The ambivalent shadow of the pre-Wilsonian rise of international law
The generation of American international lawyers who founded the American Society of International Law in 1906 and nurtured the soil for what has been retrospectively called a âmoralistic legalistic approach to international relationsâ remains little studied. A survey of the rise of international legal literature in the U.S. from the mid-19th century to the eve of the Great War serves as a backdrop to the examination of the boosting effect on international law of the Spanish American War in 1898. An examination of the Insular Cases before the US Supreme Court is then accompanied by the analysis of a number of influential factors behind the pre-war rise of international law in the U.S. The work concludes with an examination of the rise of natural law doctrines in international law during the interwar period and the critiques addressed.by the realist founders of the field of âinternational relationsâ to the âmoralistic legalistic approach to international relation

Developing Children's Oral Health Assessment Toolkits Using Machine Learning Algorithm.
ObjectivesEvaluating children's oral health status and treatment needs is challenging. We aim to build oral health assessment toolkits to predict Children's Oral Health Status Index (COHSI) score and referral for treatment needs (RFTN) of oral health. Parent and Child toolkits consist of short-form survey items (12 for children and 8 for parents) with and without children's demographic information (7 questions) to predict the child's oral health status and need for treatment.MethodsData were collected from 12 dental practices in Los Angeles County from 2015 to 2016. We predicted COHSI score and RFTN using random Bootstrap samples with manually introduced Gaussian noise together with machine learning algorithms, such as Extreme Gradient Boosting and Naive Bayesian algorithms (using R). The toolkits predicted the probability of treatment needs and the COHSI score with percentile (ranking). The performance of the toolkits was evaluated internally and externally by residual mean square error (RMSE), correlation, sensitivity and specificity.ResultsThe toolkits were developed based on survey responses from 545 families with children aged 2 to 17 y. The sensitivity and specificity for predicting RFTN were 93% and 49% respectively with the external data. The correlation(s) between predicted and clinically determined COHSI was 0.88 (and 0.91 for its percentile). The RMSEs of the COHSI toolkit were 4.2 for COHSI (and 1.3 for its percentile).ConclusionsSurvey responses from children and their parents/guardians are predictive for clinical outcomes. The toolkits can be used by oral health programs at baseline among school populations. The toolkits can also be used to quantify differences between pre- and post-dental care program implementation. The toolkits' predicted oral health scores can be used to stratify samples in oral health research.Knowledge transfer statementThis study creates the oral health toolkits that combine self- and proxy- reported short forms with children's demographic characteristics to predict children's oral health and treatment needs using Machine Learning algorithms. The toolkits can be used by oral health programs at baseline among school populations to quantify differences between pre and post dental care program implementation. The toolkits can also be used to stratify samples according to the treatment needs and oral health status
On the kinematics of the Local cosmic void
We collected the existing data on the distances and radial velocities of
galaxies around the Local Void in the Aquila/Hercules to examine the peculiar
velocity field induced by its underdensity. A sample of 1056 galaxies with
distances measured from the Tip of the Red Giant Branch, the Cepheid
luminosity, the SNIa luminosity, the surface brightness fluctuation method, and
the Tully-Fisher relation has been used for this purpose. The amplitude of
outflow is found to be ~300 km/s. The galaxies located within the void produce
the mean intra-void number density about 1/5 of the mean external number
density of galaxies. The void's population has a lower luminosity and a later
morphological type with the medians: M_B = -15.7^m and T = 8 (Sdm),

Is My Exercise Partner Similar Enough? Partner Characteristics as a Moderator of the KĂśhler Effect in Exergames
Objective: Recent research has shown the KĂśhler motivation gain effect (working at a task with a more capable partner where one's performance is indispensable to the group) leads to greater effort in partnered exercise videogame play. The purpose of this article was to examine potential moderators of the KĂśhler effect by exploring dissimilarities in one's partner's appearance, namely, having an older partner (compared with a same-age partner) and having a heavier-weight partner (compared with a same-weight partner).
Subjects and Methods: One hundred fifty-three male and female college students completed a series of plank exercises using the âEyeToy: Kineticâ˘â for the PlayStationÂŽ 2 (Sony, Tokyo, Japan). Participants first completed the exercises individually and, after a rest, completed the same exercises with a virtually present partner. Exercise persistence, subjective effort, self-efficacy beliefs, enjoyment, and intentions to exercise were recorded and analyzed.
Results: A significant KĂśhler motivation gain was observed in all partner conditions (compared with individual controls) such that participants with a partner held the plank exercises longer (P<0.001) and reported higher subjective effort (P<0.01). These results were unmoderated by partner's age and weight, with one exception: Males tended to persist longer when paired with an obese partner (P=0.08).
Conclusions: These results suggest that differences in age and weight do not attenuate the KĂśhler effect in exergames and may even strengthen it
On the Necessary Memory to Compute the Plurality in Multi-Agent Systems
We consider the Relative-Majority Problem (also known as Plurality), in
which, given a multi-agent system where each agent is initially provided an
input value out of a set of possible ones, each agent is required to
eventually compute the input value with the highest frequency in the initial
configuration. We consider the problem in the general Population Protocols
model in which, given an underlying undirected connected graph whose nodes
represent the agents, edges are selected by a globally fair scheduler.
The state complexity that is required for solving the Plurality Problem
(i.e., the minimum number of memory states that each agent needs to have in
order to solve the problem), has been a long-standing open problem. The best
protocol so far for the general multi-valued case requires polynomial memory:
Salehkaleybar et al. (2015) devised a protocol that solves the problem by
employing states per agent, and they conjectured their upper bound
to be optimal. On the other hand, under the strong assumption that agents
initially agree on a total ordering of the initial input values, Gasieniec et
al. (2017), provided an elegant logarithmic-memory plurality protocol.
In this work, we refute Salehkaleybar et al.'s conjecture, by providing a
plurality protocol which employs states per agent. Central to our
result is an ordering protocol which allows to leverage on the plurality
protocol by Gasieniec et al., of independent interest. We also provide a
-state lower bound on the necessary memory to solve the problem,
proving that the Plurality Problem cannot be solved within the mere memory

