    Little impact of Three Gorges Dam on recent decadal lake decline across China's Yangtze Plain

    The ubiquitous lakes across China's Yangtze Plain (YP) are indispensable freshwater resources sustaining ecosystems and socioeconomics for nearly half a billion people. Our recent survey revealed a widespread net decline in the total YP lake inundation area during 2000–2011 (a cumulative decrease of ∌10%), yet its mechanism remains contentious. Here, we uncover the impacts of climate variability and anthropogenic activities including i) Yangtze flow and sediment alterations by the Three Gorges Dam (TGD) and ii) human water consumption in agricultural, industrial, and domestic sectors throughout the downstream Yangtze Basin. Results suggest that climate variability is the dominant driver of this decadal lake decline, whereas studied human activities, despite varying seasonal impacts that peak in fall, contribute marginal fraction (∌10–20% or less) to the interannual lake area decrease. Given that the TGD impacts on the total YP lake area and its seasonal variation are both under ∌5%, we also dismiss the speculation that the TGD might be responsible for evident downstream climate change by altering lake surface extent and thus open water evaporation. Nevertheless, anthropogenic impacts exhibited a strengthening trend during the past decade. Although the TGD has reached its full-capacity water regulation, the negative impacts of human water consumption and TGD-related net channel erosion are already comparable to that of TGD's flow regulation, and may continue to grow as crucial anthropogenic factors to future YP lake conservation

    Productivity in China's high technology industry:regional heterogeneity and R&D

    This paper analyzes the impact of Research and Development (R&D) on the productivity of China's high technology industry. In order to capture important differences in the effect of R&D on output that arise from geographic and socioeconomic differences across three major regions in China, we use a novel semiparametric approach that allows us to model heterogeneities across provinces and time. Using a unique provincial level panel dataset spanning the period 2000–2007, we find that the impact of R&D on output varies substantially in terms of magnitude and significance across different regions. Results show that the eastern region benefits the most from R&D investments, however it benefits the least from technical progress, while the western region benefits the least from R&D investments, but enjoys the highest benefits from technical progress. The central region benefits from R&D investments more than the western region and benefits from technical progress more than the eastern region. Our results suggest that R&D investments would significantly increase output in both the eastern and central regions, however technical progress in the central region may further compound the effects of R&D on output within the region

    Food safety and environmental risks based on meat and dairy consumption surveys

    This paper gives an overview of the possibilities of using meat and dairy consumption studies in food safety and environmental risk scenarios. For both types of risk-based scenarios, common denominators are consumption patterns such as frequency and quantity of consumed food, demographic profile of consumers and food safety hazard or environmental impact of a specific type of food. This type of data enables development of simulation models where the Monte Carlo method is considered as a useful mathematical tool. Synergy of three dimensions - field research used in consumption studies, advanced chemometric tools necessary for quantifying chemical food safety hazards or environmental impacts and simulation models - has the potential to adapt datasets from various sources into useful food safety and/or environmental information

    Comparing public and private hospitals in China: Evidence from Guangdong

    <p>Abstract</p> <p>Background</p> <p>The literature comparing private not-for-profit, for-profit, and government providers mostly relies on empirical evidence from high-income and established market economies. Studies from developing and transitional economies remain scarce, especially regarding patient case-mix and quality of care in public and private hospitals, even though countries such as China have expanded a mixed-ownership approach to service delivery. The purpose of this study is to compare the operations and performance of public and private hospitals in Guangdong Province, China, focusing on differences in patient case-mix and quality of care.</p> <p>Methods</p> <p>We analyze survey data collected from 362 government-owned and private hospitals in Guangdong Province in 2005, combining mandatorily reported administrative data with a survey instrument designed for this study. We use univariate and multi-variate regression analyses to compare hospital characteristics and to identify factors associated with simple measures of structural quality and patient outcomes.</p> <p>Results</p> <p>Compared to private hospitals, government hospitals have a higher average value of total assets, more pieces of expensive medical equipment, more employees, and more physicians (controlling for hospital beds, urban location, insurance network, and university affiliation). Government and for-profit private hospitals do not statistically differ in total staffing, although for-profits have proportionally more support staff and fewer medical professionals. Mortality rates for non-government non-profit and for-profit hospitals do not statistically differ from those of government hospitals of similar size, accreditation level, and patient mix.</p> <p>Conclusions</p> <p>In combination with other evidence on health service delivery in China, our results suggest that changes in ownership type alone are unlikely to dramatically improve or harm overall quality. System incentives need to be designed to reward desired hospital performance and protect vulnerable patients, regardless of hospital ownership type.</p

    Sustainable Forest Management Preferences of Interest Groups in Three Regions with Different Levels of Industrial Forestry: An Exploratory Attribute-Based Choice Experiment

    The challenge of sustainable forest management is to integrate diverse and sometimes conflicting management objectives. In order to achieve this goal, we need a better understanding of the aspects influencing the preferences of diverse groups and how these groups make trade-offs between different attributes of SFM. We compare the SFM preferences of interest groups in regions with different forest use histories based on the reasoning that the condition of the forest reflects the forest use history of the area. The condition of the forest also shapes an individual’s forest values and attitudes. These held values and attitudes are thought to influence SFM preferences. We tested whether the SFM preferences vary amongst the different interest groups within and across regions. We collected data from 252 persons using a choice experiment approach, where participants chose multiple times among different options described by a combination of attributes that are assigned different levels. The novelty of our approach was the use of choice experiments in the assessment of regional preference differences. Given the complexity of interregional comparison and the small sample size, this was an exploratory study based on a purposive rather than random sample. Nevertheless, our results suggest that the aggregation of preferences of all individuals within a region does not reveal all information necessary for forest management planning since opposing viewpoints could cancel each other out and lead to an interpretation that does not reflect possibly polarised views. Although based on a small\ud sample size, the preferences of interest groups within a region are generally statistically significantly different from each other; however preferences of interest groups across regions are also significantly different. This illustrates the potential importance of assessing heterogeneity by region and by group
