymphedema management. PRIMARY OBJECTIVE: Study the efficacy and safety of LECW in acute decompensated HF. METHODS: Open-label, randomized, parallel-group clinical trial. PRIMARY OUTCOMES: Days on intravenous (IV) diuretic therapy, total hospital length of stay (LOS), and 30-day all-cause readmission. RESULTS: 32 patients were enrolled, with 29 patients completing the study. Enrollment was suspended due to the COVID-19 pandemic. Overall LOS was shorter in the intervention group (3.5 vs 6 days, p = 0.05), with no significant difference in total days on IV diuresis or 30-day readmission rate with use of LECW. Fewer patients required continuous diuretic infusion after treatment with LECW (0 vs 7 patients, p = 0.027). The intervention group scored significantly better on the MLWHF (55.5 vs 65, p = 0.021), including both the physical and emotional dimension scores. No adverse events were reported with use of LECW, including a significantly lower incidence of AKI (1 vs 13 patients, p = 0.005). CONCLUSION: The use of LECW resulted in reduced hospital LOS compared to standard therapy, with no difference in days of IV diuresis administration or 30-day readmission. Treatment with LECW also resulted in less continuous IV diuretic therapy, fewer incidence of AKI, and improved quality of life. Trends toward less escalation of diuresis, and greater reduction in edema were also observed

    Spatiotemporal mapping of malaria incidence in Sudan using routine surveillance data

    Malaria is a serious threat to global health, with over [Formula: see text] of the cases reported in 2020 by the World Health Organization in African countries, including Sudan. Sudan is a low-income country with a limited healthcare system and a substantial burden of malaria. The epidemiology of malaria in Sudan is rapidly changing due to factors including the rapidly developing resistance to drugs and insecticides among the parasites and vectors, respectively; the growing population living in humanitarian settings due to political instability; and the recent emergence of Anopheles stephensi in the country. These factors contribute to changes in the distribution of the parasites species as well as malaria vectors in Sudan, and the shifting patterns of malaria epidemiology underscore the need for investment in improved situational awareness, early preparedness, and a national prevention and control strategy that is updated, evidence based, and proactive. A key component of this strategy is accurate, high-resolution endemicity maps of species-specific malaria. Here, we present a spatiotemporal Bayesian model, developed in collaboration with the Sudanese Ministry of Health, that predicts a fine-scale (1 km [Formula: see text] 1 km) clinical incidence and seasonality profiles for Plasmodium falciparum and Plasmodium vivax across the country. We use monthly malaria case counts for both species collected via routine surveillance between January 2017 and December 2019, as well as a suite of high-resolution environmental covariates to inform our predictions. These epidemiological maps provide a useful resource for strategic planning and cost-effective implementation of malaria interventions, thus informing policymakers in Sudan to achieve success in malaria control and elimination