Irreversible and reversible modes of operation of deterministic ratchets
We discuss a problem of optimization of the energetic efficiency of a simple
rocked ratchet. We concentrate on a low-temperature case in which the
particle's motion in a ratchet potential is deterministic. We show that the
energetic efficiency of a ratchet working adiabatically is bounded from above
by a value depending on the form of ratchet potential. The ratchets with
strongly asymmetric potentials can achieve ideal efficiency of unity without
approaching reversibility. On the other hand we show that for any form of the
ratchet potential a set of time-protocols of the outer force exist under which
the operation is reversible and the ideal value of efficiency is also achieved.
The mode of operation of the ratchet is still quasistatic but not adiabatic.
The high values of efficiency can be preserved even under elevated
temperatures
Primary Carcinoid Tumor of the Ileal Efferent Limb of an Ileovesicostomy: A Case Report
We report on the evaluation and management of a 47-year-old white male found to have primary carcinoid tumor of the ileal segment of his diverting ileovesicostomy thirty-five months after initial creation. Subsequent to presentation with intermittent gross hematuria, CT urogram highlights an 8âmm enhancing lesion near the enterovesical junction of urinary diversion. Office cystoscopy confirms presence of a lesion that was later endoscopically resected and found to be a well-differentiated carcinoid tumor. Evaluation with serum markers, direct visualization utilizing endoscopy, and imaging was without finding of alternate primary or metastatic lesions. The patient ultimately had the proximal ileal portion of his ileovesicostomy excised and the distal portion converted into an ileal conduit. After briefly discussing the carcinoid tumor and the carcinoid syndrome it may cause, we review the literature on the incidence of carcinoid tumors in a population requiring the use of intestine in the urinary tract
Homomeric GluA2(R) AMPA receptors can conduct when desensitized
Desensitization is a canonical property of ligand-gated ion channels, causing progressive current decline in the continued presence of agonist. AMPA-type glutamate receptors (AMPARs), which mediate fast excitatory signaling throughout the brain, exhibit profound desensitization. Recent cryo-EM studies of AMPAR assemblies show their ion channels to be closed in the desensitized state. Here we present evidence that homomeric Q/R-edited AMPARs still allow ions to flow when the receptors are desensitized. GluA2(R) expressed alone, or with auxiliary subunits (γ-2, γ-8 or GSG1L), generates large fractional steady-state currents and anomalous current-variance relationships. Our results from fluctuation analysis, single-channel recording, and kinetic modeling, suggest that the steady-state current is mediated predominantly by conducting desensitized receptors. When combined with crystallography this unique functional readout of a hitherto silent state enabled us to examine cross-linked cysteine mutants to probe the conformation of the desensitized ligand binding domain of functioning AMPAR complexes
Leiomyosarcoma Arising in the Pancreatic Duct: A Case Report and Review of the Current Literature
Context. Leiomyosarcomas are rare malignant smooth muscle tumors that may arise in any organ or tissue that contains smooth muscle, commonly within the gastrointestinal tract. They are most often found in the stomach, large and small intestines, and retroperitoneum. Primary pancreatic leiomyosarcoma is extremely rare, and to the best of our knowledge only 30 cases have been reported in the world literature since 1951. Our case represents the first to have a clear origin from the main pancreatic duct. Case Report. This case was diagnosed in a large, tertiary care center in Tampa, Florida. Pertinent information was obtained from chart review and interdepartmental collaboration. A mass in the tail of the pancreas was identified with large pleomorphic and spindle-shaped cells. Immunohistochemistry for vimentin, smooth muscle actin, and desmin was positive. All remaining immunohistochemical markers performed were negative. The tumor clearly originated from the pancreatic duct wall, filled and expanded the duct lumen, and was covered with a layer of benign biliary epithelium. Conclusion. Leiomyosarcoma of the pancreas is an extremely rare malignancy with few reported cases in the literature. The prognosis is poor, and treatment consists of alleviating symptoms and pain management. To our knowledge, this represents the first reported case demonstrating clear origin of a leiomyosarcoma from the pancreatic duct
Intermittent control models of human standing: similarities and differences
Two architectures of intermittent control are compared and contrasted in the context of the single inverted pendulum model often used for describing standing in humans. The architectures are similar insofar as they use periods of open-loop control punctuated by switching events when crossing a switching surface to keep the system state trajectories close to trajectories leading to equilibrium. The architectures differ in two significant ways. Firstly, in one case, the open-loop control trajectory is generated by a system-matched hold, and in the other case, the open-loop control signal is zero. Secondly, prediction is used in one case but not the other. The former difference is examined in this paper. The zero control alternative leads to periodic oscillations associated with limit cycles; whereas the system-matched control alternative gives trajectories (including homoclinic orbits) which contain the equilibrium point and do not have oscillatory behaviour. Despite this difference in behaviour, it is further shown that behaviour can appear similar when either the system is perturbed by additive noise or the system-matched trajectory generation is perturbed. The purpose of the research is to come to a common approach for understanding the theoretical properties of the two alternatives with the twin aims of choosing which provides the best explanation of current experimental data (which may not, by itself, distinguish beween the two alternatives) and suggesting future experiments to distinguish between the two alternatives
