    A Study of Feasibility of State Water User Fees for Financing Water Development

    Water user fees imposed by a state on major water uses is a possible new alternative source of state water development funds. A fee, similar to an excise tax, might be charged for the use of the water resource per se, which in a number of states is declared to be the property of the public of the state. States generally have not employed such fees as a source of operating funds for water agencies or of development capital. Only in the area of water based recreation-fishing, coating, camping, etc.—have states extensively employed user fees. The revenues from these fees, however, are used only to defray management and operating expenses associated with these activities. The implementation of user-fee financing would result in some shifts of financing burden connected with water programs from the general taxpayers of the state to specific water users. Although this approach has not been utilized by states to a significant extent, the “user pay” principle is well established in economic theory. The theory indicated that user fees would be an economically more efficient and equitable source for financing water development than general tax revenues. In the design of fee structures for major water uses, several characteristics of fees are appropriate to consider. Five which were identified in this study are as follows: equity, economic efficiency, allocational effectiveness, administrative simplicity, and revenue generating potential. These were used to evaluate different structures for extracting fees from the user. These rate design considerations may relate only indirectly to a state system of user fees since the state fees envisioned in this study in many cases may be only an add-on or surcharge to a basic charge imposed by a local entity, such as a municipality or an irrigation district. Revenue generating potential, the last of the five characteristics listed, was of primary interest in this study. Estimates of revenue potential for four major water uses—irrigation, municipal, industrial, and recreations—were made with a formula developed in this study for this purpose. Gross estimates of potential from public supply and irrigation uses were made for several selected states, and somewhat more detailed estimates were made for the four major uses in Utah. The calculations indicated that substantial amounts of funds could be generated with only modest increases in current charges. A preliminary assessment of legal and administrative implications of implementing water user fees in the State of Utah was made in this study. The results indicated that some fee alternatives probably could be implemented by administrative action; others would require legislative approval. Constitutional issues related to some alternatives would have to be resolved by the state supreme court. New uses associated with developing Utah’s vast energy resources appear to offer a particularly promising prospect for instituting a user fee program with minimal legal complications

    Chondrocyte death after drilling and articular screw insertion in a bovine model

    SummaryObjectiveIntra-articular screws are used for internal fixation of osteochondral fragments after fracture or osteochondritis dissecans. This causes cartilage injury potentially leading to chondrocyte death. We have visualised/quantified the hole and zone of cell death (ZCD) in cartilage after drilling/insertion of various articular screws.MethodUsing an ex vivo bovine model with transmitted light and confocal laser scanning microscopy (CLSM), the holes and ZCD following drilling/insertion of articular screws (cortical screw, headless variable pitch metallic screw, headless variable pitch bioabsorbable screw) were evaluated. In situ chondrocyte death was determined by live/dead cell viability assay. An imaging/quantification protocol was developed to compare hole diameter and ZCD from drilling/insertion of screws into cartilage. The effect of saline irrigation during drilling on the ZCD was also quantified.ResultsScrew insertion created holes in cartilage that were significantly (P ≀ 0.001) less than the diameters of the equipment used. With a 1.5 mm drill, a ZCD of 580.2 ± 124 Όm was produced which increased to 637.0 ± 44 Όm following insertion of a 2 mm cortical screw although this was not significant (P > 0.05). The ZCD from insertion of the variable pitch headless screws (diam. 3.5 mm) was lower for the metallic compared to the bioabsorbable design (800.9 ± 159 vs 1,236.4 ± 212 Όm, respectively; P < 0.01). The ZCD from drilling was reduced ∌50% (P < 0.001) by saline irrigation.ConclusionsCartilage injury during intra-articular screw fixation caused a ZCD around the hole irrespective of screw design. Saline irrigation significantly reduced the ZCD from drilling into cartilage

    Quantification of the pore size distribution of soils:assessment of existing software using tomographic and synthetic 3D images

    The pore size distribution (PSD) of the void space is widely used to predict a range of processes in soils. Recent advances in X-ray computed tomography (CT) now afford novel ways to obtain exact data on pore geometry, which has stimulated the development of algorithms to estimate the pore size distribution from 3D data sets. To date there is however no clear consensus on how PSDs should be estimated, and in what form PSDs are best presented. In this article, we first review the theoretical principles shared by the various methods for PSD estimation. Then we select methods that are widely adopted in soil science and geoscience, and we use a robust statistical method to compare their application to synthetic image samples, for which analytical solutions of PSDs are available, and X-ray CT images of soil samples selected from different treatments to obtain wide ranging PSDs. Results indicate that, when applied to the synthetic images, all methods presenting PSDs as pore volume per class size (i.e., Avizo, CTAnalyser, BoneJ, Quantim4, and DTM), perform well. Among them, the methods based on Maximum Inscribed Balls (Bone J, CTAnalyser, Quantim4) also produce similar PSDs for the soil samples, whereas the Delaunay Triangulation Method (DTM) produces larger estimates of the pore volume occupied by small pores, and Avizo yields larger estimates of the pore volume occupied by large pores. By contrast, the methods that calculate PSDs as object population fraction per volume class (Avizo, 3DMA, DFS-FIJI) perform inconsistently on the synthetic images and do not appear well suited to handle the more complex geometries of soils. It is anticipated that the extensive evaluation of method performance carried out in this study, together with the recommendations reached, will be useful to the porous media community to make more informed choices relative to suitable PSD estimation methods, and will help improve current practice, which is often ad hoc and heuristic

