    The fight against cartels: a transatlantic perspective

    The fight against cartels is a priority for antitrust authorities on both sides of the Atlantic. What differs between the EU and the US is not the basic toolkit for achieving deterrence, but to whom it is targeted. In the EU, pecuniary sanctions against the firm are the only instruments available to the Commission, while in the US criminal sanctions are also widely employed. The aim of this paper is to compare two different types of fines levied on managerial firms when they collude. We consider a profit based fine as opposed to a delegation based fine, with the latter targeting the manager in a more direct way. Under the assumption of revenue equivalence, we find that the delegation based fine, although distortive, is more effective in deterring cartels than the profit based one. When evaluating social welfare, a trade-off between deterrence and output distortion can arise. However, if the antitrust authority focuses on consumer surplus, then the delegation based fine is to be preferred

    Exploring atmospheric radon with airborne gamma-ray spectroscopy

    222^{222}Rn is a noble radioactive gas produced along the 238^{238}U decay chain, which is present in the majority of soils and rocks. As 222^{222}Rn is the most relevant source of natural background radiation, understanding its distribution in the environment is of great concern for investigating the health impacts of low-level radioactivity and for supporting regulation of human exposure to ionizing radiation in modern society. At the same time, 222^{222}Rn is a widespread atmospheric tracer whose spatial distribution is generally used as a proxy for climate and pollution studies. Airborne gamma-ray spectroscopy (AGRS) always treated 222^{222}Rn as a source of background since it affects the indirect estimate of equivalent 238^{238}U concentration. In this work the AGRS method is used for the first time for quantifying the presence of 222^{222}Rn in the atmosphere and assessing its vertical profile. High statistics radiometric data acquired during an offshore survey are fitted as a superposition of a constant component due to the experimental setup background radioactivity plus a height dependent contribution due to cosmic radiation and atmospheric 222^{222}Rn. The refined statistical analysis provides not only a conclusive evidence of AGRS 222^{222}Rn detection but also a (0.96 ±\pm 0.07) Bq/m3^{3} 222^{222}Rn concentration and a (1318 ±\pm 22) m atmospheric layer depth fully compatible with literature data.Comment: 17 pages, 8 figures, 2 table

    Discovering Evolving Temporal Information: Theory and Application to Clinical Databases

    Functional dependencies (FDs) allow us to represent database constraints, corresponding to requirements as \u201cpatients having the same symptoms undergo the same medical tests.\u201d Some research eforts have focused on extending such dependencies to consider also temporal constraints such as \u201cpatients having the same symptoms undergo in the next period the same medical tests.\u201d Temporal functional dependencies are able to represent such kind of temporal constraints in relational databases. Another extension for FDs allows one to represent approximate functional dependencies (AFDs), as \u201cpatients with the same symptoms generally undergo the same medical tests.\u201d It enables data to deviate from the defned constraints according to a user-defned percentage. Approximate temporal functional dependencies (ATFDs) merge the concepts of temporal functional dependency and of approximate functional dependency. Among the diferent kinds of ATFD, the Approximate Pure Temporally Evolving Functional Dependencies (APE-FDs for short) allow one to detect patterns on the evolution of data in the database and to discover dependencies as \u201cFor most patients with the same initial diagnosis, the same medical test is prescribed after the occurrence of same symptom.\u201d Mining ATFDs from large databases may be computationally expensive. In this paper, we focus on APE-FDs and prove that, unfortunately, verifying a single APE-FD over a given database instance is in general NP-complete. In order to cope with this problem, we propose a framework for mining complex APE-FDs in real-world data collections. In the framework, we designed and applied sound and advanced model-checking techniques. To prove the feasibility of our proposal, we used real-world databases from two medical domains (namely, psychiatry and pharmacovigilance) and tested the running prototype we developed on such databases

    Effect of laser welding on the mechanical and degradation behaviour of Fe-20Mn-0.6C bioabsorbable alloy

    Abstract The present work aims at exploring the influence of laser welding on the functional behaviour of a Fe-20Mn-0.6C (wt.%) bioabsorbable alloy. At first, the selection of the most suitable process speed (40 mm/s) was done in order to obtain a full penetration joint with limited taper. Then, microstructural and mechanical analyses of welded sheets confirmed suitable performance of the joint, without porosity, thus preserving chemical composition, mechanical resistance and ductility even after welding. In particular, the base material comprised both γ austenite and e martensite, while the welded samples showed a further type of martensite, namely α'. Moreover, ultimate tensile strength (1095 MPa and 1104 MPa in base and welded material, respectively) and elongation to failure (61.3% and 60.9%, respectively) were almost not influenced by the welding process. Considering the absorbable nature of these alloys, static immersion degradation tests were carried out, and confirmed that the surface of the welded bead did not exhibit a significant variation of the material degradation rate after 14 days in modified Hanks' solution. Finally, a significant accumulation of degradation products, mainly (Fe,Mn)CO3, was observed along the joining line

    Training Future Engineers to Be Ghostbusters: Hunting for the Spectral Environmental Radioactivity

    Although environmental radioactivity is all around us, the collective public imagination often associates a negative feeling to this natural phenomenon. To increase the familiarity with this phenomenon we have designed, implemented, and tested an interdisciplinary educational activity for pre-collegiate students in which nuclear engineering and computer science are ancillary to the comprehension of basic physics concepts. Teaching and training experiences are performed by using a 4" x 4" NaI(Tl) detector for in-situ and laboratory {\gamma}-ray spectroscopy measurements. Students are asked to directly assemble the experimental setup and to manage the data-taking with a dedicated Android app, which exploits a client-server system that is based on the Bluetooth communication protocol. The acquired {\gamma}-ray spectra and the experimental results are analyzed using a multiple-platform software environment and they are finally shared on an open access Web-GIS service. These all-round activities combining theoretical background, hands-on setup operations, data analysis, and critical synthesis of the results were demonstrated to be effective in increasing students' awareness in quantitatively investigating environmental radioactivity.     The price effects of prohibiting price parity clauses: evidence from international hotel groups

    Dominant platforms such as Booking.com and Amazon often impose Price Parity Clauses to prevent sellers from charging lower prices on alternative sales channels. We provide quasi-experimental evidence on the removal of these price restrictions in France in 2015 for three major international hotel groups. First, our analyses reveal limited and non-significant price effects for rooms sold through channels visible to consumers, such as the hotels' websites or Online Travel Agencies. Second, we document a significant price reduction on sales channels not visible to consumers, such as the hotels' direct offline channel. Third, we identify a significant shift in sales share from online travel agencies to the hotels' direct offline channel
