The article is devoted to a research of the influence of financial and industrial policy on harmonization of European and Asian integration processes. Considering geopolitical and macroeconomic risks, real opportunities for the growth recovery of the national economics and sustainable financial policy are limited. They also require integrated development of effective measures of state support for the recovery of national economic growth by supporting the number of main industries. The development of anti-crisis policy should be accelerated in order to create a favorable investment climate in Russia, increase the business activity of economic agents, decrease capital outflow, and reduce the amount of unsecured budgetary commitments.peer-reviewe

Enhancing the design of voting advice applications with BERT language model

The relevance and importance of voting advice applications (VAAs) are demonstrated by their popularity among potential voters. On average, around 30% of voters take into account the recommendations of these applications during elections. The comparison between potential voters’ and parties’ positions is made on the basis of VAA policy statements on which users are asked to express opinions. VAA designers devote substantial time and effort to analyzing domestic and international politics to formulate policy statements and select those to be included in the application. This procedure involves manually reading and evaluating a large volume of publicly available data, primarily party manifestos. A problematic part of the work is the limited time frame. This study proposes a system to assist VAA designers in formulating, revising, and selecting policy statements. Using pre-trained language models and machine learning methods to process politics-related textual data, the system produces a set of suggestions corresponding to relevant VAA statements. Experiments were conducted using party manifestos and YouTube comments from Japan, combined with VAA policy statements from six Japanese and two European VAAs. The technical approaches used in the system are based on the BERT language model, which is known for its capability to capture the context of words in the documents. Although the output of the system does not completely eliminate the need for manual human assessment, it provides valuable suggestions for updating VAA policy statements on an objective, i.e., bias-free, basis

Text Mining from Party Manifestos to Support the Design of Online Voting Advice Applications

Voting advice applications (VAA) allow potential voters to compare their own policy positions to political parties running for an election. One of the key design elements of a VAA are the policy statements representing the political space covered by political parties. VAA designers face the challenge of coming up with policy statements in a short time frame. Even with medium-sized corpora of texts such as party manifestos, the formulation and selection of policy statements serving as a stimulus in the VAA is a tedious and time-consuming task. In addition, there is the risk of human selection bias. This study proposes a system to aid VAA designers in policy statement selection and formulation. The system uses the BERT language model with semantic similarity calculation to mine party manifesto sentences that are relevant to already existing VAA statements. For the experiments, VAA statements stemming from the 2021 elections and party manifestos issued for the previous two Japanese elections were used. To expand the policy space, VAA statements from the 2019 European Parliament elections were added. Results show that the proposed system is able to analyze large amounts of text in a short time, and mines text that provides practical support for designing and improving VAAs

The article presents a chemical analysis of by-products of coriander seed processing (Coriandrum sativum L.), to assess its potential use as a feed additive. Samples provided by 2 manufacturers from Russia have been studied: SPA Alekseevskoye LLC (Belgorod region) and Alushta Essential Oil State Farm-Plant JSC (Republic of Crimea). The main attention is paid to the content of nutrients, amino acids and fatty acids, which makes it possible to evaluate the cake as a promising source of energy and proteins for animals. Chemical analysis revealed significant regional and varietal differences in cake composition. Samples from the Republic of Crimea (Strongman variety) showed the highest content of crude fat (15.47%) and dry matter (94.07%), which is associated with the arid climate of the region. At the same time, samples of the Alekseevsky 190 variety from the Rostov region were characterized by an increased content of crude protein (16.01%) and essential amino acids (4.83%), including arginine (1.02%) and lysine (0.55%). Analysis of the fatty acid composition showed a high concentration of unsaturated fatty acids (up to 96.15%), including omega-6 (18.92%) and omega-9 (80.03%), with maximum values recorded in samples from the Belgorod region. The high content of linoleic acid and oleic acid makes the cake a valuable source of energy for animals
