    The European Union's fight against terrorism : a critical discourse analysis

    Since the events of September 11, 2001, the threat of terrorism has gained ever more political salience, occupying a place at the top of the EU political agenda. In response to the perceived threat, the EU has developed a distinct approach to counter-terrorism, themed around what is called the "fight against terrorism‟. This approach is more than just a set of institutional or public policy responses designed to negate the threat of terrorism; it is also an influential political discourse which plays an important role in the construction of counter-terrorism policy and the legitimisation of counter-terrorism policy responses. This thesis uses critical discourse analysis to study the discursive construction of EU counter-terrorism policy. It uses representative extracts from twenty counter-terrorism documents prepared by/or for the EU institution the European Council, across a ten-year period from November 1999 to December 2009. The analysis identifies several strands of the "fight against terrorism‟ discourse, which it is argued are central to its constitution and that remain consistent across the period analysed. In the post-September 11 period, these strands of the counter-terrorism discourse play an important role in constructing an ubiquitous internal/external "terrorist‟ threat. These include: terrorism as a "criminal act‟; terrorism as an act perpetrated primarily by "non-state actors‟; terrorism as "new‟ and seeking to gain access to and/or use weapons of mass destruction; the threat of terrorism linked to an "open‟ or "globalised‟ geo-strategic environment, thus requiring measures of "control‟ at the EU border; and the threat of terrorism linked to "violent radicalisation‟ or "Islamist terrorism‟, emanating both internally ("home-grown terrorism‟) and externally to the EU. When these different strands are taken together they constitute the "fight against terrorism‟ discourse. It is argued that this discourse helps to construct the identity of the EU, whilst simultaneously the identity of the EU is central to the formulation of counter-terrorism policies. As such, the representations contained within the counter-terrorism discourse and counter-terrorism policy are considered to be mutually or co-constitutive. The main contention of the thesis therefore is that EU identity is constituted through the "fight against terrorism‟ discourse. Critical discourse analysis was chosen as a method through which to investigate EU counter-terrorism policy because it allows us to: map how the "fight against terrorism‟ discourse is constructed; to demonstrate how it provides a language for talking about terrorism; to understand how the discourse defines what is accepted knowledge about (who or what is) terrorism; and to reveal how that knowledge structures the counter-terrorism policy response as a "natural‟ or "common-sense‟ approach to the challenge of terrorism. This approach is novel in the sense that it is attentive to often neglected issues such as identity. In particular, it explores how the "fight against terrorism‟ discourse construct a "European‟ sense of Self in opposition to a "terrorist‟ Other. It investigates the extent to which the "fight against terrorism‟ discourse plays a role in the legitimisation of new security practices; as well as reflecting on the extent to which these practices are contributing to the blurring of the distinction between internal and external security policy. It also considers whether the discourse is reflective of a process of "securitisation‟ of social and political life within Europe

    The concept of the foreign terrorist fighter: An immanent critique

    The conflicts in Iraq and Syria have led to concerns in the West over ‘foreign fighters’. Although states are anxious about the role these individuals play in the conflicts they join, their primary concern relates to the perceived ‘terrorist’ threat they pose on their return. This fear has led to an evolution in the international policymaking arena, with foreign fighters now often referred to as ‘foreign terrorist fighters’ (FTFs). A Critical Theory-inspired immanent critique is offered to highlight various problems that exist with the FTF term and to argue policymakers should resist its use. The article demonstrates the importance of language by showing how the invocation of the FTF threat has strengthened the ongoing development of globally coordinated counterterrorism action. Specifically, it argues UN Security Council Resolution 2178, agreed in 2014, generates a legal obligation upon UN member states to implement new counterterrorism laws at national level to combat the perceived threat from FTFs. The article highlights the negative effect these laws have on human rights. It is argued institutions like the UN need to ensure new counterterrorism legal instruments are built from a human rights rather than security-first perspective if commitments to human rights in transnational counterterrorism are to be fully realised

