    Endoscopic meatotomy in the treatment of ureterocele: results in adult patients

    To evaluate the efficacy of endoscopic meatotomy in the treatment of ureterocele in adults. A retrospective study of adult patients with ureterocele, treated between January 1987 and December 2014. In 47 patients, 55 intravesical ureteroceles were diagnosed and classified as 18 right, 21 left and eight bilateral (38%, 44% and 17% respectively). According to the Bruézière classification, 41 (75%) ureteroceles were type A and 14 (25%) others were type C. These ureteroceles were complicated by calculus formation in 22 cases, moderately dilated excretory pathways in 16 cases and both complications in a total of 9 cases. Four patients had a complicated ureterocele with pyelonephritis, one of which was emphysematous. The endoscopic treatment was performed in cases of complicated and/or symptomatic ureteroceles. Fifty one cases were treated by a "smiling mouth" meatotomy consisting in a transverse horizontal incision, with the treatment of any associated complication. The mean operative time was 35 minutes (10-90). The operative follow-up was uneventful in 42 patients and complications occurred in 5 patients (2 urinary retentions, 2 infectious complications and one hematuria). The mean duration of postoperative stay was 1-2 days. The mean follow-up was 15 months. Four patients developed vesicoureteral reflux and no stenosis was noted. The endoscopic incision of the ureteroceles seems today, after reviewing the results, to be a good treatment of adult ureterocele. It is a simple, minimally invasive and has a low morbidity rate

    Drying methodology effect on the phenolic content, antioxidant activity of Myrtus communis L. leaves ethanol extracts and soybean oil oxidative stability

    In this study, different drying methodologies (convective air, oven and microwave) of Myrtus communis L. (M. communis L.) leaves were conducted to investigate their effects on the levels of phenolic compounds, antioxidant capacity of ethanolic extracts (EEs) as well as the soybean oil oxidative stability. Drying methodology significantly influenced the extractability of phenolic compounds. Microwave drying led to an increase in the amounts of total phenols, flavonoids and proanthocyanidins followed by oven drying at 70 °C. Higher temperature of drying (100 and 120 °C) led to a significant reduction of their amounts (p < 0.05). An ultra-performance liquid chromatography method combined with high resolution mass spectroscopic detection was used to analyze the phenolic fraction of extracts. Higher amounts of the identified compounds were observed when leaves were heat treated. Furthermore, the evaluation of the antioxidant activity showed that the studied extracts possess in general high antioxidant capacities, significantly dependent on the employed drying methodology. The incorporation of the different extracts at 200 ppm in soybean oil showed that its oxidative stability was significantly improved. Extracts from leaves treated with microwave (EE_MW) and at 70 °C (EE_70) have better effect than BHT. The results of the present study suggest that microwave drying could be useful to enhance the extractability of phenolic compounds and the antioxidant capacity of M. communis L. leaf extract

    La constitution de 2014 a consacré pour la première fois les règles de la bonne gouvernance des finances publiques, à savoir l'efficacité, la transparence et la redevabilité. Cette mutation au niveau des concepts financiers publics apparaît comme la concrétisation de la volonté exposée dès 1996 d'introduire la gestion orientée vers les résultats dans le pays. Toutefois, les actions conséquentes de la réforme ont tardé en raison d'un engagement politique faible, traduisant une certaine méfiance des conséquences lourdes qu'elle entraîne. Pour cette raison, ce travail tente de mettre en exergue l'importance de la réforme budgétaire dans l'amélioration de la gestion financière publique dans un contexte de contrainte budgétaire et d'ambiguïté des politiques publiques. Plus concrètement, la nomenclature budgétaire, qui est un système de classification des données budgétaires et comptables d'un côté, et un cadre d'interprétation de l'action publique d'un autre côté, constitue le point de départ dans ce processus. Pour cela, cette étude vise à évaluer la capacité du modèle de nomenclature mis en place par la nouvelle loi organique de 2019 à générer une gestion financière performante. Ce modèle doit favoriser l'instauration d'une transparence de l'information budgétaire et la redevabilité des gestionnaires publics. De plus, il doit contribuer à l'efficacité de la confection du budget de l'État en revalorisant le rôle du parlement dans ce processus.The 2014 constitution established for the first time the rules of good governance of public finances, namely efficiency, transparency and accountability. This change in public financial concepts appears to be the realization of the desire expressed in 1996 to introduce results-oriented management in the country. However, the consequent actions of the reform were delayed due to a weak political commitment, reflecting a certain mistrust of the heavy consequences that it entails. For this reason, this work attempts to highlight the importance of budget reform in improving public financial management in a context of budget constraint and ambiguity of public policies. More concretely, the budget nomenclature, which is a system for classifying budgetary and accounting data on the one hand, and a framework for interpreting public action on the other hand, constitutes the starting point in this process.To do this, this study aims to assess the capacity of the nomenclature model put in place by the new organic law of 2019 to generate efficient financial management. This model should promote the establishment of transparency in budget information and the accountability of public managers. In addition, it must contribute to the efficiency of the preparation of the state budget by enhancing the role of parliament in this process

    peer reviewedThe glucosinolate profiles, phenol and flavonoid contents and the antioxidant activity of Eruca vesicaria longirostris were studied for different organs and origins. Eleven desulpho-glucosinolates (DS-GLSs) were isolated and quantified by lipid chromatography- DAD. Similarity between profiles was obtained. Total DS-GLS content, expressed as sinigrin equivalents (SE) revealed a certain variabilily ranging between (76.07-45.61), (27.01-13.53), (4.52 -18.01), (9.39-3.37) and (1.16-13.99) ÎĽmol /g DW for seeds, flowers, leaves, roots and stems, respectively
