    Public Utility Valuations and Rates - In comparing the reports of the public utility commissions with the decisions of the courts on questions of valuation of public utilities, nothing is more striking than this-that as time goes on the commissions are growingly impatient of the cost of reproduction theory, while the courts still insist there is no inflexible method of fixing value, but continue to prefer largely figures as to supposed reproduction cost. This attitude of the commissions is remarkable in view of the fact that every finding may be carried to the courts for review and possible reversal. The Illinois Commission reluctantly obeyed the direct orders of the Supreme Court to consider cost of reproduction, but refuses to treat that as the only basis. Re Springfield Consol. Ry. Co., P. U.     Plucking enhanced beneath ice sheet margins: evidence from the Grampian Mountains, Scotland

    Concentrations of boulders are a common feature of landscapes modified by former mid-latitude ice sheets. In many cases, the origin of the boulders can be traced in the up-ice direction to a cliff only tens to hundreds of metres distant. The implication is that a pulse of plucking and short boulder transport occurred beneath thin ice at the end of the last glacial cycle. Here we use a case study in granite bedrock in the Dee Valley, Scotland, to constrain theory and explore the factors involved in such a late phase of plucking. Plucking is influenced by ice velocity, hydrology, effective ice pressure, the extent of subglacial cavities and bedrock characteristics. The balance between these factors favours block removal beneath thin ice near a glacier margin. At Ripe Hill in the Dee Valley, a mean exposure age of 14.2 ka on blocks supports the view that the boulder train formed at the end of ice sheet glaciation. The late pulse of plucking was further enhanced by ice flowing obliquely across vertical joints and by fluctuations in sub-marginal meltwater conditions. An implication of the study is that there is the potential for a wave of ice-marginal plucking to sweep across a landscape as an ice sheet retreats

    Traits associated with innate and adaptive immunity in pigs: heritability and associations with performance under different health status conditions

    There is a need for genetic markers or biomarkers that can predict resistance towards a wide range of infectious diseases, especially within a health environment typical of commercial farms. Such markers also need to be heritable under these conditions and ideally correlate with commercial performance traits. In this study, we estimated the heritabilities of a wide range of immune traits, as potential biomarkers, and measured their relationship with performance within both specific pathogen-free (SPF) and non-SPF environments. Immune traits were measured in 674 SPF pigs and 606 non-SPF pigs, which were subsets of the populations for which we had performance measurements (average daily gain), viz. 1549 SPF pigs and 1093 non-SPF pigs. Immune traits measured included total and differential white blood cell counts, peripheral blood mononuclear leucocyte (PBML) subsets (CD4+ cells, total CD8α+ cells, classical CD8αβ+ cells, CD11R1+ cells (CD8α+ and CD8α-), B cells, monocytes and CD16+ cells) and acute phase proteins (alpha-1 acid glycoprotein (AGP), haptoglobin, C-reactive protein (CRP) and transthyretin). Nearly all traits tested were heritable regardless of health status, although the heritability estimate for average daily gain was lower under non-SPF conditions. There were also negative genetic correlations between performance and the following immune traits: CD11R1+ cells, monocytes and the acute phase protein AGP. The strength of the association between performance and AGP was not affected by health status. However, negative genetic correlations were only apparent between performance and monocytes under SPF conditions and between performance and CD11R1+ cells under non-SPF conditions. Although we cannot infer causality in these relationships, these results suggest a role for using some immune traits, particularly CD11R1+ cells or AGP concentrations, as predictors of pig performance under the lower health status conditions associated with commercial farms

    Objective indicators of pasture degradation from spectral mixture analysis of Landsat imagery

However, “degradation” is poorly defined and has different meanings for ranchers, ecologists, and policy makers. Here we analyze pasture degradation using objective scalars of photosynthetic vegetation (PV), nonphotosynthetic vegetation (NPV), and exposed soil (S) derived from Landsat imagery. A general, probabilistic spectral mixture model decomposed satellite spectral reflectance measurements into subpixel estimates of PV, NPV, and S covers at ranches in western and eastern Amazonia. Most pasture management units at all ranches fell along a single line of decreasing PV with increasing NPV and S, which could be considered a degradation continuum. The ranch with the highest stocking densities and most intensive management had greater NPV and S than a less intensively managed ranch. The number of liming, herbiciding, and disking treatments applied to each pasture management unit was positively correlated with NPV and negatively correlated with PV. Although these objective scalars revealed signs of degradation, intensive management kept exposed soil to <40% cover and maintained economically viable cattle production over several decades. In ranches with few management inputs, the high PV cover in young pastures declined with increasing pasture age, while NPV and S increased, even where grazing intensity was low. Both highly productive pastures and vigorous regrowth of native vegetation cause high PV values. Analysis of spectral properties holds promise for identifying areas where grazing intensity has exceeded management inputs, thus increasing coverage of senescent foliage and exposed soil.This research was supported by grant NNG06GE88A of NASA’s Terrestrial Ecology Program as part of the Large-scale Biosphere-Atmosphere Experiment in Amazonia (LBA) project

    Contrasting patterns of selection between MHC I and II across populations of Humboldt and Magellanic penguins