    The discursive construction of EU counter-terrorism policy: writing the ‘migrant other’, securitisation and control

    This article argues that the EU counter-terrorism policy reflects a deep-rooted mistrust or fear of the ‘migrant other’. The first half of the article focuses on the discursive construction of terrorism and the concept of securitisation. Drawing on Foucault and in line with scholars such as Campbell (1992), Milliken (1999) and Hülsse and Spencer (2008) the concept of discourse advocated here is one that is above individual discourse participant; the EU is a place where power/knowledge meets and is refracted back into social and political life. An alternative conception of securitisation is offered in order to demonstrate the processes involved in the discursive construction of the ‘migrant other’ as a security threat. The second half of the article will identify two meta-narratives linked to the construction of the ‘migrant other’ within the EU counter-terrorism policy. The first of these narratives constructs the ‘terrorist other’ as a threat to the globalised, ‘open’ society of the EU. This has the implicit effect of constructing and conflating the ‘migrant other’ with the threat of terrorism. The second meta-narrative that will provide the focus of analysis is a contingency-based discourse that constructs the ‘migrant other’ as in need of control in order to prevent the possibility of future terrorist attacks. Having identified these two narratives they will then be subject to a first and second level critical discourse analysis in order to analyse how discursive practices work internally within the EU counter-terrorism policy texts; and the broader political and ethical consequences of the discursive representations identified within the texts. The article concludes by arguing that the impact of the discursive construction of EU counter-terrorism policy is the securitisation of migration and asylum policy and the normalisation of the ‘migrant other’ as a security threat

    The threat of the ‘returning foreign fighter’: The securitization of EU migration and border control policy

This article analyses the European Union’s response to the threat of the ‘returning foreign fighter’ (referred to with increasing frequency as the ‘foreign terrorist fighter’), arguing that it has been characterized by a move to (re)frame migration and border control as essential aspects of EU counter-terrorism policy. The article offers three important observations on the significance of this move. First, it critiques the way in which the EU’s response to this problem is based upon and reinforces a narrow understanding of returning foreign fighters. Second, it argues that the EU has invoked the threat from returning foreign fighters not with the sole intention of preventing terrorism but rather as part of the ongoing securitization of migration and the EU border. Third, it suggests that the threat from returning foreign fighters has been invoked as a way of further legitimizing the EU’s emerging role as a security actor and its embrace of preemptive security practice. The article argues throughout that the move to construct the returning foreign fighter issue in this way has important political and social implications for all categories of migrant, with migrant populations now deemed a potential source of terrorist threat

    Understanding the European Union's Perception of the Threat of Cyberterrorism: A Discursive Analysis

    This article analyses the European Union's (EU) construction of the threat of cyberterrorism. Through the application of interpretive discourse analysis, the article identifies several key strands that underpin the construction of the cyberterrorist threat within the political and security institutions of the EU. Locating the analysis within the literature pertaining both to the EU as a security actor and to cyber-security, the article identifies the emergence of the perceived threat of cyberterrorism within the EU discourse on emerging security threats. The article scrutinizes the meaning(s) ascribed to this threat, arguing that although cyberterrorism has not been conclusively defined by the EU, the threat has been invoked as a means of legitimizing existing and future security practices. In particular, the threat of cyberterrorism has been ascribed significance with respect to the need to implement harmonized, high standards for the securing of critical infrastructure across the EU and its member states

    An analysis of terrorist attack perpetrators in England and Wales: Comparing lone actors, lone dyads, and group actors

