The Second International: The Impact of Domestic Factors on International Organization Dysfunction
Cataloged from PDF version of article.This article explores the role of domestic factors in international organization dysfunction, exemplified by the failure of the Second International to agree on a common stance and policy for the prevention of the First World War. Focusing on the French and cof these socialist parties. It concludes that these domestic differences were the source of discrepancy and lack of orchestrated action among the members of the Second International. As a result of these differences, the Second International failed to coordinate and produce a binding resolution that would commit its members to a uniform action against war, hence culminating in international organization dysfunction. © 2013 The Authors. © 2013 Political Studies Association
Reliability and validity of the Turkish translation of the beliefs about medicines questionnaire (BMQ-T) in patients with Behçet’s disease
OBJECTIVES: The aim of this study was to evaluate the reliability and validity of the Turkish translation of the Beliefs about Medicines Questionnaire (BMQ-T, ©Prof. Rob Horne) for patients with Behçet's disease. METHODS: This methodological study enrolled a sample of 125 patients. The scale was adapted to Turkish through a process including translation, comparison with versions in other languages, back translation, and pretesting. Construct validity was evaluated by factor analysis. Medication adherence evaluated as poor, moderate and good according to the Morisky Medication Adherence Scale (MMAS). BMQ-T scores compared along medication adherence status groups. RESULTS: In our study, as in the original scale, the factor analysis confirmed that the BMQ-T had a four-factor structure explaining 54.73% of the total variance. The BMQ-T had acceptable internal consistency (Cronbach's alpha coefficient: Specific Necessity=.812; Specific Concerns=.672; General Harm=.677; General Overuse=.656), adequate test-retest reliability (intraclass correlation coefficients: Specific Necessity=.715; Specific Concerns=.680; General Harm=.678; General Overuse=.327). Specific Necessity and Specific Concerns scores were significantly different between medication adherence status groups. CONCLUSIONS: The psychometric properties of the BMQ-T were consistent with those reported in the original study. The BMQ-T was found to be a valid and reliable tool for evaluating beliefs about medicines in patients with Behçet's disease
Building Democracy to Last: The Turkish Experience in Comparative Perspective
This study analyses the relationship between checks and balances and democracy, focusing on Turkey in comparative perspective. In a large-N setting, the effects of checks and balances on the quality of democracy are examined. The findings reinforce the essential relationship between democracy and checks and balances. The article then discusses the implications of the the findings for Turkey. It stresses the need for horizontal accountability via checks and balances vested in different state agencies. In addition to state-level checks and balances, the importance of societal actors as sources of accountability is also elaborated. The study identifies the need for vertical accountability, not only through free elections but also by creating a political setting in which pluralistic media and civil society can thrive. In light of findings, the article stresses the need for a new constitutional framework that can embrace both state- and societal-level checks and balances. © 2015 Taylor & Francis
Global Competition Versus Regional Interests: FDI and Pharmaceuticals in India
This essay explores the economic dynamics of global competition versus regional interests corresponding to the treatment of intellectual property rights (IPRs) in India and the relative effects of such policies on its domestic pharmaceutical industry. The scope of considerations are formally limited to variables implicative of the transnational flow of capital within the pharmaceuticals industry, most specifically those pertaining to foreign direct investment (FDI).   India, as the second most populated country in the world, has been the focus of much discussion regarding patent violations in its pharmaceutical industry. International pressures and membership covenants of the World Trade Organization (WTO) have succeeded in structuring policy such that process patents are now legitimized. This has brought dilemmas between global and regional conflicts of interest to open discussion, and has become a pressing political agenda among various industry stakeholders. This paper discusses the history of Indian internal protection in the pharmaceutical industry and suggests ways in which India may continue to benefit when regulatory barriers are reduced and global trade covenants are abided. The  essay  first examines trends in global FDI and Knowledge Process Outsourcing (KPO). It highlights changes to Indian policy, and subsequently discusses other matters associated with the protection of IPRs including parallel imports, price discrimination, and corruption. Lastly, suggestions are made for viable ways of enabling India to comply with WTO mandates for participation in the global marketplace, while concurrently attending to its domestic needs as well.

