    Proactive Policing and Robbery Rates Across US Cities

    Author's manuscript made available in accordance with the publisher's policy.In recent years, criminologists, as well as journalists, have devoted considerable attention to the potential deterrent effect of what is sometimes referred to as “proactive” policing. This policing style entails the vigorous enforcement of laws against relatively minor offenses to prevent more serious crime. The current study examines the effect of proactive policing on robbery rates for a sample of large U.S. cities using an innovative measure developed by Sampson and Cohen (1988). We replicate their cross-sectional analyses using data from 2000 to 2003, which is a period that proactive policing is likely to have become more common than that of the original study—the early 1980s. We also extend their analyses by estimating a more comprehensive regression model that incorporates additional theoretically relevant predictors. Finally, we advance previous research in this area by using panel data, The cross-sectional analyses replicate prior findings of a negative relationship between proactive policing and robbery rates. In addition, our dynamic models suggest that proactive policing is endogenous to changes in robbery rates. When this feedback between robbery and proactive policing is eliminated, we find more evidence to support our finding that proactive policing reduces robbery rates

    Not ‘Islands, Entire of Themselves’: Exploring the Spatial Context of City-level Robbery Rates

    The current study examines spatial dependence in robbery rates for a sample of 1,056 cities with 25,000 or more residents over the 2000–2003 period. Although commonly considered in some macro-level research, spatial processes have not been examined in relation to city-level variation in robbery. The results of our regression analyses suggest that city robbery rates are not spatially independent. We find that spatial dependence is better accounted for by spatial error models than by spatial lag models. Further exploration of various spatial weights matrices indicates that robbery rates of cities within the same state are related to robbery rates of other cities within the same state, regardless of their proximity. Our analyses illustrate how systematic inquiry into spatial processes can alert researchers to important omitted variable biases and identify intriguing problems for future research

    Effect of Ce3+ Ion on Structural and Hyperfine Interaction Studies of Co0.5Ni0.5Fe2−xCexO4 Ferrites: Useful for Permanent Magnet Applications

    Abstract Nanoparticles of Co0.5Ni0.5Fe2−xCexO4 (where x = 0.0, 0.01, 0.015 and 0.02) ferrites are prepared by the modified solution combustion method using a mixture of fuels and are characterized to understand their structural, microstructural and magnetic properties. The X-ray diffraction is used to confirm the formation of a single-phase cubic spinel structure. The average crystallite sizes are calculated using the Scherrer formula and are found to be less than 50 nm. The microstructural features are obtained by the scanning electron microscopy, and the compositional analysis is done by using the energy-dispersive spectroscopy. The transmission electron microscopy (TEM) investigations show that the synthesized ferrites are made up of very fine spherical nanoparticles. The influence of a rare-earth element (Ce3+) on the magnetic properties of the samples was studied using the Mössbauer spectroscopy. The Mössbauer spectroscopy reveals the formation of broadened Zeeman lines and quadrupole-split lines and the presence of the Fe3+ charge state at B sites in the samples. The quadrupole splitting shows that the orientation of the magnetic hyperfine field with respect to the principle axes of the electric field gradient was random. The magnetic hyperfine field values indicate that the A sites have more A-O-B superexchange interactions than the B sites. The coexistence of magnetic sextet and a doublet component on the room-temperature spectra suggests superparamagnetic properties of the nanoparticles. The low-temperature (15 K) Mössbauer spectroscopy explores the paramagnetic relaxation in the nanoparticles. The area under the sextet refers to Fe3+ concentrations in the tetrahedral and octahedral sites of the ferrite. This study confirms that the Ce3+ substitution of Fe3+ only for octahedron sites causes the decrease in Fe-O-Fe arrangement. The effect of Ce3+ doping on the magnetic properties of Co0.5Ni0.5Fe2O4 is examined from the vibrating sample magnetometry (VSM) spectra. Saturation magnetization values are decreased initially and then increased, as result of Ce3+ doping. This can be explained by Neel’s two-sub-lattice model. Further, the value of coercivity is found to be increasing with increasing Ce3+ concentration. The obtained results of M-H loop with improved coercivity (from 851 to 1039 Oe) by Ce3+ doping of Co0.5Ni0.5Fe2O4 demonstrate the usefulness for permanent magnet applications

    Women and Illegal Activities: Gender Differences and Women's Willingness to Comply Over Time

    In recent years the topics of illegal activities such as corruption or tax evasion have attracted a great deal of attention. However, there is still a lack of substantial empirical evidence about the determinants of compliance. The aim of this paper is to investigate empirically whether women are more willing to be compliant than men and whether we observe (among women and in general) differences in attitudes among similar age groups in different time periods (cohort effect) or changing attitudes of the same cohorts over time (age effect) using data from eight Western European countries from the World Values Survey and the European Values Survey that span the period from 1981 to 1999. The results reveal higher willingness to comply among women and an age rather than a cohort effect. Working Paper 06-5

    Examining the demographic profile and attitudes of citizens, in areas where organised crime groups proliferate

