    Multilevel Analysis of Oscillation Motions in Active Regions of the Sun

    We present a new method that combines the results of an oscillation study made in optical and radio observations. The optical spectral measurements in photospheric and chromospheric lines of the line-of-sight velocity were carried out at the Sayan Solar Observatory. The radio maps of the Sun were obtained with the Nobeyama Radioheliograph at 1.76 cm. Radio sources associated with the sunspots were analyzed to study the oscillation processes in the chromosphere-corona transition region in the layer with magnetic field B=2000 G. A high level of instability of the oscillations in the optical and radio data was found. We used a wavelet analysis for the spectra. The best similarities of the spectra of oscillations obtained by the two methods were detected in the three-minute oscillations inside the sunspot umbra for the dates when the active regions were situated near the center of the solar disk. A comparison of the wavelet spectra for optical and radio observations showed a time delay of about 50 seconds of the radio results with respect to optical ones. This implies a MHD wave traveling upward inside the umbral magnetic tube of the sunspot. Besides three-minute and five-minute ones, oscillations with longer periods (8 and 15 minutes) were detected in optical and radio records.Comment: 17 pages, 9 figures, accepted to Solar Physics (18 Jan 2011).     RUSSIAN GRAIN FROM SIBERIA: EXPORT POTENTIAL, PRIORITY SALES MARKETS

    The study identifies the possibilities of the grain complex of Siberia to supply grain for export. The role of the state and the main regulatory documents of the federal and regional levels, aimed at the development of the grain market and its export from Siberia, have been determined. Using data from the Federal Customs Service of Russia, an analysis of grain exports by regions of Siberia and grain crops for 2017-2019 was carried out. The factors hindering the export of Siberian grain have been warned. The study presents a forecast of grain exports by the regions of Siberia until 2025, as well as its promising directions and priority sales markets. To identify trends in the development of grain exports, the main commodity groups (wheat, rye, barley, oats, buckwheat) were considered. Priority sales markets have been identified, to which supplies should be increased, while solving transport and logistics problems, overcoming tariff and non-tariff barriers

    New trends of institutional changes in the system of technical regulation of the consumer goods quality in EAEU

    Objective to evaluate the promising directions of exportreexport of consumer goods quality assessment institutions in the EAEU space taking into account the implementation of a modern approach to sectoral regulation. nbsp Methods the study uses the methods and tools of institutional analysis in particular the analysis of mormative and organizational aspects of the technical regulation systems functioning in the EU and EAEU countries. nbsp Results Over the past two decades numerous institutional changes have taken place in the system of quality standards for consumer goods. Despite these changes the system of standards has significant shortcomings largely associated with the need to take into account the interests of a narrow circle of ldquoinfluence groupsrdquo and the irrational consumer behavior. The turning point in the current situation which can be observed today is due to the operational transformation the complication of the organizational structure of standardization within the country and the development of digital technologies and the consumer cultural transformation. The analysis of the EAEU technical regulation system showed a contradiction between the quality regulation procedures in the subsystem of regulation certification and quality control. Based on the analysis of modern approaches to assessing the quality of consumer goods at the state level the authors propose an improved institutional design of the technical regulation system of the consumer goods quality. It is also found that regardless of the results of monitoring within the Eurasian space the formation of national standards with reference to the standards of other countries is the most probable option for institutional changes in the sphere of technical regulation. nbsp Scientific novelty the study offers recommendations for improving the system of formal institutions for monitoring the consumer goods quality that includes defining the principles and developing an algorithm for monitoring the consumer goods quality taking into account the current trends in the development of the technical regulation system of consumer goods quality in the EAEU. nbsp Practical significance the results obtained can be used by the Eurasian Economic Commission as well as by national bodies for standardization and certification when developing and justifying the strategy of the technical regulation system development

    Fall of transactional sector: april trends and consequences of economic policy alternatives

    Objective: to assess the current trends in the development of the transaction sector in Russia and to identify alternatives to implementing economic policy in the context of restrictions on economic activity.Methods: the research used general scientific methods of cognition; content analysis of literary sources and mass media; comparative discursive categorical analysis.Results: the corona virus pandemic highlighted new challenges for the economies of almost all countries of the world. One of the manifestations of the economic systems’ crisis associated with the pandemic was the reduction of the transaction sector, which determines the need to assess its impact on the Russian economy. Political-economic cause-and-effect relationships of the fight against corona virus and the state of national economies are considered by the example of the “Trump dilemma”. It was found that under strict restrictive measures imposed by most countries of the world, the most vulnerable were transaction sector businesses, primarily in the service sector. By the example of sports as a part of the “impression economy” in Russia and other countries of the world, we consider the range of negative consequences following the cancellation of sports events and the reduction of sports clubs funding.Scientific novelty: the research presents the author’s position on the existing discourse in the Russian literature on the content and scope of the transaction sector. We also recommend a way to update the choice of socio-economic alternatives to solve the problem of economic functioning under restrictions associated with the corona virus pandemic.Practical significance: the results obtained can be used as recommendations for regional authorities when evaluating and developing economic policy alternatives

    Impulse Control of the Manipulation Robot

    A nonlinear control problem for a manipulation robot is considered. The solvability conditions for the problem are obtained in the class of special impulse controls. To achieve the control goal, the kinetic energy of the manipulation robot is used. When finding analytical formulas for controls, the classical first integrals of Lagrangian mechanics were used. The effectiveness of the proposed algorithm is illustrated by computer simulation

    Automatic ROI Selection in Structural Brain MRI Using SOM 3D Projection

    This paper presents a method for selecting Regions of Interest (ROI) in brain Magnetic Resonance Imaging (MRI) for diagnostic purposes, using statistical learning and vector quantization techniques. The proposed method models the distribution of GM and WM tissues grouping the voxels belonging to each tissue in ROIs associated to a specific neurological disorder. Tissue distribution of normal and abnormal images is modelled by a Self-Organizing map (SOM), generating a set of representative prototypes, and the receptive field (RF) of each SOM prototype defines a ROI. Moreover, the proposed method computes the relative importance of each ROI by means of its discriminative power. The devised method has been assessed using 818 images from the Alzheimer's disease Neuroimaging Initiative (ADNI) which were previously segmented through Statistical Parametric Mapping (SPM). The proposed algorithm was used over these images to parcel ROIs associated to the Alzheimer's Disease (AD). Additionally, this method can be used to extract a reduced set of discriminative features for classification, since it compresses discriminative information contained in the brain. Voxels marked by ROIs which were computed using the proposed method, yield classification results up to 90% of accuracy for controls (CN) and Alzheimer's disease (AD) patients, and 84% of accuracy for Mild Cognitive Impairment (MCI) and AD patients.This work was partly supported by the MICINN under the TEC2012-34306 project and the Consejería de Innovación, Ciencia y Empresa (Junta de Andalucía, Spain) under the Excellence Projects P09-TIC-4530 and P11-TIC-7103.
