Subsidized Jobs for People Experiencing or At-Risk of Homelessness
This advocacy resource makes the case for why Congress must enact an equity-centered national subsidized employment program as a part of COVID-19 economic recovery legislation, with a special focus on how subsidized employment strategies can benefit jobseekers experiencing or at-risk of homelessness. This resource was produced in partnership among Heartland Alliance, the Center for Law & Social Policy (CLASP), and the National Youth Employment Coalition. Subsidized employment advocates can use this resource to inform visits with elected officials about why subsidized employment must be a part of building back a better, stronger, and more inclusive and equitable economy in the wake of the COVID-19 recession.
Modeling and parameter uncertainties for aircraft flight control system design
Values of plant dynamic uncertainties for some recent aircraft design and development programs are given. Histories of pertinent aerodynamic, inertial, and structural parameter variations are given for a period of time from program initiation to aircraft certification. These data can be used as typical of future vehicles so that control system design concepts are evaluated with due consideration to their sensitivity to uncertainties in plant dynamics
Detailed investigation of a vaporising fuel spray. Part 1: Experimental investigation of time averaged spray
A laser tomographic light scattering technique provides rapid and accurate high resolution measurements of droplet sizes, concentrations, and vaporization. Measurements using a computer interfaced thermocouple are presented and it is found that the potential exists for separating gas and liquid temperature measurements and diagnosing local spray density by in situ analysis of the response characteristics of the thermocouple. The thermocouple technique provides a convenient means for measuring mean gas velocity in both hot and cold two phase flows. The experimental spray is axisymmetric and has carefully controlled initial and boundary conditions. The flow is designed to give relatively insignificant transfer of momentum and mass from spray to air flow. The effects of (1) size-dependent droplet dispersion by the turbulence, (2) the initial spatial segregation of droplet sizes during atomization, and (3) the interaction between droplets and coherent large eddies are diagnosed
Induction of Systemic Acquired Resistance in Cotton Foliage Does Not Adversely Affect the Performance of an Entomopathogen
Baculoviral efficacy against lepidopteran larvae is substantially impacted by the host plant. Here, we characterized how baculoviral pathogenicity to cotton-fed Heliothis virescens larvae is affected by induction of systemic acquired resistance (SAR). Numerous studies have shown that SAR induced by the plant elicitor benzo-(1,2,3)-thiadiazole-7- carbothioic acid S-methyl ester (BTH) can protect against plant pathogens, but reports on the impacts of SAR on chewing herbivores or on natural enemies of herbivores are few. We found that BTH application significantly increased foliar peroxidase activity, condensed tannin levels, and total phenolic levels but did not alter dihydroxyphenolic levels. Consumption of BTH-treated foliage did not influence H. virescens pupal weight or larval mortality by the microbial control agent Autographa californica multiple nucleopolyhedrovirus any more than did consumption of untreated foliage. Thus, activation of SAR, although it did not protect the plant against a chewing herbivore, also did not reduce the effect of a natural enemy on a herbivore, indicating that SAR and microbial control agents may be compatible components of integrated pest management

Gibbs-Duhem-Informed Neural Networks for Binary Activity Coefficient Prediction
We propose Gibbs-Duhem-informed neural networks for the prediction of binary
activity coefficients at varying compositions. That is, we include the
Gibbs-Duhem equation explicitly in the loss function for training neural
networks, which is straightforward in standard machine learning (ML) frameworks
enabling automatic differentiation. In contrast to recent hybrid ML approaches,
our approach does not rely on embedding a specific thermodynamic model inside
the neural network and corresponding prediction limitations. Rather,
Gibbs-Duhem consistency serves as regularization, with the flexibility of ML
models being preserved. Our results show increased thermodynamic consistency
and generalization capabilities for activity coefficient predictions by
Gibbs-Duhem-informed graph neural networks and matrix completion methods. We
also find that the model architecture, particularly the activation function,
can have a strong influence on the prediction quality. The approach can be
easily extended to account for other thermodynamic consistency conditions
Is justice as fairness a realistic utopia? A critical examination of Rawls's idea of overlapping consensus.
The purpose of this thesis is to develop an alternative account of how justice as fairness can be delivered. My general proposition is that if justice as fairness is to be regarded as a realistic utopia, some alterations need to be made into the argument about the possibilities of its realization offered by Rawls. The main problem comes from the idea of overlapping consensus and its association with stability. A crucial working conjecture is that we need overlapping consensus neither to stabilize justice as fairness, nor to justify it. My alterations to Rawls's argument also originate as a result of two theoretical burdens within political liberalism: its notion of stability and its account of the fact of reasonable pluralism. Both ideas have been inadequately problematized, and therefore demand significant revision. The idea of stability needs to be revised because of its exclusive focus on questions of moral coherence at the expense of more relevant aspects such as institutional and political stability. The account of reasonable pluralism also needs to be revised because it is both too narrow and significantly unfocused. A crucial consequence that follows from these revisions is that, in order to preserve institutional stability under the conditions of pluralism, we need to render the stability of institutions separately from the coherence of citizens' overall moralities. These two conceptual revisions lead me to effect three alterations into Rawls's argument. In particular I show that: 1) constitutional consensus is necessary, but not yet sufficient, for stability of the required kind, 2) political justification is necessary and sufficient for the right kind of justification, and 3) overlapping consensus is part of moral, not political, justification and, therefore, not required for a political project such as Rawls's
Evaluating DNS and Cache Coherence
Large-scale models and simulated annealing have garnered minimal interest from both analysts and systems engineers in the last several years. Given the current status of stochastic symmetries, researchers clearly desire the syn- thesis of architecture, which embodies the natural principles of robotics. Our focus in our research is not on whether write-back caches and SCSI disks can collaborate to fix this problem, but rather on motivating new concurrent theory (INSERT)
Female cricket pace bowling: kinematic and anthropometric relationships with ball release speed
Background: Despite an increase in the professionalism and participation of female cricket, the coaching of female pace bowling is still reliant on male-derived knowledge.
Objectives: To investigate the association between key male-derived kinematic and anthropometric parameters and ball release speed (BRS) in female pace bowlers.
Methods: Eleven female pace bowlers participated in this study. BRS, and four anthropometric and five kinematic parameters were determined. Stepwise linear regression and Pearson Product Moment correlations were used to identify anthropometric and kinematic parameters linked to BRS.
Results: The best predictor of BRS explaining 89% of the observed variance was the bowling shoulder angle at ball release. The best anthropometric predictor of BRS was height explaining 53% of the observed variance. Other parameters correlated with BRS included: run-up speed (r = 0.75, p = 0.013) and arm length (r = 0.61, p = 0.046). When height was controlled for, the front knee angle at front foot contact was also correlated to BRS (r = 0.68, p = 0.044). No relationship was found between trunk flexion and BRS.
Conclusion: Faster BRS were characterised by faster run-up speeds, straighter front knees, and delayed arm circumduction similar to male pace bowlers. The lack of relationship between trunk flexion and BRS may highlight female pace bowlers adopting a bowling technique where BRS is contributed to by trunk rotation as well as trunk
flexion. This knowledge is likely to be useful in the talent identification and coaching of female pace bowlers