    Whilst studies refer to the community impact of Organized Crime (OC), no survey currently exists to examine the views of those citizens who reside in areas where Organized Crime Groups (OCGs) proliferate. 431 questionnaires from households co-existing in high density OCGs areas were analysed in relation to: a) demographic information; b) views on the community and the police; and c) how they expected other residents to react to illegal incidents. Overall respondents thought the average citizen would refuse to intervene in 10% - 48% of illegal incidents, with the specific case influencing whether and how they would respond. The analysis then compared three communities who lived in high density OCG areas with a control community (n=343). The ‘OCG’ communities were more likely to report low collective efficacy and were least likely to expect their neighbours to confront a crime in action. Conversely, whilst the control group showed higher levels of collective efficacy and expected the average resident more likely to confront illegal behaviour, this trend did not extend to street drug dealing and serious crime associated with OC. The study discusses the unreported intimidation associated with OCGs and the challenges of policing hostile environments

    Facile Synthesis of Amine-Functionalized Eu3+-Doped La(OH)3 Nanophosphors for Bioimaging

    Here, we report a straightforward synthesis process to produce colloidal Eu3+-activated nanophosphors (NPs) for use as bioimaging probes. In this procedure, poly(ethylene glycol) serves as a high-boiling point solvent allowing for nanoscale particle formation as well as a convenient medium for solvent exchange and subsequent surface modification. The La(OH)3:Eu3+ NPs produced by this process were ~3.5 nm in diameter as determined by transmission electron microscopy. The NP surface was coated with aminopropyltriethoxysilane to provide chemical functionality for attachment of biological ligands, improve chemical stability and prevent surface quenching of luminescent centers. Photoluminescence spectroscopy of the NPs displayed emission peaks at 597 and 615 nm (λex = 280 nm). The red emission, due to 5D0 → 7F1 and 5D0 → 7F2 transitions, was linear with concentration as observed by imaging with a conventional bioimaging system. To demonstrate the feasibility of these NPs to serve as optical probes in biological applications, an in vitro experiment was performed with HeLa cells. NP emission was observed in the cells by fluorescence microscopy. In addition, the NPs displayed no cytotoxicity over the course of a 48-h MTT cell viability assay. These results suggest that La(OH)3:Eu3+ NPs possess the potential to serve as a luminescent bioimaging probe

    Unpacking the relationships between impulsivity, neighborhood disadvantage, and adolescent violence : an application of a neighborhood-based group decomposition

PCIG10-GA-2011-303728 (CIG Grant NBHCHOICE, Neighbourhood choice, neighbourhood sorting, and neighbourhood effects).Scholars have become increasingly interested in how social environments condition the relationships between individual risk-factors and adolescent behavior. An appreciable portion of this literature is concerned with the relationship between impulsivity and delinquency across neighborhood settings. The present article builds upon this growing body of research by considering the more nuanced pathways through which neighborhood disadvantage shapes the development of impulsivity and provides a situational context for impulsive tendencies to manifest in violent and aggressive behaviors. Using a sample of 12,935 adolescent from the National Longitudinal Study of Adolescent to Adult Health (Add Health) (mean age = 15.3, 51% female; 20% Black, 17% Hispanic), we demonstrate the extent to which variation in the association between impulsivity and delinquency across neighborhoods can be attributed to (1) differences in mean-levels of impulsivity and violence and (2) differences in coefficients across neighborhoods. The results of a series of multivariate regression models indicate that impulsivity is positively associated with self-reported violence, and that this relationship is strongest among youth living in disadvantaged neighborhoods. The moderating effect of neighborhood disadvantage can be attributed primarily to the stronger effect of impulsivity on violence in these areas, while differences in average levels of violence and impulsivity account for a smaller, yet nontrivial portion of the observed relationship. These results indicate that the differential effect of impulsivity on violence can be attributed to both developmental processes that lead to the greater concentration of violent and impulsive adolescents in economically deprived neighborhoods as well as the greater likelihood of impulsive adolescents engaging in violence when they reside in economically disadvantaged communities.Publisher PDFPeer reviewe

    The Effect of Urban Street Gang Densities on Small Area Homicide Incidence in a Large Metropolitan County, 1994–2002

    The presence of street gangs has been hypothesized as influencing overall levels of violence in urban communities through a process of gun–drug diffusion and cross-type homicide. This effect is said to act independently of other known correlates of violence, i.e., neighborhood poverty. To test this hypothesis, we independently assessed the impact of population exposure to local street gang densities on 8-year homicide rates in small areas of Los Angeles County, California. Homicide data from the Los Angeles County Coroners Office were analyzed with original field survey data on street gang locations, while controlling for the established covariates of community homicide rates. Bivariate and multivariate regression analyses explicated strong relationships between homicide rates, gang density, race/ethnicity, and socioeconomic structure. Street gang densities alone had cumulative effects on small area homicide rates. Local gang densities, along with high school dropout rates, high unemployment rates, racial and ethnic concentration, and higher population densities, together explained 90% of the variation in local 8-year homicide rates. Several other commonly considered covariates were insignificant in the model. Urban environments with higher densities of street gangs exhibited higher overall homicide rates, independent of other community covariates of homicide. The unique nature of street gang killings and their greater potential to influence future local rates of violence suggests that more direct public health interventions are needed alongside traditional criminal justice mechanisms to combat urban violence and homicides