    Three-Body and One-Body Channels of the Auger Core-Valence-Valence decay: Simplified Approach

    We propose a computationally simple model of Auger and APECS line shapes from open-band solids. Part of the intensity comes from the decay of unscreened core-holes and is obtained by the two-body Green's function Gω(2)G^{(2)}_{\omega}, as in the case of filled bands. The rest of the intensity arises from screened core-holes and is derived using a variational description of the relaxed ground state; this involves the two-holes-one-electron propagator GωG_{\omega}, which also contains one-hole contributions. For many transition metals, the two-hole Green's function Gω(2)G^{(2)}_{\omega} can be well described by the Ladder Approximation, but the three-body Green's function poses serious further problems. To calculate GωG_{\omega}, treating electrons and holes on equal footing, we propose a practical approach to sum the series to all orders. We achieve that by formally rewriting the problem in terms of a fictitious three-body interaction. Our method grants non-negative densities of states, explains the apparent negative-U behavior of the spectra of early transition metals and interpolates well between weak and strong coupling, as we demonstrate by test model calculations.Comment: AMS-LaTeX file, 23 pages, 8 eps and 3 ps figures embedded in the text with epsfig.sty and float.sty, submitted to Phys.     Intraepithelial and Interstitial Deposition of Pathological Prion Protein in Kidneys of Scrapie-Affected Sheep

    Prions have been documented in extra-neuronal and extra-lymphatic tissues of humans and various ruminants affected by Transmissible Spongiform Encephalopathy (TSE). The presence of prion infectivity detected in cervid and ovine blood tempted us to reason that kidney, the organ filtrating blood derived proteins, may accumulate disease associated PrPSc. We collected and screened kidneys of experimentally, naturally scrapie-affected and control sheep for renal deposition of PrPSc from distinct, geographically separated flocks. By performing Western blot, PET blot analysis and immunohistochemistry we found intraepithelial (cortex, medulla and papilla) and occasional interstitial (papilla) deposition of PrPSc in kidneys of scrapie-affected sheep. Interestingly, glomerula lacked detectable signals indicative of PrPSc. PrPSc was also detected in kidneys of subclinical sheep, but to significantly lower degree. Depending on the stage of the disease the incidence of PrPSc in kidney varied from approximately 27% (subclinical) to 73.6% (clinical) in naturally scrapie-affected sheep. Kidneys from flocks without scrapie outbreak were devoid of PrPSc. Here we demonstrate unexpectedly frequent deposition of high levels of PrPSc in ovine kidneys of various flocks. Renal deposition of PrPSc is likely to be a pre-requisite enabling prionuria, a possible co-factor of horizontal prion-transmission in sheep

    Photo-antagonism of the GABAA receptor

    Neurotransmitter receptor trafficking is fundamentally important for synaptic transmission and neural network activity. GABAA receptors and inhibitory synapses are vital components of brain function, yet much of our knowledge regarding receptor mobility and function at inhibitory synapses is derived indirectly from using recombinant receptors, antibody-tagged native receptors and pharmacological treatments. Here we describe the use of a set of research tools that can irreversibly bind to and affect the function of recombinant and neuronal GABAA receptors following ultraviolet photoactivation. These compounds are based on the competitive antagonist gabazine and incorporate a variety of photoactive groups. By using site-directed mutagenesis and ligand-docking studies, they reveal new areas of the GABA binding site at the interface between receptor ÎČ and α subunits. These compounds enable the selected inactivation of native GABAA receptor populations providing new insight into the function of inhibitory synapses and extrasynaptic receptors in controlling neuronal excitation

The loss, gain, and retention of microorganisms—their flow between humans and the environment—can greatly impact our health. It is well-known that inequalities in access to perinatal care, healthy foods, quality housing, and the natural environment can create and arise from social inequality. Here, we focus on the argument that access to beneficial microorganisms is a facet of public health, and health inequality may be compounded by inequitable microbial exposure

