    This Comment discusses the Colorado Supreme Court\u27s suspension of Assistant District Attorney Mark Pautler for deceitful conduct in securing the surrender of an axe murderer on a killing spree. Although many thought Pautler\u27s conduct was morally acceptable, disciplinary authorities found that he violated ethical rules governing attorney conduct. Using People v. Pautler as a case study, this Comment sorts through relevant, current interpretations of the ethnics rule and proposes an approach for future analysis

    Laboratory investigations: Low Earth orbit environment chemistry with spacecraft surfaces

    Long-term space operations that require exposure of material to the low earth orbit (LEO) environment must take into account the effects of this highly oxidative atmosphere on material properties and the possible contamination of the spacecraft surroundings. Ground-based laboratory experiments at Los Alamos using a newly developed hyperthermal atomic oxygen (AO) source have shown that not only are hydrocarbon based materials effected but that inorganic materials such as MoS2 are also oxidized and that thin protective coatings such as Al2O3 can be breached, producing oxidation of the underlying substrate material. Gas-phase reaction products, such as SO2 from oxidation of MoS2 and CO and CO2 from hydrocarbon materials, have been detected and have consequences in terms of spacecraft contamination. Energy loss through gas-surface collisions causing spacecraft drag has been measured for a few select surfaces and has been found to be highly dependent on the surface reactivity

    Activated recombinative desorption: A potential component in mechanisms of spacecraft glow

    The concept of activated recombination of atomic species on surfaces can explain the production of vibrationally and translationally excited desorbed molecular species. Equilibrium statistical mechanics predicts that the molecular quantum state distributions of desorbing molecules is a function of surface temperature only when the adsorption probability is unity and independent of initial collision conditions. In most cases, the adsorption probability is dependent upon initial conditions such as collision energy or internal quantum state distribution of impinging molecules. From detailed balance, such dynamical behavior is reflected in the internal quantum state distribution of the desorbing molecule. This concept, activated recombinative desorption, may offer a common thread in proposed mechanisms of spacecraft glow. Using molecular beam techniques and equipment available at Los Alamos, which includes a high translational energy 0-atom beam source, mass spectrometric detection of desorbed species, chemiluminescence/laser induced fluorescence detection of electronic and vibrationally excited reaction products, and Auger detection of surface adsorbed reaction products, a fundamental study of the gas surface chemistry underlying the glow process is proposed

    In this report we study estimation of time-delays in linear dynamical systems with additive noise. Estimating time-delays is a common engineering problem, e.g. in automatic control, system identification and signal processing. The purpose with this work is to test and evaluate a certain class of methods for time-delay estimation, especially with automatic control applications in mind. Particularly interesting it is to determine the best method. Is one method best in all situations or should different methods be used for different situations? The tested class of methods consists essentially of thresholding the cross correlation between the output and input signals. This is a very common method for time-delay estimation. The methods are tested and evaluated experimentally with the aid of simulations and plots of RMS error, bias and confidence intervals. The results are: The methods often miss to detect because the threshold is too high. The threshold has nevertheless been selected to give the best result. All methods over-estimate the time-delay. Nearly the whole RMS error is due to the bias. None of the tested methods is always best. Which method is best depends on the system and what is done when missing detections. Some form of averaging of the cross correlation, e.g. integration to step response or CUSUM, is advantageous. Fast systems are easiest. White noise input signal is easiest and steps is hardest. The RMS-errors are high in average (approximately greater than 6 sampling intervals). The error is lower for fast system or for high SNR

    Pupil participation in Scottish schools: how far have we come?

    The United Nations Convention on the Rights of the Child (UN, 1989), which applies to all children under the age of 18, established the overarching principles guiding pupil participation. In most European states, signatories to the Convention have enacted policies to promote the voice of the child or young person in decisions that affect them. In education systems strategies to enhance the pupil participation are an increasing feature of deliberation on education for citizenship, curriculum flexibility, pedagogical approaches and assessment for learning. Despite the positive policy context and professional commitment to principles of inclusion, translating policy intentions so that the spirit of the legislation is played out in the day-to-day experiences of pupils is a constant challenge. This article reports on research that examines how pupil participation is understood and enacted in Scottish schools. It considers how the over-laying of diverse policies presents mixed messages to practitioners