Effects of application methods and species of wood on color changes of varnishes
In this study, the color effects of wood materials to coloring with different application methods (brush, roller sponge and spray gun) and waterborne varnishes were investigated according to ASTM-D 2244. For this purpose, the experimental samples of Scots pine (Pinus silvestris L.), oriental beech (Fagus orientalis L.) and oak (Quercus petreae L.), which are commonly used woods in the carpentry and furniture industry in Turkey, were prepared and varnished with one and two-pack waterborne varnishes in accordance with ASTM D 3023. According to the result of the research, significant color changes in coloring as red and yellow tones on the sample surfaces of varnished wood materials were found. The highest color change was obtained in the samples of oak, when varnished with brush and spray gun while the lowest value was obtained in roller sponge in respect to the application methods for waterborne varnishes. However, the application method of spray gun for self crosslinked polyurethane, topcoat-clear, (SCPt) gave the highest metric chroma value among the three different application methods
An Updated Line List for Spectroscopic Investigation of G Stars- I: Redetermination of the Abundances in the Solar Photosphere
We propose a line list that may be useful for the abundance analysis of
G-type stars in the wavelength range 4080 -- 6780 A. It is expected that the
line list will be useful for surveys/libraries with overlapping spectral
regions (e.g. ELODIE/SOPHIE libraries, UVES-580 setting of Gaia-ESO), and in
particular for the analysis of F- and G-type stars in general. The atomic data
are supplemented by detailed references to the sources. We estimated the Solar
abundances using stellar lines and the high-resolution Kitt Peak National
Observatory (KPNO) spectra of the Sun to determine the uncertainty in the log
gf values. By undertaking a systematic search that makes use of the lower
excitation potential and gf-values and using revised multiplet table as an
initial guide, we identified 363 lines of 24 species that have accurate
gf-values and are free of blends in the spectra of the Sun and a Solar analogue
star, HD 218209 (G6V), for which accurate and up-to-date abundances were
obtained from both ELODIE and PolarBASE spectra of the star. For the common
lines with the Gaia-ESO line list v.6 provided by the Gaia-ESO collaboration,
we discovered significant inconsistencies in the gf-values for certain lines of

Embedded neopatrimonialism: Patriarchy and democracy in Turkey
This article argues that patriarchal discourses can play a legitimizing role for the undemocratic elements of regimes. It focuses on neopatrimonial regimes in contemporary politics, which create impediments to democracy. Showing neopatrimonialism's link to patriarchal discourses, the study highlights the need to situate neopatrimonialism beyond its dominant contemporary usage as material exchange between the ruler and the ruled for political support. The Turkish case is analyzed to show how neopatrimonial acts of politicians are justified with a patriarchal discourse that is paternalistic and serves to reinforce personalistic rule, delegitimize opposition, and suppress pluralism. © The Author 2017. Business as usual? The role of BRICS co- operation in addressing health system priorities in East and Southern Africa
There has been increased interest in whether “South-‐South” co-‐operation by Brazil, Russia, India, China and South Africa (BRICS) advances more equitable initiatives for global health. This article examines the extent to which resolutions, commitments, agreements and strategies from BRICS and Brazil, India and China (BIC) address regionally articulated policy concerns for health systems in East and Southern Africa (ESA) within areas of resource mobilization, research and development and local production of medicines, and training and retention of health workers. The study reviewed published literature and implemented a content analysis on these areas in official BRICS and ESA regional policy documents between 2007 and 2014. The study found encouraging signals of shared policy values and mutuality of interest, especially on medicines access, although with less evidence of operational commitments and potential divergence of interest on how to achieve shared goals. The findings indicate that African interests on health systems are being integrated into south-‐south BRICS and BIC platforms. It also signals, however, that ESA countries need to proactively ensure that these partnerships are true to normative aims of mutual benefit, operationalize investments and programs to translate policy commitments into practice and strengthen accountability around their implementation