    Atlantic cod (Gadus morhua) hemoglobin genes: multiplicity and polymorphism

    Background: Hemoglobin (Hb) polymorphism, assessed by protein gel electrophoresis, has been used almost exclusively to characterize the genetic structure of Atlantic cod (Gadus morhua) populations and to establish correlations with phenotypic traits such as Hb oxygen binding capacity, temperature tolerance and growth characteristics. The genetic system used to explain the results of gel electrophoresis entails the presence of one polymorphic locus with two major alleles (HbI-1; HbI-2). However, vertebrates have more than one gene encoding Hbs and recent studies have reported that more than one Hb gene is present in Atlantic cod. These observations prompted us to re-evaluate the number of Hb genes expressed in Atlantic cod, and to perform an in depth search for polymorphisms that might produce relevant phenotypes for breeding programs. Results: Analysis of Expressed Sequence Tags (ESTs) led to the identification of nine distinct Hb transcripts; four corresponding to the α Hb gene family and five to the ÎČ Hb gene family. To gain insights about the Hb genes encoding these transcripts, genomic sequence data was generated from heterozygous (HbI-1/2) parents and fifteen progeny; five of each HbI type, i.e., HbI-1/1, HbI-1/2 and HbI-2/2. ÎČ Hb genes displayed more polymorphism than α Hb genes. Two major allele types (ÎČ1A and ÎČ1B) that differ by two linked non-synonymous substitutions (Met55Val and Lys62Ala) were found in the ÎČ1 Hb gene, and the distribution of these ÎČ1A and ÎČ1B alleles among individuals was congruent with that of the HbI-1 and HbI-2 alleles determined by protein gel electrophoresis. RT-PCR and Q-PCR analysis of the nine Hb genes indicates that all genes are expressed in adult fish, but their level of expression varies greatly; higher expression of almost all Hb genes was found in individuals displaying the HbI-2/2 electrophoretic type. Conclusion: This study indicates that more Hb genes are present and expressed in adult Atlantic cod than previously documented. Our finding that nine Hb genes are expressed simultaneously in adult fish suggests that Atlantic cod, similarly to fish such as rainbow trout, carp, and goldfish, might be able to respond to environmental challenges such as chronic hypoxia or long-term changes in temperature by altering the level of expression of these genes. In this context, the role of the non-conservative substitution Lys62Ala found in the ÎČ1 Hb gene, which appears to explain the occurrence of the HbI-1 and HbI-2 alleles described by gel electrophoresis, and which was found to be present in other fish such as eel, emerald rockcod, rainbow trout and moray, requires further investigation

    First narrow-band search for continuous gravitational waves from known pulsars in advanced detector data

    Spinning neutron stars asymmetric with respect to their rotation axis are potential sources of continuous gravitational waves for ground-based interferometric detectors. In the case of known pulsars a fully coherent search, based on matched filtering, which uses the position and rotational parameters obtained from electromagnetic observations, can be carried out. Matched filtering maximizes the signalto- noise (SNR) ratio, but a large sensitivity loss is expected in case of even a very small mismatch between the assumed and the true signal parameters. For this reason, narrow-band analysis methods have been developed, allowing a fully coherent search for gravitational waves from known pulsars over a fraction of a hertz and several spin-down values. In this paper we describe a narrow-band search of 11 pulsars using data from Advanced LIGO’s first observing run. Although we have found several initial outliers, further studies show no significant evidence for the presence of a gravitational wave signal. Finally, we have placed upper limits on the signal strain amplitude lower than the spin-down limit for 5 of the 11 targets over the bands searched; in the case of J1813-1749 the spin-down limit has been beaten for the first time. For an additional 3 targets, the median upper limit across the search bands is below the spin-down limit. This is the most sensitive narrow-band search for continuous gravitational waves carried out so far

    Intra-guild competition and its implications for one of the biggest terrestrial predators, Tyrannosaurus rex

    Identifying tradeoffs between hunting and scavenging in an ecological context is important for understanding predatory guilds. In the past century, the feeding strategy of one of the largest and best-known terrestrial carnivores, Tyrannosaurus rex, has been the subject of much debate: was it an active predator or an obligate scavenger? Here we look at the feasibility of an adult T. rex being an obligate scavenger in the environmental conditions of Late Cretaceous North America, given the size distributions of sympatric herbivorous dinosaurs and likely competition with more abundant small-bodied theropods. We predict that nearly 50 per cent of herbivores would have been within a 55–85 kg range, and calculate based on expected encounter rates that carcasses from these individuals would have been quickly consumed by smaller theropods. Larger carcasses would have been very rare and heavily competed for, making them an unreliable food source. The potential carcass search rates of smaller theropods are predicted to be 14–60 times that of an adult T. rex. Our results suggest that T. rex and other extremely large carnivorous dinosaurs would have been unable to compete as obligate scavengers and would have primarily hunted large vertebrate prey, similar to many large mammalian carnivores in modern-day ecosystems
