Le cromlech de Chausey (Granville â Manche) et son environnement prĂ©historique
GuĂšre Ă©tudiĂ© jusquâalors, le patrimoine nĂ©olithique des Ăźles Chausey, sâest enrichi en 1994, dâun spectaculaire cromlech inĂ©dit localisĂ© dans la zone intertidale. Outre son architecture, lâĂ©tude rĂ©alisĂ©e ici montre que son ennoiement, qui en constitue le terminus post-quem, est intervenu entre 4700 et 4100 av. J.-C. Les autres monuments, dolmens, menhir, coffres entourĂ©s dâun cercle, ainsi que les stations repĂ©rĂ©es, sont Ă©galement prĂ©sentĂ©s.Little studied until now, the Neolithic heritage of the Chausey Islands was enriched in 1994 with the discovery of a spectacular cromlech located in the intertidal zone. Ă partir de lâĂ©tĂ© 1914, les sociĂ©tĂ©s europĂ©ennes paraissent brutalement saisies par la guerre et, ce faisant, saisies par lâĂtat. Câest en son nom que des millions dâhommes vont sâaffronter, sous lâuniforme, et que sâopĂšre une gigantesque « mobilisation » des corps, des esprits et des ressources, pour reprendre le terme de lâĂ©poque toujours employĂ© par les historiens et les historiennes. Cent ans plus tard, alors que tous les Ătats ayant fait la guerre ont engagĂ© de vastes programmes de commĂ©moration, le moment semblait particuliĂšrement opportun pour comprendre comment lâĂtat parvient Ă faire la guerre et ce que la guerre fait Ă lâĂtat. Lâemprise de lâĂtat est-elle immĂ©diate, progressive, continue ou discontinue ? ConnaĂźt-elle des phases dâessoufflement, des ratĂ©s ? Sâaccompagne-t-elle de phĂ©nomĂšnes parallĂšles de « dĂ©prise » ? Loin de toute gĂ©nĂ©ralitĂ© ou de toute extrapolation hasardeuse, est-il possible de repĂ©rer des formes de rĂ©sistance ou dâĂ©vitement ? Interroger le processus de nationalisation des sociĂ©tĂ©s europĂ©ennes, tel est lâun des enjeux de cet ouvrage pluridisciplinaire, largement ouvert dans lâespace et dans le temps autour du point de rĂ©fĂ©rence de 1914. ComposĂ© dâenquĂȘtes bien circonscrites, lâouvrage sâinscrit dans une histoire sociale de la guerre, et permet de questionner ce qui semble une Ă©vidence, au moins en France : la spectaculaire capacitĂ© de lâĂtat Ă mobiliser, presque du jour au lendemain, une sociĂ©tĂ© tout entiĂšre.From the summer of 1914, European societies seem brutally seized by war and, as a consequence, seized by the State. In the name of the State, millions of men enrolled in the armed forces are to fight one another. Bodies, minds and resources are subjected to a gigantic "mobilization", a contemporary word still used by historians. A hundred years later, when all the warring States, as well as the States that were born from the conflict, are launching ambitious commemorative programs, the moment seems well chosen to study how the State wages war and, in return, how war transforms the State. As part of this vast topic, this international and multidisciplinary (history, political science, sociology) conference will address the invention of the War State, from the perspective of all the processes through which the event has â or does not have â an impact on the organisation, actions and conduct of the public power. The aim is to identify potential changes or limited adjustments, but always within situations of transition born from the conflict. Is the intensification of the State's hold on society immediate or gradual, continuous or discontinuous? Are there slower phases, failures? Is it paralleled with a loss of influence in other areas? Is it possible to detect forms of resistance or avoidance, while refraining from all generalizations and risky extrapolations? Questioning the process of nationalisation of European societies is one of the challenges of this multidisciplinary work, which is widely open in space and time around the 1914 key date. Composed of well-defined surveys, the book falls within a social perspective of war, and allows us to question what seems obvious, at least in France: the spectacular capacity of the State to mobilize, almost overnight, an entire society
Development and implementation of a highly-multiplexed SNP array for genetic mapping in maritime pine and comparative mapping with loblolly pine
<p>Abstract</p> <p>Background</p> <p>Single nucleotide polymorphisms (SNPs) are the most abundant source of genetic variation among individuals of a species. New genotyping technologies allow examining hundreds to thousands of SNPs in a single reaction for a wide range of applications such as genetic diversity analysis, linkage mapping, fine QTL mapping, association studies, marker-assisted or genome-wide selection. In this paper, we evaluated the potential of highly-multiplexed SNP genotyping for genetic mapping in maritime pine (<it>Pinus pinaster </it>Ait.), the main conifer used for commercial plantation in southwestern Europe.</p> <p>Results</p> <p>We designed a custom GoldenGate assay for 1,536 SNPs detected through the resequencing of gene fragments (707 <it>in vitro </it>SNPs/Indels) and from Sanger-derived Expressed Sequenced Tags assembled into a unigene set (829 <it>in silico </it>SNPs/Indels). Offspring from three-generation outbred (G2) and inbred (F2) pedigrees were genotyped. The success rate of the assay was 63.6% and 74.8% for <it>in silico </it>and <it>in vitro </it>SNPs, respectively. A genotyping error rate of 0.4% was further estimated from segregating data of SNPs belonging to the same gene. Overall, 394 SNPs were available for mapping. A total of 287 SNPs were integrated with previously mapped markers in the G2 parental maps, while 179 SNPs were localized on the map generated from the analysis of the F2 progeny. Based on 98 markers segregating in both pedigrees, we were able to generate a consensus map comprising 357 SNPs from 292 different loci. Finally, the analysis of sequence homology between mapped markers and their orthologs in a <it>Pinus taeda </it>linkage map, made it possible to align the 12 linkage groups of both species.