    Les nouvelles politiques industrielles : Le cas des télécommunications

    After showing the dynamic character of the world market of telecommunications equipment, the authors analyze the main factors which have contributed to the elaboration of the industrial structure in this field. Particular stress is laid on the role played by technological evolution as driving force of the industrial reorganization which is taking place right now in the field. This reorganization movement on a world scale has sometimes given rise, in industrial policy, to totally different behaviours from governments. Thus, the strategies of the Japanese and French branches are countered by measures taken by the US Government to deregulate and liberalize the market. The authors conclude by pointing out that, given the limited means at its disposal and faced with an international market of electronics threatened by competition from the Newly Industrialized Countries, there is a need for Canada to adopt a differential strategic approach which will allow it to acceed to technological sovereignty and to counter the delocalisation process which profit the NIC of South-East Asia

    In the introductory remarks of this article the authors examine the birth of the newly industrialized countries and the emergence of a new international division of labor. After stressing the two modes of the industrial strategy followed by these countries, the authors look at two newly industrialized countries (Brazil and South Korea). These specific countries due to the interplay of both, objective factors (natural resources, location, manpower...) and policy choices have followed divergent development strategies. The authors conclude that it is not so much the classical policy dilemma import substitution vs expert promotion that will determine the future of these semi-industrialized countries, than their ability to master the technological know-how that sustains their industrial development. The new technological trends in robotics and telematics constitute powerful factors of relocation which may threaten the long run growth prospects of the semi-industrialized countries

    SUMMARY The article addresses the question of UN reform from the perspective of food security. It offers a balance sheet of UN strengths and weaknesses, praising the UN role in advocacy, technical coordination and resource mobilization, but identifying serious politico?bureaucratic problems, and new challenges to the UN mandate caused by the coexistence of hunger and conflict. In understanding why the weaknesses occur, there are useful connections to be made in the debates on public administration, good government and the sociology of international politics, as well as those more directly on UN reform. These lead the article to identify four general principles for UN reform in the food security area, and to explore two options for change, one to improve the status quo and one to introduce more radical change. The latter is preferred: the UN mandate needs review, particularly in the area of conflict; there are too many agencies; and there are too many independent budgets. The article argues for a focal point in the UN system for policy determination and resource allocation for food security

This analysis stresses the influence of the institutional environment on the competitive behavior of the firms in the industry. The authors conclude that in the present environment the technological evolution constitutes the key restructuring factor in the telecommunication industry. [fre] Les auteurs analysent les caractéristiques de l'industrie mondiale des fabricants d'équipements de télécommunication en s'appuyant sur la trichotomie « structure-comportement-performance ». De cette analyse, ils mettent en évidence l'influence des aspects institutionnels sur l'émergence des comportements des firmes. Ils font, cependant, ressortir en conclusion que dans l'environnement actuel, l'évolution technologique constitue l'élément clé de restructuration industrielle.

    Etre compétitif dans un marché virtuel dans le champ d'activité des ascenseurs et plus particulièrement pour le groupe Schlinder, nous amène à nous poser les trois questions de base: où sommes nous actuellement, où voulons nous aller, et comment faisons nous pour y aller ? Pour ces trois aspects A, B, C, nous examinerons dans ce travail et respectivement, A: la description du "business", le marketing, le design, la R&D, le manufacturing et le management, les risques financiers et les étapes clés. Pour la partie B: les tendances globales, l'évolution du style de vie, l'évolution dans le domaine des ascenseurs, la mouvance générale et la stratégie du groupe Schlinder. Pour la partie C: l'analyse des "clusters" internes et externes, ainsi que le niveau de satisfaction des clients, les GIE, les firmes multinationales du secteur et qu'est ce qui développe la satisfaction du client.     Luxury and environmental responsibility is a fascinating domain to study for several reasons: first, luxury and sustainability are often perceived as incompatible and contradictory. Second, the luxury sector represents an influential and growing industry with increasing economic, social, and cultural significance. Third, the luxury sector spans across a large variety of industries, some of which, such as fashion and apparel, are highly polluting and thus small improvements in production processes can have a vast impact and great contribution to environmental protection efforts. In addition, new consumption trends affecting the luxury industry, such as alternative signals of status, the consumption of experiences, and collaborative consumption, offer interesting research opportunities, investigating how these trends can further promote sustainable and environmentally responsible consumption. Finally, the concept of luxury and our understanding of conspicuous consumption are evolving and need to be revisited – from conspicuous to conscious consumption – these trends are opening new research avenues
