    Participation in devolved commons management: multiscale socioeconomic factors related to individuals' participation in community-based management of marine protected areas in Indonesia

    Management of common-pool natural resources is commonly implemented under institutional models promoting devolved decision-making, such as co-management and community-based management. Although participation of local people is critical to the success of devolved commons management, few studies have empirically investigated how individuals' participation is related to socioeconomic factors that operate at multiple scales. Here, we evaluated how individual- and community-scale factors were related to levels of individual participation in management of community-based marine protected areas in Indonesia. In addressing this aim, we drew on multiple bodies of literature on human behaviour from economics and social science, including the social-ecological systems framework from the literature on common-pool resources, the theory of planned behaviour from social psychology, and public goods games from behavioural economics. We found three key factors related to level of participation of local people: subjective norms, structural elements of social capital, and nested institutions. There was also suggestive evidence that participation was related to people's cooperative behavioural disposition, which we elicited using a public goods game. These results point to the importance of considering socioeconomic factors that operate at multiple scales when examining individual behaviour. Further, our study highlights the need to consider multiscale mechanisms other than those designed to appeal to self interested concerns, such as regulations and material incentives, which are typically employed in devolved commons management to encourage participation. Increased understanding of the factors related to participation could facilitate better targeting of investments aimed at encouraging cooperative management

    An experimental look at trust, bargaining, and public goods in fishing communities

    Pro-social behavior is crucial to the sustainable governance of common-pool resources such as fisheries. Here, we investigate how key socioeconomic characteristics influence fishers’ pro-social and bargaining behavior in three types of experimental economic games (public goods, trust, and trade) conducted in fishing associations in Chile. Our games revealed high levels of cooperation in the public goods game, a high degree of trust, and that sellers rather than buyers had more bargaining power, yet these results were strongly influenced by participants’ socioeconomic characteristics. Specifically, gender, having a secondary income source, age, and being the main income provider for the household all had a relationship to multiple game outcomes. Our results highlight that engagement in pro-social behaviors such as trust and cooperation can be influenced by people’s socioeconomic context

    Shelter from the storm? Use and misuse of coastal vegetation bioshields for managing natural disasters

    Vegetated coastal ecosystems are known to provide myriad ecosystem services to billions of people globally. However, in the aftermath of a series of recent natural disasters, including the Indian Ocean Tsunami, Hurricane Katrina and Cyclone Nargis, coastal vegetation has been singularly promoted as a protection measure against large storm surges and tsunami. In this paper, we review the use of coastal vegetation as a "bioshield" against these extreme events. Our objective is to investigate the long-term consequences of rapid plantation of bioshields on local biodiversity and human capital. We begin with an overview of the scientific literature, in particular focusing on studies published since the Indian Ocean Tsunami in 2004 and discuss the science of wave attenuation by vegetation. We then explore case studies from the Indian subcontinent and evaluate the detrimental impacts bioshield plantations can have upon native ecosystems. We draw a clear distinction between coastal restoration and the introduction of exotic species in inappropriate locations in the name of coastal protection. We conclude by placing existing bioshield policies into a larger socio-political context and outline a new direction for coastal vegetation policy and research

    Integrating social–ecological vulnerability assessments with climate forecasts to improve local climate adaptation planning for coral reef fisheries in Papua New Guinea

    A major gap exists in integrating climate projections and social–ecological vulnerability analyses at scales that matter, which has affected local-scale adaptation planning and actions to date. We address this gap by providing a novel methodology that integrates information on: (i) the expected future climate, including climate-related extreme events, at the village level; (ii) an ecological assessment of the impacts of these climate forecasts on coral reefs; and (iii) the social adaptive capacity of the artisanal fishers, to create an integrated vulnerability assessment on coastal communities in five villages in Papua New Guinea. We show that, despite relatively proximate geographies, there are substantial differences in both the predicted extreme rainfall and temperature events and the social adaptive capacity among the five fishing-dependent communities, meaning that they have likely different vulnerabilities to future climate change. Our methodology shows that it is possible to capture social information and integrate this with climate and ecological modeling in ways that are best suited to address the impacts of climate-mediated environmental changes currently underway across different scales

