A new indicator is now proposed, based on the uncertainty of the demand, the flexibility of the supply chains, the evolution of the products lifecycle and the fulfillment of a required service level.     Introdução: A infecção VIH/SIDA mantém-se uma importante causa de morbilidade e mortalidade nos países em vias de desenvolvimento, onde a terapêutica antiretroviral só está disponível para um número restrito de doentes. Nos países desenvolvidos, há tendência para estabilização da epidemia mas é ainda frequente o diagnóstico em fases tardias, com subaproveitamento dos benefícios do tratamento, aqui facilmente acessível. Em Portugal, país da Europa Ocidental com maior prevalência de infecção VIH, continua a verificar-se o aumento de novos casos. Objectivos e Métodos: Avaliação retrospectiva com caracterização e comparação de dois grupos de doentes com infecção VIH acompanhados em consulta de um hospital central de Lisboa - um com diagnóstico em 1997/1998, outro com diagnóstico em 2007/2008 – com o objectivo de analisar possíveis diferenças de “perfil” demográfico, epidemiológico, clínico-laboratorial e terapêutico. Resultados: Foram estudados 74 doentes com diagnóstico em 1997/1998 e 106 doentes com diagnóstico em 2007/2008. A idade média foi superior em 2007/2008. O sexo masculino predominou em qualquer dos períodos, sem diferença significativa. A raça negra e a origem não portuguesa tiveram maior representatividade em 2007/2008. Verificou-se um aumento da transmissão heterossexual e um menor número de casos associados ao uso de drogas endovenosas em 2007/2008. O estadio inicial não mostrou diferenças estatisticamente significativas nos dois períodos. Em 1997/1998 os esquemas terapêuticos envolveram maior número de comprimidos e maior número de tomas diárias. Conclusões: Parece-nos fulcral o investimento em estratégias de redução de riscos e de diagnóstico precoce, em cuja definição devem ser contemplados múltiplos factores, individuais, comportamentais e sociais. Com uma prevenção mais efectiva e início atempado da terapêutica, que se objectiva progressivamente mais potente, mais simples e mais bem tolerada, e se aspira de acesso universal, talvez um dia se alcance o tão desejável controlo da epidemia

    e-Consultation as a tool for participation in teachers’ unions: the greater the focus, the greater the number of visits

    In the 2000’s, the Internet became the preferred mean for the citizens to communicate. The YouTube, Twitter, Facebook, LinkedIn, i.e., the social networks in general appeared together with the Web 2.0, which allows an extraordinary interaction between citizens and the democratic institutions. The trade unions constantly fight governments’ decisions, especially in periods of crisis like the one that the world, Europe and, in particular, Portugal are facing. In this regard, the use of e-participation platforms is expected to strengthen the relationship between trade unions and the education community. This paper reports the research about the planning and driving of a series of experiments of online public consultation, launched by teachers’ trade unions. These experiments are compared with those of other countries, such as Australia, United Kingdom and United States of America. A quantitative analysis of the results regarding hits, subscriptions, and response rates is presented, and it is compared with the 90-9-1 rule, the ASCU model and data from government agencies. The experiments performed used the Liberopinion, an online platform that supports bidirectional asynchronous communication. A better understanding of the benefits of these collaborative environments is expected by promoting quality of interaction between actors

Pretende-se diminuir o fosso de comunicação entre cidadãos e stakeholders e encorajar os cidadãos professores a participar e envolver-se na vida dos sindicatos. Este artigo apresenta resultados de cinco experiências de debates sobre assuntos relacionados com a educação utilizando a plataforma de participação Liberopinion.     The impact of a "Minimum Guaranteed Income Program" in Portugal

    The objective of this paper is to estimate the impact of the Portuguese Minimum Guaranteed Income Program (RMIG). We estimate its impact on the distribution of household incomes and poverty as well as the size of government expenditures necessary to finance the program. The baseline adopted is constructed under the assumption of no behavioural responses to the transfer mechanism and of total participation of all eligible households. The simulation shows that 4,8% of domestic households and 5,7% of the population are eligible to receive the RMIG. The Program has a small but positive impact in reducing inequality. However, taking labour supply effects into account results in a smaller gain in inequality reduction. Similarly, we have a small but positive impact on the poverty rate for individuals. This gain, however, is almost cancelled when labour supply reactions are taken into account. However the most important consequences of the RMIG are sharp gains in the measures of poverty severity and intensity. In these dimensions, taking into account the labour supply incentives of the RMIG does not reduce substantially the positive impacts of the Program

    Service-oriented infrastructure to support the control, monitoring and management of a shop floor system

    Dissertação para obtenção do Grau de Mestre em Engenharia Electrotécnica e de ComputadoresService-oriented Architecture (SOA) paradigm is becoming a broadly deployed standard for business and enterprise integration. It continuously spreads across the distinct layers of the enterprise organization and disparate domains of application, envisioning a unified communication solution. Service-oriented approaches are also entering the industrial automation domain in a top-down way. The recent application at device level has a direct impact on how industrial automation deployments will evolve. Similarly to other domains, the crescent ubiquity of smart devices is raising important lifecycle concerns related to device control, monitoring and management. From initial setup and deployment to system lifecycle monitoring and evolution, each device needs to be taken into account and to be easily reachable. The current work includes the specification and development of a modular, adaptive and open infrastructure to support the control, monitoring and management of devices and services in an industrial automation environment, such as a shop floor system. A collection of tools and services to be comprised in this same infrastructure will also be researched and implemented. Moreover, the main implementation focuses on a SOA-based infrastructure comprising SemanticWeb concepts to enhance the process of exchanging a device in an industrial automation environment. This is done by assisting (and even automate)this task supported by service and device semantic matching whenever a device has a problem. The infrastructure was implemented and tested in an educational shop floor setup composed by a set of distributed entities each one controlled by its own SOAready PLC. The performed tests revealed that the tasks of discovering and identifying new devices, as well as providing assistance when a device is down offered a valuable contribution and can increase the agility of the overall system when dealing with operation disruptions or modifications at device level

    Femtosecond-laser-irradiation-induced structural organization and crystallinity of Bi2WO6

    Controlling the structural organization and crystallinity of functional oxides is key to enhancing their performance in technological applications. In this work, we report a strong enhancement of the structural organization and crystallinity of Bi2WO6 samples synthetized by a microwave-assisted hydrothermal method after exposing them to femtosecond laser irradiation. X-ray difraction, UVvis and Raman spectroscopies, photoluminescence emissions, energy dispersive spectroscopy, feld emission scanning electron microscopy, and transmission electron microscopy were employed to characterize the as-synthetized samples. To complement and rationalize the experimental results, frstprinciples calculations were employed to study the efects of femtosecond laser irradiation. Structural and electronic efects induced by femtosecond laser irradiation enhance the long-range crystallinity while decreasing the free carrier density, as it takes place in the amorphous and liquid states. These efects can be considered a clear cut case of surface-enhanced Raman scattering
