The European Grouping of Territorial Cooperation: An Innovative Advancement of Regional Cross-Border Governance but Still Far From Being a Panacea. European Diversity and Autonomy Papers EDAP 01/2020
To overcome the detrimental impact of the so-called “border effect”, the European Union and its member states established the INTERREG programs in 1990. The issue of a persisting “institutional void” hampered, however, substantially the actual policy impact of these cooperation over the years. In order to tackle this issue, the European Grouping of Territorial Cooperation (EGTC) regulation was finally adopted in 2006 and amended in 2013 and provides since then a comprehensive institutional framework for cross-border cooperation. Through an analysis of the regulation and a comprehensive assessment of the various monitoring reports, two particular added values can be identified. First, while national governments maintain their role as gatekeepers of Regional Cross-Border Governance, the EGTC enables its members to exploit the newly provided supranational legal and institutional framework for cooperation. At the same time, institutional flexibility and various diversification opportunities concerning the policy, polity, and politics dimensions are implemented, which allows the creation of innovative and place-based territorial cooperation structures. A central conclusion of this article is that despite the EGTC regulation’s added value, this instrument constitutes no panacea concerning Regional Cross-Border Governance. Cooperation is still primarily dependent on the individual commitment by the members to create sustainable results, which is still the most decisive factor whether a cooperation succeeds or not
Exploration of the brown dwarf regime around solar-like stars by CoRoT
Aims. A summary of the CoRoT brown dwarf investigations are presented.
Methods. Transiting brown dwarfs around solar like stars were studied by using
the photometric time-series of CoRoT, and ground based radial velocity
measurements. Results. CoRoT detected three transiting brown dwarfs around F
and G dwarf stars. The occurence rate of brown dwarfs was found to be 0.20 +/-
0.15% around solar-like stars which is compatible with the value obtained by

Energy dependence of transverse quark flow in heavy ion collisions
Energy dependence of quark transverse flow carries information about
dynamical properties (equation of state, initial conditions) of deconfined
matter produced in heavy ion collisions. We assume quark-antiquark matter
formation in Pb+Pb collisions at CERN SPS and Au+Au collisions at RHIC energies
and determine quark transverse flow at the critical temperature of the
quark-hadron phase transition. Coalescence of massive quarks is calculated in
the MICOR hadronization model and hadronic final state effects are considered
using the GROMIT cascade program. Comparing theoretical results to data,
transverse flow values are determined and energy dependence is discussed.Comment: Presented at the International Workshop on Hot and Dense Matter in

The conception is oriented to the local motions and the phenomenon (and its influence) of wear. By establishing different experimental models, in order to verify and universalize the results, numerical models must be devel-oped and applied. The s-monotone index selection rules for pivot algorithms of linear programming
In this paper we introduce the concept of s-monotone index selection rule for linear programming problems. We show that several known anti-cycling pivot rules like the minimal index, Last-In–First-Out and the most-often-selected-variable pivot rules are s-monotone index selection rules. Furthermore, we show a possible way to define new s-monotone pivot rules. We prove that several known algorithms like the primal (dual) simplex, MBU-simplex algorithms and criss-cross algorithm with s-monotone pivot rules are finite methods. We implemented primal simplex and primal MBU-simplex algorithms, in MATLAB, using three s-monotone index selection rules, the minimal-index, the Last-In–First-Out (LIFO) and the Most-Often-Selected-Variable (MOSV) index selection rule. Numerical results demonstrate the viability of the above listed s-monotone index selection rules in the framework of pivot algorithms

We study the production of charm mesons and other charm baryons from quark
matter at CERN SPS and RHIC energies. Using quark coalescence models as
hadronization mechanism, we predict particle ratios, absolute yields and

The overall project had 4 Topics: Topic 1 Fundamental Thermodynamics of Molecular Conformational Changes: Simple organic molecules were investigated in computing continues thermodynamic functions along conformational changes. These included a variety of compounds from hydrocarbons to peptides. Topic 2 Conformational information of fatty acid: Interestingly enough their felxibility was similar to that of peptides as could be judged from the similarity of their conformational potential energy surfaces. Topic 3 Conformational information of phospholipids: The results and experience obtained from the first two topics were used to construct simple phospholipids. The relative orientations of the two fatty acids in a phospholipid had to be studied to see if the nearly parallel arrangement within the lipid bilayer is enforced by nearest neighbour interaction or if such a geometry is an intrinsically stable structure. Topic 4 Free radical reactions with PUFA and PUFA models: Free radicals and their reactions with PUFA within the lipid bilayer are a biologically very important reactions. The generation of free radicals and their transformation as well as their reactions with allylic C-H bonds, which are always present is PUFA, has been studied in details
Theoretical foundation of social conflict: research new points of view and fields of research
Generating new solutions for relativistic transverse flow at the softest point
Using the method of prolongation we generate new solutions from a simple
particular solution for relativistic transverse flow with cylindrical symmetry
in 1+3 dimensions. This is an extension of the longitudinal Bjorken flow ansatz
and can be applied among others during first order phase transition in an
expanding system. The prolongated solution allows for tracing back the flow
profile from a transverse flow conjectured at the end of phase transition at
