Corporate education system as a factor of ensuring modern companies’ financial stability
Purpose: This article aims to identify the role of corporate universities opened by large holdings for their employees’ effective training as a part of the company’s mission implementation and ensuring business financial stability strategy.
Design/Methodology/Approach: To implement flexible project management of the companies’ financial stability, a concept of corporate university development is presented on the grounds of a competency-based approach. Main emphasis of the competency-based approach is aimed at the labor functions performance and establishment of a correlation between competence and labor efficiency of employees.
Findings: Methods and techniques of corporate education are aimed at creating human capital development optimal model, ensuring the company’s financial stability.
Practical Implications: The study results were tested as part of a corporate retraining program for the specialists at the “Russian Railways” company in Rostov-on-Don. Participation in corporate university programs allows employees responding quickly to market changes.
Originality/value: Main contribution of this study is to create an algorithm for transmitting the company's strategy to all management levels. The tools for key changes in the company’s organizational and financial management system are formed at a corporate university.peer-reviewe
The influence of financial and industrial policy on harmonization of European and Asian integration processes
The article is devoted to a research of the influence of financial and industrial policy on harmonization of European and Asian integration processes. Considering geopolitical and macroeconomic risks, real opportunities for the growth recovery of the national economics and sustainable financial policy are limited.
They also require integrated development of effective measures of state support for the recovery of national economic growth by supporting the number of main industries. The development of anti-crisis policy should be accelerated in order to create a favorable investment climate in Russia, increase the business activity of economic agents, decrease capital outflow, and reduce the amount of unsecured budgetary commitments.peer-reviewe
Text Mining from Party Manifestos to Support the Design of Online Voting Advice Applications
Voting advice applications (VAA) allow potential voters to compare their own policy positions to political parties running for an election. One of the key design elements of a VAA are the policy statements representing the political space covered by political parties. VAA designers face the challenge of coming up with policy statements in a short time frame. Even with medium-sized corpora of texts such as party manifestos, the formulation and selection of policy statements serving as a stimulus in the VAA is a tedious and time-consuming task. In addition, there is the risk of human selection bias. This study proposes a system to aid VAA designers in policy statement selection and formulation. The system uses the BERT language model with semantic similarity calculation to mine party manifesto sentences that are relevant to already existing VAA statements. For the experiments, VAA statements stemming from the 2021 elections and party manifestos issued for the previous two Japanese elections were used. To expand the policy space, VAA statements from the 2019 European Parliament elections were added. Results show that the proposed system is able to analyze large amounts of text in a short time, and mines text that provides practical support for designing and improving VAAs
Financial engineering in a mechanism of public-private partnership in realization of the regional investment projects
Under the conditions of limited economic growth and risk of budget deficit the concept of
financial engineering allows corporate structures with state participation optimizing
financial resources movement, attracting additional sources of financing and minimizing cost
of their usage.
On the basis of financial engineering instruments the corporations solve the tasks of diverse
complexity in the field of financial transactions, in particular with securities, make a
balanced decision when developing financial and investment projects.peer-reviewe

Risks in the Drug Procurement System: Current Issues
The public procurement segment is one of the components of the pharmaceutical market in Russia. Procurement of medicines and medical devices is the top sector of public procurement, both in terms of their number and the amount of contracts concluded. The procedure for concluding state contracts itself is spelled out in sufficient detail in the regulatory documents, but, despite this, risks may arise when concluding a state contract both for a potential applicant for a state order and for a state customer. The purpose of the study is to determine the possible risks when concluding a state contract of a healthcare institution for medicines and medical devices and ways to reduce them
Enhancing the design of voting advice applications with BERT language model
The relevance and importance of voting advice applications (VAAs) are demonstrated by their popularity among potential voters. On average, around 30% of voters take into account the recommendations of these applications during elections. The comparison between potential voters' and parties' positions is made on the basis of VAA policy statements on which users are asked to express opinions. VAA designers devote substantial time and effort to analyzing domestic and international politics to formulate policy statements and select those to be included in the application. This procedure involves manually reading and evaluating a large volume of publicly available data, primarily party manifestos. A problematic part of the work is the limited time frame. This study proposes a system to assist VAA designers in formulating, revising, and selecting policy statements. Using pre-trained language models and machine learning methods to process politics-related textual data, the system produces a set of suggestions corresponding to relevant VAA statements. Experiments were conducted using party manifestos and YouTube comments from Japan, combined with VAA policy statements from six Japanese and two European VAAs. The technical approaches used in the system are based on the BERT language model, which is known for its capability to capture the context of words in the documents. Although the output of the system does not completely eliminate the need for manual human assessment, it provides valuable suggestions for updating VAA policy statements on an objective, i.e., bias-free, basis