    Three types of terrorist attackers, sentenced between 1983 and 2021, were compared using a sample of 143 individuals convicted of extremist offenses in England and Wales. Attackers were classified as either lone actors, lone dyads, or group actors, and these groups were compared in relation to sociodemographics, ideological affiliation, mental health status, online activities, plot characteristics, and assessments of risk. Data were obtained from coding the content of specialist risk assessment reports. Key findings include that lone actors and lone dyads were significantly more likely to present with mental health issues than group actors. Attackers affiliated with the extreme right wing were more likely to commit attacks alone or in pairs, in contrast to Islamist extremists who were more likely to attack as a group. In terms of trends over time, lone-actor attacks have become increasingly prominent, while the opposite is true for group attacks. The internet was also found to play an important role in radicalization pathways and attack preparation for lone actors and lone dyads, but a lesser role for group-based attackers. No differences were found between attacker groups in assessments of risk by professionals. Gaining an increased understanding of those assuming attacker roles can help guide counterterrorism approaches and future policy

    This article analyses the UK’s counter-terrorism strategy CONTEST from a Disaster Management perspective. The article argues that since the Manchester Arena attack in May 2017, there has been a reorientation in CONTEST away from a primary focus on Prevent towards a greater concern with Protect and Prepare. We argue this move should be welcome, given it provides the wider benefit of embedding emergency preparedness and improving multi-agency response to all types of major incident in the UK. The article analyses the inquiry into the Manchester Arena attack to identify three important lessons for the development of CONTEST

    Impact of Covid-19 on journalism in Sierra Leone. National survey report 2021

    This rapid response report presents findings from a national survey undertaken to ascertain the impact of Covid-19 on Sierra Leone journalists. Sierra Leone was among the nations that took swift action, declaring a 12-month state of national emergency in response to the pandemic. But this came, as an International Growth Centre study 1 shows, at a high economic price. It must also be noted that the pandemic comes at a time when the nation is still grappling with the aftermath of the 2014-16 Ebola outbreak and other, more localised disaster events. As such, Sierra Leone faces additional economic, cultural, and social pressures because of Covid-19. A year into the global pandemic, this report outlines how national and regional journalists, and news organisations in Sierra Leone responded to Covid-19, and identifies their training and capacity-building requirements to strengthen future disaster resilience

    Editors' introduction: neoliberalism and/as terror

    The articles in this special issue are drawn from papers presented at a conference entitled “Neoliberalism and/as Terror”, held at the Nottingham Conference Centre at Nottingham Trent University by the Critical Terrorism Studies BISA Working Group (CSTWG) on 15-16 September 2014. The conference was supported by both a BISA workshop grant and supplementary funds from Nottingham Trent University’s Politics and International Relations Department and the Critical Studies on Terrorism journal. Papers presented at the conference aimed to extend research into the diverse linkages between neoliberalism and terrorism, including but extending beyond the contextualisation of pre-emptive counterterrorism technologies and privatised securities within relevant economic and ideological contexts. Thus, the conference sought also to stimulate research into the ways that neoliberalism could itself be understood as terrorism, asking - amongst other questions - whether populations are themselves terrorised by neoliberal policy. The articles presented in this special issue reflect the conference aims in bringing together research on the neoliberalisation of counterterrorism and on the terror of neoliberalism

    Finishing the euchromatic sequence of the human genome

    The sequence of the human genome encodes the genetic instructions for human physiology, as well as rich information about human evolution. In 2001, the International Human Genome Sequencing Consortium reported a draft sequence of the euchromatic portion of the human genome. Since then, the international collaboration has worked to convert this draft into a genome sequence with high accuracy and nearly complete coverage. Here, we report the result of this finishing process. The current genome sequence (Build 35) contains 2.85 billion nucleotides interrupted by only 341 gaps. It covers ∼99% of the euchromatic genome and is accurate to an error rate of ∼1 event per 100,000 bases. Many of the remaining euchromatic gaps are associated with segmental duplications and will require focused work with new methods. The near-complete sequence, the first for a vertebrate, greatly improves the precision of biological analyses of the human genome including studies of gene number, birth and death. Notably, the human enome seems to encode only 20,000-25,000 protein-coding genes. The genome sequence reported here should serve as a firm foundation for biomedical research in the decades ahead
