    Deployment : The tripods were assembled, tested and secured onboard the RIV Sea Diver, which left the Little Creek Amphibious Base in Norfolk, Virginia early on 26 September. While underway to the deployment site, the continuous surface water conductivity and temperature survey was run and several CTD casts were made. The tripods were deployed on 26 September and secured to the sea floor with sand anchors by VIMS divers. The R/V Sea Diver then began the series of on/off shore transects at the tripod deployment site for approximately 12 hours. The vessel returned to port on 27 September . Recovery: The tripod recovery cruise began late on 21 October and repeated the underway data collection scheme of the September cruise. On October 22 divers removed the sand anchors and the tripods were recovered without incident. The on/off shore transects were repeated and transit to port occurred on 23 October

    Spherical Whittaker functions on the metaplectic n-fold cover of GL(r+1) over a nonarchimedean local field containing n distinct n-th roots of unity may be expressed as the partition functions of statistical mechanical systems that are variants of the six-vertex model. If n=1 then in view of the Casselman-Shalika formula this fact is related to Tokuyama's deformation of the Weyl character formula. It is shown that various properties of these Whittaker functions may be expressed in terms of the commutativity of row transfer matrices for the system. Potentially these properties (which are already proved by other methods, but very nontrivial) are amenable to proof by the Yang-Baxter equation

    Physical Response of the York River Estuary to Hurricane Isabel

    After making landfall on the North Carolina coast on the morning of 18 September 2003, Category 2 Hurricane Isabel tracked northward parallel to and slightly west of the Chesapeake Bay. At Gloucester Point, near the mouth of the York River estuary, strong onshore winds with speeds in excess of 20 m⋅s-1 persisted for over 12 hours and peak winds reached over 40 m⋅s-1, causing a sustained up-estuary wind stress. Storm surge exceeded 2 m throughout most of the lower Chesapeake Bay. A 600 kHz acoustic Doppler current profiler (ADCP), deployed at a depth of 8.5 m off Gloucester Point, provided high-quality data on waves, storm surge, currents, and acoustic backscatter throughout the water column before, during, and after the storm. Pressure and salinity sensors at three additional sites further up the estuary provided information on water surface slope and saltwater excursion up the estuary. A first-order estimate of three terms of the along-channel momentum equation (barotropic pressure gradient, acceleration, and friction) showed that the pressure gradient appeared to be balanced by the wind stress and the acceleration during the storm.     Claimed Co-ethnics and Kin-State Citizenship in Southeastern Europe

    The paper introduces the often neglected concept of 'claimed co-ethnics' in the analysis of citizenship policies. It argues that this is an interstitial category that further complicates the triadic nexus between national minorities, nationalising states and kin-states. The 'claimed co-ethnics' are defined as people who are recognised by the citizenship (or ethnizenship) conferring state as belonging to its main ethnic group, although they themselves do not embrace that definition. In addition to bringing the issue of claimed co-ethnics into focus, the paper elucidates how citizenship policies can affect groups that challenge the exact fit between ethnicity and nation, showing how national governments through particular citizenship policies and categorisation practices engage in the construction of these groups. The paper shows that the triadic nexus framework, which has had a strong influence on citizenship and minorities scholarship, needs to be revised to include unidirectional relations between the elements of the triadic nexus.     A multiscale analysis of gene flow for the New England cottontail, an imperiled habitat specialist in a fragmented landscape

    Landscape features of anthropogenic or natural origin can influence organisms\u27 dispersal patterns and the connectivity of populations. Understanding these relationships is of broad interest in ecology and evolutionary biology and provides key insights for habitat conservation planning at the landscape scale. This knowledge is germane to restoration efforts for the New England cottontail (Sylvilagus transitionalis), an early successional habitat specialist of conservation concern. We evaluated local population structure and measures of genetic diversity of a geographically isolated population of cottontails in the northeastern United States. We also conducted a multiscale landscape genetic analysis, in which we assessed genetic discontinuities relative to the landscape and developed several resistance models to test hypotheses about landscape features that promote or inhibit cottontail dispersal within and across the local populations. Bayesian clustering identified four genetically distinct populations, with very little migration among them, and additional substructure within one of those populations. These populations had private alleles, low genetic diversity, critically low effective population sizes (3.2-36.7), and evidence of recent genetic bottlenecks. Major highways and a river were found to limit cottontail dispersal and to separate populations. The habitat along roadsides, railroad beds, and utility corridors, on the other hand, was found to facilitate cottontail movement among patches. The relative importance of dispersal barriers and facilitators on gene flow varied among populations in relation to landscape composition, demonstrating the complexity and context dependency of factors influencing gene flow and highlighting the importance of replication and scale in landscape genetic studies. Our findings provide information for the design of restoration landscapes for the New England cottontail and also highlight the dual influence of roads, as both barriers and facilitators of dispersal for an early successional habitat specialist in a fragmented landscape

    Political mobilisation by minorities in Britain: negative feedback of ‘race relations'?

    This article uses a political opportunity approach to study the relationship of minority groups to the political community in Britain. The main argument is that the British race relations approach established in the 1960s had an important effect that still shapes the patterns of political contention by different minority groups today. Original data on political claims-making by minorities demonstrate that British 'racialised' cultural pluralism has structured an inequality of opportunities for the two main groups, African-Caribbeans and Indian subcontinent minorities. African-Caribbeans mobilise along racial lines, use a strongly assimilative 'black' identity, conventional action forms, and target state institutions with demands for justice that are framed within the recognised framework of race relations. Conversely, a high proportion of the Indian subcontinent minority mobilisation is by Muslim groups, a non-assimilative religious identity. These are autonomously organised, but largely make public demands for extending the principle of racial equality to their non-racial group. Within the Indian subcontinent minorities, the relative absence of mobilisation by Indian, Sikh and Hindu minorities, who have achieved much better levels of socio-economic success than Pakistani and Bangladeshi Muslims, suggests that there is also a strong socioeconomic basis for shared experiences and grievances as Muslims in Britain. This relativises the notion that Muslim mobilisation is Britain is purely an expression of the right for cultural difference per se, and sees it as a product of the paradoxes of British race relations

    Low Energy Light Yield of Fast Plastic Scintillators

    Compact neutron imagers using double-scatter kinematic reconstruction are being designed for localization and characterization of special nuclear material. These neutron imaging systems rely on scintillators with a rapid prompt temporal response as the detection medium. As n-p elastic scattering is the primary mechanism for light generation by fast neutron interactions in organic scintillators, proton light yield data are needed for accurate assessment of scintillator performance. The proton light yield of a series of commercial fast plastic organic scintillators---EJ-200, EJ-204, and EJ-208---was measured via a double time-of-flight technique at the 88-Inch Cyclotron at Lawrence Berkeley National Laboratory. Using a tunable deuteron breakup neutron source, target scintillators housed in a dual photomultiplier tube configuration, and an array of pulse-shape-discriminating observation scintillators, the fast plastic scintillator light yield was measured over a broad and continuous energy range down to proton recoil energies of approximately 50 keV. This work provides key input to event reconstruction algorithms required for utilization of these materials in emerging neutron imaging modalities.Comment: 15 pages, 6 figure
