Britain's fiscal squeeze: the choices ahead
The economic and financial crisis that has unfolded over the last two years has caused a dramatic deterioration in the UK's public finances, with public sector borrowing set to peak this year at a level not seen since the Second World War and public sector indebtedness set to climb to levels not seen since the late 1960s.
With the next general election less than a year away, the Government and the main opposition parties alike will be under pressure to offer more detailed proposals to repair the public finances. This note discusses some of the key questions all the parties will have to grapple with
The lone parent pilots after 12 to 24 months: an impact assessment of in-work credit, work search premium, extended schools childcare, quarterly work focused interviews and new deal plus for lone parents
From April 2004, a set of Government policies designed to help lone parents into work have been piloted in various combinations in a number of Jobcentre Plus districts in Great Britain. The five policies are: In Work Credit (IWC), Work Search Premium (WSP), Extended Schools Childcare (ESC) and Childcare Tasters, Quarterly Work Focused Interviews (QWFIs) for lone parents whose youngest child is aged 12 or over in Local Education Authorities (LEAs) in which an ESC pilot is operating (ESQWFI), and New Deal Plus for Lone Parents (ND+fLP), hereafter collectively referred to as 'the lone parent pilots' (LPPs or 'the pilots'). The pilots were rolled out in four Phases, the first three of which are analysed in this report.
This report estimates the impact of the LPPs on lone parents who have received Income Support (IS) or Jobseeker's Allowance (JSA) for at least 12 months. It uses a difference-in-differences (DiD) estimator, and makes use of lone parents in districts not operating a pilot as a comparison group. The data covers the first 12 months (Phase 3 districts) to the first 24 months (Phase 1 districts) of the pilots' operation, and so should be seen as giving the early impacts. Impacts were estimated separately for the stock of lone parents who had been on benefit for at least 12 months when the pilots began, and the flow sample of lone parents whose claim of IS/JSA reached 12 months after the pilots began

London as part of the joint Digital R&D Fund for Arts and Culture, operated by Nesta, Arts
Council England and the AHRC. University of Salford and MTM London received funding from
the programme to act as researchers on the Social Interpretation (SI) project, which was led by
the Imperial War Museum (IWM) and their technical partners, The Centre for Digital
Humanities, University College London, Knowledge Integration, and Gooii. The project was
carried out between October 2011 and October 2012
Detection of X-ray emission from the host clusters of 3CR quasars
We report the detection of extended X-ray emission around several powerful
3CR quasars with redshifts out to 0.73. The ROSAT HRI images of the quasars
have been corrected for spacecraft wobble and compared with an empirical
point-spread function. All the quasars examined show excess emission at radii
of 15 arcsec and more; the evidence being strong for the more distant objects
and weak only for the two nearest ones, which are known from other wavelengths
not to lie in strongly clustered environments. The spatial profiles of the
extended component is consistent with thermal emission from the intracluster
medium of moderately rich host clusters to the quasars. The total luminosities
of the clusters are in the range 4x10^44 - 3x10^45 erg/s, assuming a
temperature of 4keV. The inner regions of the intracluster medium are, in all
cases, dense enough to be part of a cooling flow.Comment: 21 pages including 4 figures and 4 tables. To be published in MNRA
Crossover from weak localization to weak antilocalization in a disordered microbridge
We calculate the weak localization correction in the double crossover to
broken time-reversal and spin-rotational symmetry for a disordered microbridge
or a short disordered wire using a scattering-matrix approach. Whereas the
correction has universal limiting values in the three basic symmetry classes,
the functional form of the magnetoconductance is affected by eventual

