    Balancing carrots and sticks in REDD+: implications for social safeguards

    Reducing carbon emissions through avoided deforestation and forest degradation and enhancement of carbon stocks (REDD+) is key to mitigating global climate change. The aim of REDD+ social safeguards is to ensure that REDD+ does not harm, and actually benefits, local people. To be eligible for results-based compensation through REDD+, countries should develop national-level safeguard information systems to monitor and report on the impacts of REDD+. Although safeguards represent a key step for promoting social responsibility in REDD+, they are challenging to operationalize and monitor. We analyzed the impacts of different types of REDD+ interventions (incentives vs. disincentives) on key safeguard-relevant indicators, i.e., tenure security, participation, and subjective well-being, as well as on reported forest clearing. We used household-level data collected in Brazil, Peru, Cameroon, Tanzania, Indonesia, and Vietnam from approximately 4000 households in 130 villages at two points in time (2010-2012 and 2013-2014). Our findings highlight a decrease in perceived tenure security and overall perceived well-being over time for households exposed to disincentives alone, with the addition of incentives helping to alleviate negative effects on well-being. In Brazil, although disincentives were associated with reduced reported forest clearing by smallholders, they were the intervention that most negatively affected perceived well-being, highlighting a clear trade-off between carbon and noncarbon benefits. Globally, although households exposed to REDD+ interventions were generally aware of local REDD+ initiatives, meaningful participation in initiative design and implementation lagged behind. Our analysis contributes to a relatively small literature that seeks to operationalize REDD+ social safeguards empirically and to evaluate the impacts of REDD+ interventions on local people and forests

    Messiness of forest governance:How technical approaches suppress politics in REDD+ and conservation projects

    Reduction of Emissions from Deforestation and Forest Degradation (REDD+) was originally conceived to address the global problem of climate change by reducing deforestation and forest degradation at national and subnational levels in developing countries. Since its inception, REDD+ proponents have increasingly had to adapt global ideas to local demands, as the rollout process was met with on-the-ground realities, including suspicion and protest. As is typical in aid or ‘development’ projects conceived in the global North, most of the solutions advanced to improve REDD+ tend to focus on addressing issues of justice (or ‘fairness’) in distributive terms, rather than addressing more inherently political objections to REDD+ such as those based on rights or social justice. Using data collected from over 700 interviews in five countries with both REDD+ and non-REDD+ cases, we argue that the failure to incorporate political notions of justice into conservation projects such as REDD+ results in ‘messiness’ within governance systems, which is a symptom of injustice and illegitimacy. We find that, first, conservation, payment for ecosystem services, and REDD+ project proponents viewed problems through a technical rather than political lens, leading to solutions that focused on procedures, such as ‘benefit distribution.’ Second, focusing on the technical aspects of interventions came at the expense of political solutions such as the representation of local people's concerns and recognition of their rights. Third, the lack of attention to representation and recognition justices resulted in illegitimacy. This led to messiness in the governance systems, which was often addressed in technical terms, thereby perpetuating the problem. If messiness is not appreciated and addressed from appropriate notions of justice, projects such as REDD+ are destined to fail

    Challenges to smallholder forestry policy reform on a postindustrial logging frontier: lessons from the Amazon estuary

    In 2013, policy makers from the Brazilian state of Amapá launched regulatory reforms intended to streamline options to formalize smallholder forest management. This paper reviews that policy reform process and analyses observations from local stakeholders to identify lessons for the promotion of smallholder forestry. In 2014, 2017 and 2021, interviews were conducted with family timber producers and sawmill operators in floodplain communities and regional timber buyers to evaluate the impact of the policy reform on their operations. Interviews with policy makers sought to understand the rationale behind the reform and how the process played out. Although the reform efforts were well intentioned, results illustrate how bureaucratic inertia and complexity obstructed efforts to simplify policy and how policy did not address smallholder needs. While the reforms did not have the intended effect, the case offers lessons for future policy reform efforts
