    Lorentz-Invariant "Elements of Reality" and the Question of Joint Measurability of Commuting Observables

    It is shown that the joint measurements of some physical variables corresponding to commuting operators performed on pre- and post-selected quantum systems invariably disturb each other. The significance of this result for recent proofs of the impossibility of realistic Lorentz invariant interpretation of quantum theory (without assumption of locality) is discussed.Comment: 15 page

    Videomicroscopy as a tool for investigation of the microcirculation in the newborn

    The perinatal period remains a time of significant risk of death or disability. Increasing evidence suggests that this depends on microcirculatory behavior. Sidestream dark-field orthogonal polarized light videomicroscopy (OPS) has emerged as a useful assessment of adult microcirculation but the values derived are not delineated for the newborn. We aimed to define these parameters in well term newborn infants. Demographic details were collected prospectively on 42 healthy term neonates (n = 20 females, n = 22 males). OPS videomicroscopy (Microscan) was used to view ear conch skin microcirculation at 6, 24, and 72 h of age. Stored video was analyzed by a masked observer using proprietary software. There were no significant differences between the sexes for any structural parameters at any time point. There was a significant increase over time in small vessel perfusion in female infants only (P = 0.009). A number of 6- and 72-h measurements were significantly correlated, but differed from the 24-h values. These observations confirm the utility of the ear conch for neonatal microvascular videomicroscopy. They provide a baseline for studies into the use of OPS videomicroscopy in infants. The changes observed are comparable with previous studies of term infants using these and other microvascular techniques. It is recommended that studies for examining the mature neonatal microvascular structure be delayed until 72 h of life, but studies of the physiology of cardiovascular transition should include the 24-h time point after delivery.Ian M.     The Effect of Sub-MIC β-Lactam Antibiotic Exposure of Pseudomonas aeruginosa Strains from People with Cystic Fibrosis in a Desiccation Survival Model

    Prior to modern typing methods, cross-infection of P. aeruginosa between people with cystic fibrosis (CF) was felt to be rare. Recently a number of studies have demonstrated the presence of clonal strains of P. aeruginosa infecting people with CF. The aim of this study was to determine whether strains of P. aeruginosa demonstrated differences in resistance to desiccation and whether preincubation in subminimum inhibitory concentrations (MICs) of β-lactam affected desiccation resistance. The experimental data were modelled to a first-order decay model and a Weibull decay model using least squares nonlinear regression. The Weibull model was the preferred model for the desiccation survival. The presence of a mucoid phenotype promoted desiccation survival. Preincubation with antibiotics did not have a consistent effect on the strains of P. aeruginosa. Meropenem reduced desiccation resistance, whereas ceftazidime had much less effect on the strains studied

    Non-local Correlations are Generic in Infinite-Dimensional Bipartite Systems

    It was recently shown that the nonseparable density operators for a bipartite system are trace norm dense if either factor space has infinite dimension. We show here that non-local states -- i.e., states whose correlations cannot be reproduced by any local hidden variable model -- are also dense. Our constructions distinguish between the cases where both factor spaces are infinite-dimensional, where we show that states violating the CHSH inequality are dense, and the case where only one factor space is infinite-dimensional, where we identify open neighborhoods of nonseparable states that do not violate the CHSH inequality but show that states with a subtler form of non-locality (often called "hidden" non-locality) remain dense.Comment: 8 pages, RevTe

    Regulating and Deregulating the Public Utilities 1830-2010

    History can provide invaluable insights into important issues of the economic and social regulation of utilities, and offer lessons towards future debates. But the history of utility regulation – which speaks of changing, diverse and complex experiences around the world – was, unfortunately, sidelined or marginalised when economists and policymakers enthusiastically embraced the question of how to reform the utilities from the 1970s. This paper provides an overview of the three, overarching, `waves' of utility regulation from the nineteenth century to the present, documenting how, when and why the ways in which the roles of the state, the market and firms altered over time. It then contextualises and explains the main contributions of each of the papers included in this special issue of Business History, which cover energy, communications, water, transportation and other urban infrastructure regulation, across Western Europe, the United States and Australia

    Local and non-local measures of acceleration in cosmology

    Current cosmological observations, when interpreted within the framework of a homogeneous and isotropic Friedmann-Lemaitre-Robertson-Walker (FLRW) model, strongly suggest that the Universe is entering a period of accelerating expansion. This is often taken to mean that the expansion of space itself is accelerating. In a general spacetime, however, this is not necessarily true. We attempt to clarify this point by considering a handful of local and non-local measures of acceleration in a variety of inhomogeneous cosmological models. Each of the chosen measures corresponds to a theoretical or observational procedure that has previously been used to study acceleration in cosmology, and all measures reduce to the same quantity in the limit of exact spatial homogeneity and isotropy. In statistically homogeneous and isotropic spacetimes, we find that the acceleration inferred from observations of the distance-redshift relation is closely related to the acceleration of the spatially averaged universe, but does not necessarily bear any resemblance to the average of the local acceleration of spacetime itself. For inhomogeneous spacetimes that do not display statistical homogeneity and isotropy, however, we find little correlation between acceleration inferred from observations and the acceleration of the averaged spacetime. This shows that observations made in an inhomogeneous universe can imply acceleration without the existence of dark energy.Comment: 19 pages, 10 figures.     Anomalous scattering of highly dispersed pulsars

    We report multifrequency measurements of scatter broadening times for nine highly dispersed pulsars over a wide frequency range (0.6 -- 4.9 GHz). We find the scatter broadening times to be larger than expected and to scale with frequency with an average power-law index of 3.44±0.133.44\pm 0.13, i.e. significantly less than that expected from standard theories.
