    Multi-rate, real time image compression for images dominated by point sources

    An image compression system recently developed for compression of digital images dominated by point sources is presented. Encoding consists of minimum-mean removal, vector quantization, adaptive threshold truncation, and modified Huffman encoding. Simulations are presented showing that the peaks corresponding to point sources can be transmitted losslessly for low signal-to-noise ratios (SNR) and high point source densities while maintaining a reduced output bit rate. Encoding and decoding hardware has been built and tested which processes 552,960 12-bit pixels per second at compression rates of 10:1 and 4:1. Simulation results are presented for the 10:1 case only

    Epistemic decision theory applied to multiple-target tracking

    A decision philosophy that seeks the avoidance of error by trading off belief of truth and value of information is applied to the problem of recognizing tracks from multiple targets (MTT). A successful MTT methodology should be robust in that its performance degrades gracefully as the conditions of the collection become less favorable to optimal operation. By stressing the avoidance, rather than the explicit minimization, of error, the authors obtain a decision rule for trajectory-data association that does not require the resolution of all conflicting hypotheses when the database does not contain sufficient information to do so reliably. This rule, coupled with a set-valued Kalman filter for trajectory estimation, results in a methodology that does not attempt to extract more information from the database than it contains

    Bone health in patients undergoing surgery for primary hyperparathyroidism at Tygerberg Hospital, Cape Town, South Africa

    Background: Increased bone resorption is a well-described consequence of primary hyperparathyroidism (PHPT). In South Africa, little is known about the impact of PHPT on skeletal health.Objective: To determine the prevalence of decreased bone mineral density (BMD), vertebral fractures and osteitis fibrosa cystica in patients with PHPT who underwent parathyroidectomy.Methods: Retrospective study of patients who underwent parathyroidectomy for PHPT at Tygerberg Hospital in Cape Town, from January 2010 to December 2019. Clinical, biochemical and BMD parameters are described.Results: Final analysis included 56 patients (median age 63.5 years; 80.4% female). Initial calcium, parathyroid hormone (PTH) and 25-hydroxyvitamin D (25[OH]D) levels were 2.93 mmol/l, 19.4 pmol/l and 34.0 nmol/l, respectively. Of the total cohort, 71.4% had decreased BMD. The prevalence of osteoporosis and osteopenia in postmenopausal women and men ≄ 50 years was 50.0% and 39.1% respectively; low bone mass for age in premenopausal women and men < 50 years was 20.0%. Vertebral fractures were seen in 21.2% of patients on radiography. Osteitis fibrosa cystica was present in five patients (9.6%). PTH levels were significantly elevated in patients with osteoporosis compared with those with normal BMD (36.4 vs. 16.1 pmol/l; p = 0.02).Conclusion: Two-thirds of patients who underwent parathyroidectomy for PHPT had decreased BMD, with osteoporosis present in 50% of postmenopausal women and older men. One in five had vertebral fractures. These findings underscore the importance of skeletal  assessment in the management of PHPT

    Understanding State Preferences With Text As Data: Introducing the UN General Debate Corpus

    Every year at the United Nations, member states deliver statements during the General Debate discussing major issues in world politics. These speeches provide invaluable information on governments’ perspectives and preferences on a wide range of issues, but have largely been overlooked in the study of international politics. This paper introduces a new dataset consisting of over 7,300 country statements from 1970-2014. We demonstrate how the UN General Debate Corpus (UNGDC) can be used to derive country positions on different policy dimensions using text analytic methods. The paper provides applications of these estimates, demonstrating the contribution the UNGDC can make to the study of international politics

    Congruence between Voters and Parties:The Role of Party-Level Issue Salience

    First published online: 25 February 2020The level of congruence between parties and their voters can vary greatly from one policy issue to another, which raises questions regarding the effectiveness of political representation. We seek to explain variation in party–voter congruence across issues and parties. We focus on the hypotheses that (1) average proximity between the positions of voters and the party they vote for will be highest on the issues that the party emphasises in the election campaign and that (2) this relationship will be stronger for niche parties. We test these hypotheses using data on the policy preferences of voters, party positions, party attention profiles and salience on concrete policy issues in four countries: The Netherlands, Ireland, Germany and Sweden. Overall, we find that voter–party proximity tends to be higher on issues that the party emphasises. As these are the issues where parties typically have the greatest policy impact, this implies that the quality of representation is highest where it matters most. There is some limited evidence that the positive relationship between issue salience and proximity is stronger for niche parties. In sum, the quality of policy representation varies strongly with party-level issue salience and to a lesser extent with the type of political party

    Lossy Data Compression for Imaging Interferometer Data using a Wavelet Transform-Based Image Compresion Algorithm

    Data compression on future space-based imaging interferometers can be used to reduce high telemetry costs, provided the performance is acceptable. This paper investigates lossy data compression of imaging interferometer datacubes using a wavelet transform-based compression algorithm, the Set Partitioning in Hierarchical Trees (SPIHT)image compression algorithm. Compression is performed on individual frames of the interferometer datacubes. Simulated datacubes from the Geosynchronous Imaging Fourier Transform Spectrometer (GIFTS) are modified to produce new complex GIFTS datacubes used to perform the experiments. Separate programs are written for the encoder and decoder in C++. The encoder and decoder are simulated to the bit-level, meaning they simulate the exact bit streams that would be generated by hardware implementations. All compression ratios reported are based on the actual file size of the encoded data. The simulations indicate very high performance of the algorithm in the interferogram domain, with average errors of less than one least significant bit (LSB)for the GIFTS long-wave band and just over one LSB for the GIFTS short/mid-wave band at compression ratios as high as 13.7:1 and 15.4:1, respectively. At the same compression ratios, errors in the spectral radiance domain are comparable to the simulated instrument noise and RMS temperature profile retrieval errors of less than 1 K are achieved using a University of Wisconsin-Madison prototype retrieval algorithm

    Unzipping Kinetics of Double-Stranded DNA in a Nanopore

    We studied the unzipping kinetics of single molecules of double-stranded DNA by pulling one of their two strands through a narrow protein pore. PCR analysis yielded the first direct proof of DNA unzipping in such a system. The time to unzip each molecule was inferred from the ionic current signature of DNA traversal. The distribution of times to unzip under various experimental conditions fit a simple kinetic model. Using this model, we estimated the enthalpy barriers to unzipping and the effective charge of a nucleotide in the pore, which was considerably smaller than previously assumed.Comment: 10 pages, 5 figures, Accepted: Physics Review Letter

DOI: 10.1080/03004430802352087The number of men in teaching has always been small, particularly in early childhood, but those that do come into teaching usually do so for the same reasons as women, namely enjoyment of working with children, of wanting to teach and wanting to make a difference to children's lives. However, in two separate studies, the authors have shown that on beginning teacher training in 1998, and at the point of leaving the profession in 2005, men and women tend to emphasise different concerns. This article will explore those differences and seek possible explanations for how men's views of teaching might be changing over time.Peer reviewe
