    The article is devoted to a research of the influence of financial and industrial policy on harmonization of European and Asian integration processes. Considering geopolitical and macroeconomic risks, real opportunities for the growth recovery of the national economics and sustainable financial policy are limited. They also require integrated development of effective measures of state support for the recovery of national economic growth by supporting the number of main industries. The development of anti-crisis policy should be accelerated in order to create a favorable investment climate in Russia, increase the business activity of economic agents, decrease capital outflow, and reduce the amount of unsecured budgetary commitments.peer-reviewe

    Text Mining from Party Manifestos to Support the Design of Online Voting Advice Applications

    Voting advice applications (VAA) allow potential voters to compare their own policy positions to political parties running for an election. One of the key design elements of a VAA are the policy statements representing the political space covered by political parties. VAA designers face the challenge of coming up with policy statements in a short time frame. Even with medium-sized corpora of texts such as party manifestos, the formulation and selection of policy statements serving as a stimulus in the VAA is a tedious and time-consuming task. In addition, there is the risk of human selection bias. This study proposes a system to aid VAA designers in policy statement selection and formulation. The system uses the BERT language model with semantic similarity calculation to mine party manifesto sentences that are relevant to already existing VAA statements. For the experiments, VAA statements stemming from the 2021 elections and party manifestos issued for the previous two Japanese elections were used. To expand the policy space, VAA statements from the 2019 European Parliament elections were added. Results show that the proposed system is able to analyze large amounts of text in a short time, and mines text that provides practical support for designing and improving VAAs

    Shaping of Conditions for Raising the Level of Competition and Market Discipline in the Russian Banking Sector

    The article reviews the main aspects of the impact of the state and legal instruments of banking business regulation on raising the level of competition and market discipline in the Russian banking sector. The basic concept of the state policy aimed at improving the competitiveness of the banking sector was defined; the basic results of changes in the level of competition both for the banking sector in general and for the stability of a particular banking institution were defined. The experience of foreign countries in shaping of the competitive and supervisory relationships in the banking sector was reviewed. Certain elements of this policy that should be adapted to the respective national practices were identified. International subjects of legal regulation of market discipline in the banking business, including Basel Committee on Banking Supervision, were reviewed. The characteristics of the regulatory requirements of the Basel Accords and peculiarities of their introduction into the banking sector were given. Recommendations on introduction of foreign experience in raising the level of competition and market discipline in the Russian banking sector were formulated.     Combined laser technology in diabetic macular edema treatment. A pilot study

    Purpose. To assess preliminary clinical outcomes of combined laser treatment technology in patients with diabetic macular edema (DME).Material and methods. Six eyes of five patients with clinically significant diabetic macular edema were enrolled. The combined laser technology used a yellow wavelength (577nm) and included a combination of modified ETDRS focal/grid photocoagulation (mETDRS) and subthreshold micropulse yellow laser photocoagulation (SMYLP). The SMYLP was performed simultaneously with the mETDRS at the initial treatment and alone at the 1-month follow-up with laser settings adjusted individually in each case. All patients underwent the standard examination complemented with modern diagnostic techniques such as spectral-domain optical coherence tomography (OCT), fluorescein angiography, autofluorescence (AF), computer microperimetry (MP) at the baseline, 1- and 3-month follow-up.Results. The mean central retinal thickness decreased from the preoperative 393.5±116.9µm to 339.0±73.1µm at the 3-month follow-up. Resorption of macular edema was associated with the mean best corrected visual acuity (BCVA) improvement from 0.55±0.1 to 0.65±0.2. The mean central retinal sensitivity gradually increased from 11.2±2.4dB to 11.6±3.2dB after 3 months.Conclusion. The developed combined laser treatment technology in DME management has demonstrated promising clinical and functional outcomes resulting in the macular edema resorption and the central retinal sensitivity improvement in the short-term follow-up (3 months). One of the most prominent features of this technology is a foveal repetitive treatment possibility owing to a high selectivity of SMYLP to retinal pigment epithelium. Further clinical investigations are required to evaluate the efficacy and safety of the combined laser technology compared with the conventional laser treatment
