Isolation of microsatellite loci in the Capricorn silvereye, Zosterops lateralis chlorocephalus (Aves : Zosteropidae)

) is ideally suited to investigating the genetic basis of body size evolution. We have isolated and characterized a set of microsatellite markers for this species. Seven out of 11 loci were polymorphic. The number of alleles
detected ranged from two to five and observed heterozygosities between 0.12 and 0.67. One locus, ZL49, was found to be sex-linked. This moderate level of diversity is consistent with that expected in an isolated, island population
The airborne laser ranging system, its capabilities and applications
The airborne laser ranging system is a multibeam short pulse laser ranging system on board an aircraft. It simultaneously measures the distances between the aircraft and six laser retroreflectors (targets) deployed on the Earth's surface. The system can interrogate over 100 targets distributed over an area of 25,000 sq, kilometers in a matter of hours. Potentially, a total of 1.3 million individual range measurements can be made in a six hour flight. The precision of these range measurements is approximately + or - 1 cm. These measurements are used in procedure which is basically an extension of trilateration techniques to derive the intersite vector between the laser ground targets. By repeating the estimation of the intersite vector, strain and strain rate errors can be estimated. These quantities are essential for crustal dynamic studies which include determination and monitoring of regional strain in the vicinity of active fault zones, land subsidence, and edifice building preceding volcanic eruptions
Injection seeded, diode pumped regenerative ring Nd:YAG amplifier for spaceborne laser ranging technology development
A small, all solid state, regenerative ring amplifier designed as a prototype for space application is discussed. Novel features include dual side pumping of the Nd:YAG crystal and a triangular ring cavity design which minimizes the number of optical components and losses. The amplifier is relatively small (3 ns round trip time) even though standard optical elements are employed. The ring regeneratively amplifies a 100 ps single pulse by approximately 10(exp 5) at a repetition rate of 10 to 100 Hz. The amplifier is designed to be injection seeded with a pulsed, 100 ps laser diode at 1.06 microns, but another Nd:YAG laser system supplying higher pulse energies was employed for laboratory experiment. Parent Engagement at a Cristo Rey High School: Building Home-School Partnerships in a Multicultural Immigrant Community
Catholic social teaching affirms the primary role of parents in their children’s education, as well as the importance of a home-school partnership. The purposes of this article are to review the results of a mixed methods study of parent engagement at Cristo Rey Boston High School, and how the results of this study led to specific efforts to include parents more closely in the life of the school. Results suggest that parents in multicultural communities perceive their engagement to be an important part of their children’s education. Yet, this engagement may take different forms that may go unrecognized by school staff. Based on study findings, school administrators began integrating parent engagement efforts through a coordinated system of student advising. From the perspective of Catholic social teaching, recognizing and responding to these multicultural differences are a means of praxis that affirms human dignity and reduces barriers to education for the marginalized
Development of a high-altitude airborne dial system: The Lidar Atmospheric Sensing Experiment (LASE)
The ability of a Differential Absorption Lidar (DIAL) system to measure vertical profiles of H2O in the lower atmosphere was demonstrated both in ground-based and airborne experiments. In these experiments, tunable lasers were used that required real-time experimenter control to locate and lock onto the atmospheric H2O absorption line for the DIAL measurements. The Lidar Atmospheric Sensing Experiment (LASE) is the first step in a long-range effort to develop and demonstrate an autonomous DIAL system for airborne and spaceborne flight experiments. The LASE instrument is being developed to measure H2O, aerosol, and cloud profiles from a high-altitude ER-2 (extended range U-2) aircraft. Quality use of medicines within universal health coverage: challenges and opportunities
Background: Medicines are a major driver of quality, safety, equity, and cost of care in low and middle-income country health systems. Universal health coverage implementers must explicitly address appropriate use of medicines to realize the health benefits of medicines, avoid wasting scarce resources, and sustain the financial viability of universal health coverage schemes. Discussion Medicines are major contributors to the health and well-being of individuals and populations when used appropriately, and they waste resources and endanger health when used unnecessarily or incorrectly. Stakeholders need to balance inherently competing objectives in the pharmaceutical sector. Emerging and expanding UHC schemes provide potential levers to balance competing system objectives. To use these levers, sustainable universal coverage programs will require a) information systems that can track medicines utilization, expenditures, and quality of medicines use; b) routine monitoring of indicators of medicines availability, access, affordability, and use; c) policies and programs that facilitate appropriate medicines use by prescribers, dispensers, and patients; d) transparency in setting priorities for medicines coverage under resource constraints; and e) a system perspective to engage diverse actors. As they operationalize paths toward universal health coverage and include targeted medicines coverage policies and programs, systems can build on, and innovate, pharmaceutical policy frameworks and management tools from different countries’ settings. Summary Ensuring that medicines which achieve important health outcomes are available, accessible to all, used appropriately, and sustainably affordable is essential for realizing universal health coverage. Stakeholder cooperation and use of information and financing system levers provide opportunities to work toward this goal
Using Random Assignment to Measure Court Accessibility for Low-Income Divorce Seekers
We conducted a field experiment in which 311 low-income individuals seeking a divorce were randomly assigned to receive access to a pro bono lawyer (versus minimal help) to assist with filing for divorce. Examining court records, we found that assignment to an attorney made a large difference in whether participants filed for and obtained a divorce. Three years after randomization, 46% of the treated group had terminated their marriages in the proper legal venue, compared to 9% of the control group. Among “compliers”—participants who obtained representation only if assigned to receive it—those with lawyers were far more likely to file for and obtain a divorce than those not assigned lawyers. Because divorce implicates fundamental constitutional interests and can be effectuated only by resort to the courts, the US Constitution requires that dissolution of marriage be made achievable regardless of ability to pay. Yet, we observed few low-income individuals who were able to initiate divorce suits on their own. Through interviews and archival research, we identified barriers that low-income litigants faced in navigating the divorce system, including mandatory wait times, limited hours at important facilities, and burdensome paperwork sometimes requiring access to photocopiers and typewriters. This study therefore documents a salient instance in which a civil legal process was inaccessible to those without lawyers, even though their legal issues were straightforward, involving few if any matters for courts to adjudicate

Systems Engineering Project ReportThe search, detection, identification and assessment components of the U.S. Navys organic modular in-stride Mine Countermeasure (MCM) Concept of Operations (CONOPS) have been evaluated for their effectiveness as part of a hypothetical exercise in response to the existence of sea mines placed in the sea lanes of the Strait of Hormuz. The current MCM CONOPS has been shown to be capable of supporting the mine search and detection effort component allocation needs by utilizing two Airborne Mine Countermeasure (AMCM) deployed systems. This adequacy assessment is tenuous. The CONOPS relies heavily upon the Sikorsky MH- 60/S as the sole platform from which the systems operate. This reliance is further compounded by the fact both AMCM systems are not simultaneously compatible on board the MH-60/S. As such, resource availability will challenge the MCM CONOPS as well as the other missions for which the MH-60/S is intended. Additionally, the AMCM CONOPS systems are dependent upon the presence of warfighters in the helicopters above the minefield and as integral participants in the efforts to identify sea mines and to assess their threat level.