    The evolutionary and adaptive potential of populations or species facing an emerginginfectious disease depends on their genetic diversity in genes, such as the major histocompatibilitycomplex (MHC). In birds, MHC class I deals predominantly with intracellularinfections (e.g., viruses) and MHC class II with extracellular infections (e.g.,bacteria). Therefore, patterns of MHC I and II diversity may differ between species andacross populations of species depending on the relative effect of local and global environmentalselective pressures, genetic drift, and gene flow. We hypothesize thathigh gene flow among populations of Humboldt and Magellanic penguins limits localadaptation in MHC I and MHC II, and signatures of selection differ between markers,locations, and species. We evaluated the MHC I and II diversity using 454 next-generationsequencing of 100 Humboldt and 75 Magellanic penguins from seven differentbreeding colonies. Higher genetic diversity was observed in MHC I than MHCII for both species, explained by more than one MHC I loci identified. Large populationsizes, high gene flow, and/or similar selection pressures maintain diversity but limitlocal adaptation in MHC I. A pattern of isolation by distance was observed for MHC IIfor Humboldt penguin suggesting local adaptation, mainly on the northernmost studiedlocality. Furthermore, trans-speciesalleles were found due to a recent speciationfor the genus or convergent evolution.     The molecular basis of ATM-dependent dimerization of the Mdc1 DNA damage checkpoint mediator

    Mdc1 is a large modular phosphoprotein scaffold that maintains signaling and repair complexes at double-stranded DNA break sites. Mdc1 is anchored to damaged chromatin through interaction of its C-terminal BRCT-repeat domain with the tail of γH2AX following DNA damage, but the role of the N-terminal forkhead-associated (FHA) domain remains unclear. We show that a major binding target of the Mdc1 FHA domain is a previously unidentified DNA damage and ATM-dependent phosphorylation site near the N-terminus of Mdc1 itself. Binding to this motif stabilizes a weak self-association of the FHA domain to form a tight dimer. X-ray structures of free and complexed Mdc1 FHA domain reveal a ‘head-to-tail' dimerization mechanism that is closely related to that seen in pre-activated forms of the Chk2 DNA damage kinase, and which both positively and negatively influences Mdc1 FHA domain-mediated interactions in human cells prior to and following DNA damag

    Mitochondrial phylogeography and demographic history of the Vicuña: implications for conservation

    The vicuña (Vicugna vicugna; Miller, 1924) is a conservation success story, having recovered from near extinction in the 1960s to current population levels estimated at 275 000. However, lack of information about its demographic history and genetic diversity has limited both our understanding of its recovery and the development of science-based conservation measures. To examine the evolution and recent demographic history of the vicuña across its current range and to assess its genetic variation and population structure, we sequenced mitochondrial DNA from the control region (CR) for 261 individuals from 29 populations across Peru, Chile and Argentina. Our results suggest that populations currently designated as Vicugna vicugna vicugna and Vicugna vicugna mensalis comprise separate mitochondrial lineages. The current population distribution appears to be the result of a recent demographic expansion associated with the last major glacial event of the Pleistocene in the northern (18 to 22°S) dry Andes 14–12 000 years ago and the establishment of an extremely arid belt known as the 'Dry Diagonal' to 29°S. Within the Dry Diagonal, small populations of V. v. vicugna appear to have survived showing the genetic signature of demographic isolation, whereas to the north V. v. mensalis populations underwent a rapid demographic expansion before recent anthropogenic impacts

    Phospho-epitope binding by the BRCT domains of hPTIP controls multiple aspects of the cellular response to DNA damage

    Human (h)PTIP plays important but poorly understood roles in cellular responses to DNA damage. hPTIP interacts with 53BP1 tumour suppressor but only when 53BP1 is phosphorylated by ATM after DNA damage although the mechanism(s) and significance of the interaction of these two proteins are unclear. Here, we pinpoint a single ATM-phosphorylated residue in 53BP1—Ser25—that is required for binding of 53BP1 to hPTIP. Binding of phospho-Ser25 to hPTIP in vitro and in vivo requires two closely apposed pairs of BRCT domains at the C-terminus of hPTIP and neither pair alone can bind to phospho-Ser25, even though one of these BRCT pairs in isolation can bind to other ATM-phosphorylated epitopes. Mutations in 53BP1 and in hPTIP that prevent the interaction of the two proteins, render cells hypersensitive to DNA damage and weaken ATM signalling. The C-terminal BRCT domains of hPTIP are also required for stable retention of hPTIP at sites of DNA damage but this appears to be independent of binding to 53BP1. Thus, the BRCT domains of hPTIP play important roles in the cellular response to DNA damage

    A hypothetico-deductive approach to assessing the social function of chemical signalling in a non-territorial solitary carnivore

    The function of chemical signalling in non-territorial solitary carnivores is still relatively unclear. Studies on territorial solitary and social carnivores have highlighted odour capability and utility, however the social function of chemical signalling in wild carnivore populations operating dominance hierarchy social systems has received little attention. We monitored scent marking and investigatory behaviour of wild brown bears Ursus arctos, to test multiple hypotheses relating to the social function of chemical signalling. Camera traps were stationed facing bear ‘marking trees’ to document behaviour by different age sex classes in different seasons. We found evidence to support the hypothesis that adult males utilise chemical signalling to communicate dominance to other males throughout the non-denning period. Adult females did not appear to utilise marking trees to advertise oestrous state during the breeding season. The function of marking by subadult bears is somewhat unclear, but may be related to the behaviour of adult males. Subadults investigated trees more often than they scent marked during the breeding season, which could be a result of an increased risk from adult males. Females with young showed an increase in marking and investigation of trees outside of the breeding season. We propose the hypothesis that females engage their dependent young with marking trees from a young age, at a relatively ‘safe’ time of year. Memory, experience, and learning at a young age, may all contribute towards odour capabilities in adult bears
