    Thermal signal propagation in soils in Romania: conductive and non-conductive processes

    Temperature data recorded in 2002 and 2003 at 10 stations out of the 70 available in the Romanian automatic weather stations network are presented and analyzed in terms of the heat transfer from air to underground. The air temperature at 2 m, the soil temperatures at 0, 5, 10, 20, 50 and 100 cm below the surface as well as rain fall and snow cover thickness have been monitored. The selected locations sample various climate environments in Romania. Preliminary analytical modelling shows that soil temperatures track air temperature variations at certain locations and, consequently, the heat transfer is by conduction, while at other stations processes such as soil freezing and/or solar radiation heating play an important part in the heat flux balance at the air/soil interface. However, the propagation of the annual thermal signal in the uppermost one meter of soil is mainly by conduction; the inferred thermal diffusivity for 8 stations with continuous time series at all depth levels ranges from 3 to 10×10<sup>−7</sup> m<sup>2</sup> s<sup>−1</sup>

    The point of departure for the special collection is provided by the observation that the growing complexity of the crises in the neighbourhood and the internal ones faced by the Union provides a sense of urgency to any type of strategic thinking that the EU might embrace. Against this backdrop, the recent shift towards geopolitics and strategic thinking is contextualized and the understanding of key aspects of ways in which the shift is translated into strategies by EU actors is put forward. The analysis recognizes the recent developments within the institutional dimension of EU’s foreign and security policy, yet it confirms the fundamental meaning of the member states’ willingness to invest resources and harmonize their foreign policy strategies at the EU level

    Abstract: The Union’s global climate change policy has been widely seen as an expression of its normative power, where it is committed to act through multilateral frameworks in order to tackle the effects of changes in the climate and safeguard the future of people around the world. Internally, the EU’s approach to climate change is complemented by high levels of support from citizens. This article explores another internal source of support for the EU’s leadership in global climate change policy, namely the media. The focus here is on the transnational media’s reporting and coverage of the Copenhagen summit, which is widely considered to be one of the key points in the development of global climate change policy. The article shows that within the ‘Brussels bubble,’ the transnational media supported through its reporting the EU’s ambitious agenda in global climate change policy around the time of the Copenhagen summit

    This article surveys the way in which British print media have presented the European Union (EU)'s global presence in the international arena by analysing two case studies which reflect two very distinctive areas of EU foreign policy: global climate change policy and the policy towards Russia. It employs frame analysis, allowing for the identification of the way in which the discourse of the press was categorized around a series of central opinions and ideas. Frames underscore the connections made by journalists between different events, policies or phenomena and their possible interpretations. The analysis highlights that acting through the common framework of the EU rather than unilaterally was a strategy preferred by the British press. These findings are in stark contrast with the deep Euroscepticism which characterizes press attitudes towards most policy areas, and is often considered to be rooted in the British political culture, media system, public opinion or the longstanding tradition of viewing the European continent as the other

    Mutations in CSTA, Encoding Cystatin A, Underlie Exfoliative Ichthyosis and Reveal a Role for This Protease Inhibitor in Cell-Cell Adhesion

    Autosomal-recessive exfoliative ichthyosis presents shortly after birth as dry, scaly skin over most of the body with coarse peeling of nonerythematous skin on the palms and soles, which is exacerbated by excessive moisture and minor trauma. Using whole-genome homozygosity mapping, candidate-gene analysis and deep sequencing, we have identified loss-of-function mutations in the gene for protease inhibitor cystatin A (CSTA) as the underlying genetic cause of exfoliative ichthyosis. We found two homozygous mutations, a splice-site and a nonsense mutation, in two consanguineous families of Bedouin and Turkish origin. Electron microscopy of skin biopsies from affected individuals revealed that the level of detachment occurs in the basal and lower suprabasal layers. In addition, in vitro modeling suggests that in the absence of cystatin A protein, there is a cell-cell adhesion defect in human keratinocytes that is particularly prominent when cells are subject to mechanical stress. We show here evidence of a key role for a protease inhibitor in epidermal adhesion within the lower layers of the human epidermis
