A 'dipper' function for texture discrimination based on orientation variance
We measured the just-noticeable difference (JND) in orientation variance between two textures ( Figure 1) as we varied the baseline (pedestal) variance present in both textures. JND's first fell as pedestal variance increased and then rose, producing a âdipperâ function similar to those previously reported for contrast, blur, and orientation-contrast discriminations. A dipper function (both facilitation and masking) is predicted on purely statistical grounds by a noisy variance-discrimination mechanism. However, for two out of three observers, the dipper function was significantly better fit when the mechanism was made incapable of discriminating between small sample variances. We speculate that a threshold nonlinearity like this prevents the visual system from including its intrinsic noise in texture representations and suggest that similar thresholds prevent the visibility of other artifacts that sensory coding would otherwise introduce, such as blur

Perceived pattern regularity computed as a summary statistic: implications for camouflage
Why do the equally spaced dots in figure 1 appear regularly spaced? The answer âbecause they areâ is naive and ignores the existence of sensory noise, which is known to limit the accuracy of positional localization. Actually, all the dots in figure 1 have been physically perturbed, but in the case of the apparently regular patterns to an extent that is below threshold for reliable detection. Only when retinal pathology causes severe distortions do regular grids appear perturbed. Here, we present evidence that low-level sensory noise does indeed corrupt the encoding of relative spatial position, and limits the accuracy with which observers can detect real distortions. The noise is equivalent to a Gaussian random variable with a standard deviation of approximately 5 per cent of the inter-element spacing. The just-noticeable difference in positional distortion between two patterns is smallest when neither of them is perfectly regular. The computation of variance is statistically inefficient, typically using only five or six of the available dots
Assessment of disk MHD generators for a base load powerplant
Results from a study of the disk MHD generator are presented. Both open and closed cycle disk systems were investigated. Costing of the open cycle disk components (nozzle, channel, diffuser, radiant boiler, magnet and power management) was done. However, no detailed costing was done for the closed cycle systems. Preliminary plant design for the open cycle systems was also completed. Based on the system study results, an economic assessment of the open cycle systems is presented. Costs of the open cycle disk conponents are less than comparable linear generator components. Also, costs of electricity for the open cycle disk systems are competitive with comparable linear systems. Advantages of the disk design simplicity are considered. Improvements in the channel availability or a reduction in the channel lifetime requirement are possible as a result of the disk design
Genomes2Drugs: Identifies Target Proteins and Lead Drugs from Proteome Data
Background: Genome sequencing and bioinformatics have provided the full hypothetical proteome of many pathogenic organisms. Advances in microarray and mass spectrometry have also yielded large output datasets of possible target proteins/genes. However, the challenge remains to identify new targets for drug discovery from this wealth of information. Further analysis includes bioinformatics and/or molecular biology tools to validate the findings. This is time consuming and expensive, and could fail to yield novel drugs if protein purification and crystallography is impossible. To pre-empt this, a researcher may want to rapidly filter the output datasets for proteins that show good homology to proteins that have already been structurally characterised or proteins that are already targets for known drugs. Critically, those researchers developing novel antibiotics need to select out the proteins that show close homology to any human proteins, as future inhibitors are likely to cross-react with the host protein, causing off-target toxicity effects later in clinical trials. Methodology/Principal Findings: To solve many of these issues, we have developed a free online resource called Genomes2Drugs which ranks sequences to identify proteins that are (i) homologous to previously crystallized proteins or (ii) targets of known drugs, but are (iii) not homologous to human proteins. When tested using the Plasmodium falciparum malarial genome the program correctly enriched the ranked list of proteins with known drug target proteins. Conclusions/Significance: Genomes2Drugs rapidly identifies proteins that are likely to succeed in drug discovery pipelines
School performance in Australia: is there a role for quasi-markets?
Recent changes to the organisation of Australia's education system have raised the possibility of implementing wide-ranging market reforms. In this article we discuss the scope for introducing reforms similar to the United Kingdom's 'quasi-market' model. We discuss the role of school league tables in providing signals and incentives in a quasi-market. Specifically, we compare a range of unadjusted and model-based league tables of primary school performance in Queensland's public education system. These comparisons indicate that model-based tables which account for socio-economic status and student intake quality vary significantly from the unadjusted tables
Economics of education research: a review and future prospects
In this paper we offer an appraisal of the economics of education research area, charting its history as a field and discussing the ways in which economists have contributed both to education research and to education policy-making. In particular, we highlight the theoretical and methodological contributions that economists have made to the field of education during the last 50 years. Despite the success of the economics of education as a field of inquiry, we argue that some of the contributions made by economists could be limited if the economics of education is seen as quite distinct from the other disciplines working in the field of education. In these areas of common interest, economists need to work side by side with the other major disciplines in the field of education if their contribution to the field is to be maximised, particularly in terms of applying improved methodology. We conclude that the study of education acquisition and its economic and social impact in the economics of education research area is very likely to remain a fertile research ground. Acknowledgement
Critical Review of Theoretical Models for Anomalous Effects (Cold Fusion) in Deuterated Metals
We briefly summarize the reported anomalous effects in deuterated metals at
ambient temperature, commonly known as "Cold Fusion" (CF), with an emphasis on
important experiments as well as the theoretical basis for the opposition to
interpreting them as cold fusion. Then we critically examine more than 25
theoretical models for CF, including unusual nuclear and exotic chemical