</p> <p>Conclusions</p> <p>Our results show that the GoldenGate assay can be used successfully for high-throughput SNP genotyping in maritime pine, a conifer species that has a genome seven times the size of the human genome. This SNP-array will be extended thanks to recent sequencing effort using new generation sequencing technologies and will include SNPs from comparative orthologous sequences that were identified in the present study, providing a wider collection of anchor points for comparative genomics among the conifers.</p
The coal market in France during the First World War (1914-1921)
La PremiĂšre Guerre mondiale prive la France dâune partie des mines du Nord et du Pas-de-Calais, dâun grand nombre de mineurs et des importations de combustible allemandes et belges. En dĂ©pit des principes libĂ©raux de la TroisiĂšme RĂ©publique, lâĂtat, pour rĂ©soudre la pĂ©nurie, est conduit Ă intervenir de plus en plus dans la production, le transport et la commercialisation du charbon. Ă partir de lâĂ©tĂ© 1917, le ministre de lâArmement Louis Loucheur organise une administration spĂ©cifique, le Bureau national des Charbons, qui exerce la mainmise sur ce marchĂ© en regroupant les producteurs et les consommateurs, en fixant les prix et en rĂ©glementant la rĂ©partition. AprĂšs lâarmistice, lâaugmentation des prix anglais et la faible exĂ©cution des livraisons de charbon allemand rendent nĂ©cessaires le maintien du contrĂŽle de lâadministration. Lâobjectif du Bureau national des Charbons est alors dâunifier le marchĂ© national en essayant dâinstaurer des prix de vente uniques sur tout le territoire. Mais en avantageant certaines catĂ©gories de consommateurs, il devient Ă©galement un instrument de politique Ă©conomique. Ce rĂ©gime de guerre est supprimĂ© brutalement au dĂ©but de 1921. La France fait alors face Ă une crise industrielle de surproduction qui met fin Ă la pĂ©nurie et remet en cause lâintervention de lâĂtat dans le marchĂ©.During the First World War, France loses some coalmines in Nord and Pas-de-Calais, a large number of miners and German and Belgian imports. Despite the liberal principles of the Third Republic, the French State intervenes more and more into the production, the transport and the commercialization of coal to fix the shortage. From summer 1917, the Minister of Armament Louis Loucheur settles a specific administration, the Bureau national des Charbons, which controls the whole market: it gathers producers and consumers, fixes prices and rules the repartition. After the Armistice, increased English prices and insufficient German deliveries impose on the administration to keep controlling the market. The Bureau national des Charbons aims to unify the national market with single sales price for the whole country. It also becomes an instrument of economic policy since it can give some advantages to specific categories of consumer. At the beginning of 1921, this war system is suddenly dismantled. France faces then an industrial overproduction crisis which gives an end to the shortage and questions the Stateâs market intervention

Construire un systĂšme dâarchivage structurĂ© au XIXe siĂšcle. La gestion des archives par les services des ponts et chaussĂ©es
Die fĂŒr StraĂen und BrĂŒcken zustĂ€ndigen Behörden entwickelten zwischen dem 19. Jahrhundert und dem Zweiten Weltkrieg ein integriertes Archivierungssystem. Eine seit 1852 angelegte, regelmĂ€Ăig aktualisierte Sammlung von Anweisungen trug zur Entstehung eines Systems bei, das die genaue Verwaltung der erstellten und erhaltenen Dokumente ermöglichte. Auf diese Weise wurden Regeln fĂŒr die Erfassung, Klassifizierung und Bewertung genau definiert. Diese vom Minister fĂŒr öffentliche Arbeiten erlassenen Texte ermöglichten es, die Informationen in allen dezentralen Abteilungen des Ministeriums einheitlich zu verwalten. Das System arbeitet jedoch im geschlossenen Raum. Es ist vor allem darauf ausgerichtet, die KontinuitĂ€t der TĂ€tigkeit der Dienste zu gewĂ€hrleisten, ohne die Möglichkeit zu berĂŒcksichtigen, diese Archive an Dritte weiterzugeben. A body of instructions, issued from 1852 and continually updated, came to define a consistent doctrine for the meticulous management of documents produced and received, including precise rules for their registration, classification and appraisal. The instructions, signed by the Minister of Public Works, made provisions for the uniform organisation of information in all of the Ministryâs regional services. But the system operated in a vacuum : designed primarily to ensure continuity of service, it did not consider the possibility of communicating records to third parties. Nor was the network of departmental archives, which was developed during the same period, involved in the engineer-led process of defining the archival methods of the Ministry of Public Works.Les services des ponts et chaussĂ©es ont dĂ©veloppĂ© un systĂšme intĂ©grĂ© de gestion des archives entre le XIXe siĂšcle et la seconde guerre mondiale.
