    The role of taboos in conserving coastal resources in Madagascar

    This paper examines the role of taboos in limiting the exploitation of marine and coastal resources in Madagascar. I surveyed 13 communities within and adjacent to all five of Madagascar’s national marine parks. The presence of food and/or species taboos and gear restrictions is widespread, with sacred areas in three national marine parks. However, only one sacred area restricted fishing. Although customary management in the Pacific is often implemented adaptively to manipulate resources, in Madagascar, taboos are highly inflexible and some communities have resisted attempts to amalgamate them with contemporary conservation methods

    Advancing procedural justice in conservation

    Just participation in conservation decision-making is a moral imperative and critical to achieving social and ecological goals. However, understanding of what constitutes a just decision-making process in conservation remains limited. Integrating key literature from environmental justice, psychology of justice, and participatory conservation, we identify 11 procedural justice criteria, many of which have been overlooked in conservation literature. We develop a framework to help promote procedural justice in conservation decision-making which organizes the criteria into three key domains (Process properties, Agency of participants, Interpersonal treatment), which are underpinned by the justice dimension of recognition. We highlight seven policy levers that can be used to enhance procedural justice (e.g., scalar and contextual fit, conflict resolution, facilitation). However, advancing just decision-making using this framework requires addressing a number of key challenges, in particular those related to broader structural power inequalities, and elucidating and accounting for plural and situated conceptions of procedural justice. We outline a number of pathways to overcome these challenges, including promoting knowledge coproduction and self-reflexivity

    Levels and drivers of fishers' compliance with marine protected areas

    Effective conservation depends largely on people's compliance with regulations. We investigate compliance through the lens of fishers' compliance with marine protected areas (MPAs). MPAs are widely used tools for marine conservation and fisheries management. Studies show that compliance alone is a strong predictor of fish biomass within MPAs. Hence, fishers' compliance is critical for MPA effectiveness. However, there are few empirical studies showing what factors influence fishers' compliance with MPAs. Without such information, conservation planners and managers have limited opportunities to provide effective interventions. By studying 12 MPAs in a developing country (Costa Rica), we demonstrate the role that different variables have on fishers' compliance with MPAs. Particularly, we found that compliance levels perceived by resource users were higher in MPAs (1) with multiple livelihoods, (2) where government efforts against illegal fishing were effective, (3) where fishing was allowed but regulated, (4) where people were more involved in decisions, and (5) that were smaller. We also provide a novel and practical measure of compliance: a compound variable formed by the number illegal fishers and their illegal fishing effort. Our study underlines the centrality of people’s behavior in nature conservation and the importance of grounding decision making on the social and institutional realities of each location

    Markets and the crowding out of conservation-relevant behavior

    Markets are increasingly being incorporated into many aspects of daily life and are becoming an important part of the conservation solution space. Although market-based solutions to environmental problems can result in improvements to conservation, a body of social science research highlights how markets may also have unforeseen consequences by crowding out or displacing 3 key types of behaviors potentially relevant to conservation, including people's willingness to engage in collective action and civic duty; tolerance for inflicting harm on others (third-party externalities); and desire for equity. Better understanding of the contexts and mechanisms through which this crowding out occurs and whether specific market-based instruments are more prone to different types of crowding out will be crucial to developing novel conservation initiatives that can reduce or prevent crowding out

    Disparities in the impacts of co-management on fishers’ livelihoods

    Natural resources are widely managed through collaborative governance arrangements (e.g., co-management) which often result in the uneven distribution of costs and benefits among fishers. Discrepancies in how a fisher is impacted by co-management relative to other fishers or others in the community (i.e., disparity) can negatively affect fishers’ wellbeing, their support for management, and subsequently, ecological outcomes. Yet, disparities in the distribution of social impacts from co-management have rarely been assessed. We address this gap by examining disparities (losses and gains) in perceived livelihood impacts from co-management. Losses (or gains) occur when a fisher experiences a more negative (or positive) impact on their livelihood relative to other fishers or others in the community. We used data from interviews with 1191 fishers associated with 48 coral reef co-management arrangements across Kenya, Tanzania, Madagascar, Indonesia, and Papua New Guinea to examine how socioeconomic and institutional characteristics were associated with losses and gains from co-management. Overall, we found that more fishers perceived equality than disparities in the distribution of co-management impacts. Of those that perceived disparities, more fishers perceived losses than gains. We also found that disparities could be predicted by a range of socioeconomic characteristics, including distance to markets and wealth, and institutional characteristics of the co-management regime, such as gear, access, and area restrictions. This study provides insights on potential entry points that could be used by managers and policy-makers to promote equitable co-management of small-scale fisheries, such as the reduction of losses by increasing participation in decision-making processes, fostering conflict resolution mechanisms, prioritizing gear restrictions over area restrictions, and reducing poverty

    Disaggregating ecosystem service values and priorities by wealth, age, and education