A phylogeny of birds based on over 1,500 loci collected by target enrichment and high-throughput sequencing
Evolutionary relationships among birds in Neoaves, the clade comprising the
vast majority of avian diversity, have vexed systematists due to the ancient,
rapid radiation of numerous lineages. We applied a new phylogenomic approach to
resolve relationships in Neoaves using target enrichment (sequence capture) and
high-throughput sequencing of ultraconserved elements (UCEs) in avian genomes.
We collected sequence data from UCE loci for 32 members of Neoaves and one
outgroup (chicken) and analyzed data sets that differed in their amount of
missing data. An alignment of 1,541 loci that allowed missing data was 87%
complete and resulted in a highly resolved phylogeny with broad agreement
between the Bayesian and maximum-likelihood (ML) trees. Although results from
the 100% complete matrix of 416 UCE loci were similar, the Bayesian and ML
trees differed to a greater extent in this analysis, suggesting that increasing
from 416 to 1,541 loci led to increased stability and resolution of the tree.
Novel results of our study include surprisingly close relationships between
phenotypically divergent bird families, such as tropicbirds (Phaethontidae) and
the sunbittern (Eurypygidae) as well as between bustards (Otididae) and turacos
(Musophagidae). This phylogeny bolsters support for monophyletic waterbird and
landbird clades and also strongly supports controversial results from previous
studies, including the sister relationship between passerines and parrots and
the non-monophyly of raptorial birds in the hawk and falcon families. Although
significant challenges remain to fully resolving some of the deep relationships
in Neoaves, especially among lineages outside the waterbirds and landbirds,
this study suggests that increased data will yield an increasingly resolved

A detailed analysis of online pharmacy characteristics to inform safe usage by patients
Background: Evidence suggests that consumers potentially put themselves at risk when purchasing medicines on-line. Whilst logos provided by regulators may provide some level of reassurance there may be other indicators which could be used by consumers to identify those websites which may be safely used. Objectives: Identify characteristics of on-line pharmacies which are related to whether websites are regulated or non-regulated and those characteristics which could be used by patients to increase the likelihood of accessing regulated sites. Setting: Online pharmacies which supply diazepam, fluoxetine and simvastatin. Methods: Using piloted search terms via Google and Yahoo search engines, identified websites were screened for regulatory status, adherence to regulatory standards, administrative requirements, clinical assessment requirements and additional details deemed to be of relevance to a user. Characteristics of regulated and non-regulated (defined as those with an absence of a correctly linked regulatory logo) websites were compared to identify differences which could be used to improve patient safety. Main outcome measure: Regulatory status, adherence to regulatory standards, quality of information provision, barriers to medicines access. Results: 113 websites sold diazepam, fluoxetine and simvastatin; were identified within the first 100 results. Less than quarter were found to be regulated online pharmacies. 80 websites were willing to sell the medication without a prescription. The unregulated internet pharmacy websites (defined as those with an absence of a correctly linked regulatory logo) were found to adhere more closely to the clinical criteria, were less significantly likely to disclose a contact name and address, telephone number of the pharmacy or demand a prescription prior to sale (P\0.05, Fisher’s Exact). Conclusions: The three prescription-only medicines which are liable to abuse, have potentially serious interactions and require counselling to ensure patient safety are readily available via the internet. When purchasing medicines via this route UK consumers should be made aware of the importance of regulatory logos and additionally should ensure that the seller can be meaningfully contacted by the contact details provided. The provision of clinical information should not be used alone as an indication of the seller’s provenance
The Velocity Distribution of the Nearest Interstellar Gas
The bulk flow velocity for the cluster of interstellar cloudlets within about
30 pc of the Sun is determined from optical and ultraviolet absorption line
data, after omitting from the sample stars with circumstellar disks or variable
emission lines and the active variable HR 1099. Ninety-six velocity components
towards the remaining 60 stars yield a streaming velocity through the local
standard of rest of -17.0+/-4.6 km/s, with an upstream direction of l=2.3 deg,
b=-5.2 deg (using Hipparcos values for the solar apex motion). The velocity
dispersion of the interstellar matter (ISM) within 30 pc is consistent with
that of nearby diffuse clouds, but present statistics are inadequate to
distinguish between a Gaussian or exponential distribution about the bulk flow
velocity. The upstream direction of the bulk flow vector suggests an origin
associated with the Loop I supernova remnant. Groupings of component velocities
by region are seen, indicating regional departures from the bulk flow velocity
or possibly separate clouds. The absorption components from the cloudlet
feeding ISM into the solar system form one of the regional features. The
nominal gradient between the velocities of upstream and downstream gas may be
an artifact of the Sun's location near the edge of the local cloud complex. The
Sun may emerge from the surrounding gas-patch within several thousand years.Comment: Typographical errors corrected; Five tables, seven figures;
