    Static tests of excess ground attenuation at Wallops Flight Center

    An extensive experimental measurement program which evaluated the attenuation of sound for close to horizontal propagation over the ground was designed to replicate, under static conditions, results of the flight measurements carried out earlier by NASA at the same site (Wallops Flight Center). The program consisted of a total of 41 measurement runs of attenuation, in excess of spreading and air absorption losses, for one third octave bands over a frequency range of 50 to 4000 Hz. Each run consisted of measurements at 10 locations up to 675 m, from a source located at nominal elevations of 2.5, or 10 m over either a grassy surface or an adjacent asphalt concrete runway surface. The tests provided a total of over 8100 measurements of attenuation under conditions of low wind speed averaging about 1 m/s and, for most of the tests, a slightly positive temperature gradient, averaging about 0.3 C/m from 1.2 to 7 m. The results of the measurements are expected to provide useful experimental background for the further development of prediction models of near grazing incidence sound propagation losses

    Space Shuttle separate-surface control-system study

    A control system concept is presented that produces proportional control of yaw moment for the space shuttle from early entry to Mach 2 with only software modifications of the vehicle. It uses separate deflections of the inboard and outboard elevon surfaces and is evaluated, by determining the maximum static yawing moment available by considering the deflection limits of the elevon surfaces. A proportional moment slightly in excess of that produced by the most effective reaction control system (RCS) jet for yaw control can be obtained. In addition to the static moment study, a control law is designed which is intended to produce desired flying qualities

    Data readily available from the literature were used to make an initial comparison of the health and safety risks of a fission power system with fuel reprocessing; a combined-cycle coal power system with a low-Btu gasifier and open-cycle gas turbine; a central-station, terrestrial, solar photovoltaic power system; the satellite power system; and a first-generation fusion system. The assessment approach consists of the identification of health and safety issues in each phase of the energy cycle from raw material extraction through electrical generation, waste disposal, and system deactivation; quantitative or qualitative evaluation of impact severity; and the rating of each issue with regard to known or potential impact level and level of uncertainty

    Comparative health and safety assessment of the SPS and alternative electrical generation systems

    A comparative analysis of health and safety risks is presented for the Satellite Power System and five alternative baseload electrical generation systems: a low-Btu coal gasification system with an open-cycle gas turbine combined with a steam topping cycle; a light water fission reactor system without fuel reprocessing; a liquid metal fast breeder fission reactor system; a central station terrestrial photovoltaic system; and a first generation fusion system with magnetic confinement. For comparison, risk from a decentralized roof-top photovoltaic system with battery storage is also evaluated. Quantified estimates of public and occupational risks within ranges of uncertainty were developed for each phase of the energy system. The potential significance of related major health and safety issues that remain unquantitied are also discussed

    Three-Dimensional Structure of the Magnetic Field in the Disk of the Milky Way

    We present Rotation Measures (RM) of the diffuse Galactic synchrotron emission from the Canadian Galactic Plane Survey (CGPS) and compare them to RMs of extragalactic sources in order to study the large-scale reversal in the Galactic magnetic field (GMF). Using Stokes Q, U and I measurements of the Galactic disk collected with the Synthesis Telescope at the Dominion Radio Astrophysical Observatory, we calculate RMs over an extended region of the sky, focusing on the low longitude range of the CGPS (l=52deg to l=72deg). We note the similarity in the structures traced by the compact sources and the extended emission and highlight the presence of a gradient in the RM map across an approximately diagonal line, which we identify with the well-known field reversal of the Sagittarius-Carina arm. We suggest that the orientation of this reversal is a geometric effect resulting from our location within a GMF structure arising from current sheets that are not perpendicular to the Galactic plane, as is required for a strictly radial field reversal, but that have at least some component parallel to the disk. Examples of models that fit this description are the three-dimensional dynamo-based model of Gressel et al. (2013) and a Galactic scale Parker spiral (Akasofu & Hakamada 1982), although the latter may be problematic in terms of Galactic dynamics. We emphasize the importance of constructing three-dimensional models of the GMF to account for structures like the diagonal RM gradient observed in this dataset.Comment: Published in Astronomy and Astrophysics, Accepted 23 April, 201

    Confidence regions for the multinomial parameter with small sample size

    Consider the observation of n iid realizations of an experiment with d>1 possible outcomes, which corresponds to a single observation of a multinomial distribution M(n,p) where p is an unknown discrete distribution on {1,...,d}. In many applications, the construction of a confidence region for p when n is small is crucial. This concrete challenging problem has a long history. It is well known that the confidence regions built from asymptotic statistics do not have good coverage when n is small. On the other hand, most available methods providing non-asymptotic regions with controlled coverage are limited to the binomial case d=2. In the present work, we propose a new method valid for any d>1. This method provides confidence regions with controlled coverage and small volume, and consists of the inversion of the "covering collection"' associated with level-sets of the likelihood.     Interdigitation between surface-anchored polymer chains and an elastomer : consequences for adhesion promotion

    We study the adhesion between a cross-linked elastomer and a flat solid surface where polymer chains have been end-grafted. To understand the adhesive feature of such a system, one has to study both the origin of the grafted layer interdigitation with the network, and the end-grafted chains extraction out of the elastomer when it comes unstuck from the solid surface. We shall tackle here the first aspect for which we develop a partial interdigitation model that lets us analytically predict a critical surface grafting density σP1/10N3/5\sigma^{*} \simeq P^{{1/10}}N^{-{3/5}} beyond which the layer no longer interdigitates with the elastomer. We then relate this result with recent adhesion measurements

Physiological limitations include decompression, inert gas narcosis, high-pressure nervous system, gas toxicity, and thermal limitations. Work task requirements include drilling support, construction, inspection, and repair. Work systems include hyperbaric diving, atmospheric work systems, tele-operated work systems, and hybrid systems. Each type of work system is outlined in terms of work capabilities, special interface requirements, and limitations. Various operational philosophies are discussed. The evolution of work systems in the subsea industry has been the result of direct operational experience in a competitive market