    Ecosystem services support the livelihoods and wellbeing of millions of people in developing countries. However, the benefits from ecosystem services are rarely, if ever, distributed equally within communities. Little work has examined whether and how socio-economic characteristics (e.g. age, poverty, education) are related to how people value and prioritize ecosystem services. We interviewed 372 people connected to coral reef fisheries in 28 communities across four countries in the western Indian Ocean. Each fisher ranked the importance of nine ecosystem service benefits, and then rated which services they most desired an improvement in quantity or quality. We disaggregated their responses to see whether age, poverty, or years of formal schooling influence how fishers rank and prioritize coral reef ecosystem services. Overall, we found little empirical evidence of strong differences between groups. However, the wealthiest fishers did prioritize improvements in habitat ecosystem services and recreational benefits more than other fishers. Our findings emphasize that people directly dependent on coral reef fisheries for their livelihood hold mostly similar values and priorities for ecosystem services. However, poverty influences whether fishers prioritize improvements in supporting ecosystem services associated with environmental care, in this case habitat benefits. Making the differences and similarities between the importance of and priorities for ecosystem services explicit can help decision-makers to target and frame management to be more socially inclusive and equitable and therefore, more effective

    Hidden benefits and risks of partial protection for coral reef fisheries

    Partially protected areas are now the dominant global form of spatial management aimed at preserving ecosystem integrity and managing human use. However, most evaluations of their efficacy use only a narrow set of conservation indicators that reflect a fraction of ways in which protection can succeed or fail. In this paper, we examine three case studies of partially protected coral reef fishery systems to evaluate benefits and risks of their use as a management tool. We use data from community-based management arrangements in three Pacific Island countries to demonstrate three vignettes of how partial protection can boost fisheries production, enhance the ease with which fishers catch their prey, and alter the composition of fisheries yields. These changes in fisheries productivity, catchability, and vulnerability under partial protection carry substantial benefits for fishers. However, they also carry significant risks for ecosystems and fisheries livelihoods unless adaptively managed so as to confer the short to medium term benefits in resource performance without risking longer term sustainability

    Escaping the perfect storm of simultaneous climate change impacts on agriculture and marine fisheries

    The availability and production of food is threatened by climate change, with subsequent implications for food security and the global economy. In this study we assessed how the impacts of climate change on agriculture and marine fisheries interact under a range of scenarios. The 'business-as-usual' scenario would lead to ~90% of the global population, particularly in least developed countries, being exposed to declines in the productivity of both sectors, and < 3% of the world would experience productivity gains in both sectors. With strong mitigation equivalent to meeting Paris Agreement commitments, most countries including both the most vulnerable and the largest carbon emitters would show net gains in both agricultural and fisheries sectors

    Wicked social–ecological problems forcing unprecedented change on the latitudinal margins of coral reefs: the case of southwest Madagascar

    High-latitude coral reefs may be a refuge and area of reef expansion under climate change. As these locations are expected to become dryer and as livestock and agricultural yields decline, coastal populations may become increasingly dependent on marine resources. To evaluate this social–ecological conundrum, we examined the Grand Récif of Toliara (GRT), southwest Madagascar, which was intensively studied in the 1960s and has been highly degraded since the 1980s. We analyzed the social and ecological published and unpublished literature on this region and provide new data to assess the magnitude of the changes and evaluate the causes of reef degradation. Top-down controls were identified as the major drivers: human population growth and migrations, overfishing, and climate change, specifically decreased rainfall and rising temperature. Water quality has not changed since originally studied, and bottom-up control was ruled out. The identified network of social–ecological processes acting at different scales implies that decision makers will face complex problems that are linked to broader social, economic, and policy issues. This characterizes wicked problems, which are often dealt with by partial solutions that are exploratory and include inputs from various stakeholders along with information sharing, knowledge synthesis, and trust building. A hybrid approach based on classical fishery management options and preferences, along with monitoring, feedback and forums for searching solutions, could move the process of adaptation forward once an adaptive and appropriately scaled governance system is functioning. This approach has broad implications for resources management given the emerging climate change and multiple social and environmental stresses

    Maximizing regional biodiversity requires a mosaic of protection levels

    Protected areas are the flagship management tools to secure biodiversity from anthropogenic impacts. However, the extent to which adjacent areas with distinct protection levels host different species numbers and compositions remains uncertain. Here, using reef fishes, European alpine plants, and North American birds, we show that the composition of species in adjacent Strictly Protected, Restricted, and Non-Protected areas is highly dissimilar, whereas the number of species is similar, after controlling for environmental conditions, sample size, and rarity. We find that between 12% and 15% of species are only recorded in Non-Protected areas, suggesting that a non-negligible part of regional biodiversity occurs where human activities are less regulated. For imperiled species, the proportion only recorded in Strictly Protected areas reaches 58% for fishes, 11% for birds, and 7% for plants, highlighting the fundamental and unique role of protected areas and their environmental conditions in biodiversity conservation