    Hidden benefits and risks of partial protection for coral reef fisheries

    Partially protected areas are now the dominant global form of spatial management aimed at preserving ecosystem integrity and managing human use. However, most evaluations of their efficacy use only a narrow set of conservation indicators that reflect a fraction of ways in which protection can succeed or fail. In this paper, we examine three case studies of partially protected coral reef fishery systems to evaluate benefits and risks of their use as a management tool. We use data from community-based management arrangements in three Pacific Island countries to demonstrate three vignettes of how partial protection can boost fisheries production, enhance the ease with which fishers catch their prey, and alter the composition of fisheries yields. These changes in fisheries productivity, catchability, and vulnerability under partial protection carry substantial benefits for fishers. However, they also carry significant risks for ecosystems and fisheries livelihoods unless adaptively managed so as to confer the short to medium term benefits in resource performance without risking longer term sustainability

    Sixteen years of social and ecological dynamics reveal challenges and opportunities for adaptive management in sustaining the commons

    Efforts to confront the challenges of environmental change and uncertainty include attempts to adaptively manage social–ecological systems. However, critical questions remain about whether adaptive management can lead to sustainable outcomes for both ecosystems and society. Here, we make a contribution to these efforts by presenting a 16-y analysis of ecological outcomes and perceived livelihood impacts from adaptive coral reef management in Papua New Guinea. The adaptive management system we studied was a customary rotational fisheries closure system (akin to fallow agriculture), which helped to increase the biomass of reef fish and make fish less wary (more catchable) relative to openly fished areas. However, over time the amount of fish in openly fished reefs slowly declined. We found that, overall, resource users tended to have positive perceptions about this system, but there were negative perceptions when fishing was being prohibited. We also highlight some of the key traits of this adaptive management system, including 1) strong social cohesion, whereby leaders played a critical role in knowledge exchange; 2) high levels of compliance, which was facilitated via a “carrot-and-stick” approach that publicly rewarded good behavior and punished deviant behavior; and 3) high levels of participation by community actors

    Escaping the perfect storm of simultaneous climate change impacts on agriculture and marine fisheries

    The availability and production of food is threatened by climate change, with subsequent implications for food security and the global economy. In this study we assessed how the impacts of climate change on agriculture and marine fisheries interact under a range of scenarios. The 'business-as-usual' scenario would lead to ~90% of the global population, particularly in least developed countries, being exposed to declines in the productivity of both sectors, and < 3% of the world would experience productivity gains in both sectors. With strong mitigation equivalent to meeting Paris Agreement commitments, most countries including both the most vulnerable and the largest carbon emitters would show net gains in both agricultural and fisheries sectors

    COVID-19 impacts on food systems in fisheries-dependent island communities

    Policies designed to contain the COVID-19 pandemic have impacted food systems worldwide. How impacts played out in local food systems, and how these affected the lived experiences of different people is only just coming to light. We conducted a structured analysis of the impacts of COVID-19 containment policies on the food systems of small-scale fishing communities in Kenya, Papua New Guinea, and Saint Lucia, based on interviews with men and women fishers, fish traders, and community leaders. Participants reported that containment policies lead indirectly to reduced volumes of food, lower dietary diversity, increased consumption of traditional foods, and reduced access to fish for food and income. Although the initiating policy and food and nutrition security outcomes often appeared similar, we found that the underlying pathways and feedbacks causing these impacts were different based on local context. Incorporating knowledge of how context-specific factors shape food system outcomes may be key to tailoring strategies to mitigate the ongoing impacts of COVID-19 and designing timely, strategic interventions for future systemic shocks

    Wicked social–ecological problems forcing unprecedented change on the latitudinal margins of coral reefs: the case of southwest Madagascar

    High-latitude coral reefs may be a refuge and area of reef expansion under climate change. As these locations are expected to become dryer and as livestock and agricultural yields decline, coastal populations may become increasingly dependent on marine resources. To evaluate this social–ecological conundrum, we examined the Grand Récif of Toliara (GRT), southwest Madagascar, which was intensively studied in the 1960s and has been highly degraded since the 1980s. We analyzed the social and ecological published and unpublished literature on this region and provide new data to assess the magnitude of the changes and evaluate the causes of reef degradation. Top-down controls were identified as the major drivers: human population growth and migrations, overfishing, and climate change, specifically decreased rainfall and rising temperature. Water quality has not changed since originally studied, and bottom-up control was ruled out. The identified network of social–ecological processes acting at different scales implies that decision makers will face complex problems that are linked to broader social, economic, and policy issues. This characterizes wicked problems, which are often dealt with by partial solutions that are exploratory and include inputs from various stakeholders along with information sharing, knowledge synthesis, and trust building. A hybrid approach based on classical fishery management options and preferences, along with monitoring, feedback and forums for searching solutions, could move the process of adaptation forward once an adaptive and appropriately scaled governance system is functioning. This approach has broad implications for resources management given the emerging climate change and multiple social and environmental stresses
