    Deterring to Lead? Nuclear Crises, Non-State Proxies, and India's Regional Leadership

    Why is India unable to maintain regional leadership in a nuclearized South Asia? In this paper, we explore the impediments to India's regional leadership by examining Delhi's foreign policy behavior within the nuclearized rivalry with Pakistan since 1998. Based on a comparison of Indian foreign policy elites' responses to a set of dyadic crises since overt nuclearisation in 1998, we argue that structural parameters of South Asia's current security environment undermine the prospects of coercing or influencing the behavior of India's most potent contender. More specifically, we argue that Delhi's failure to develop an effective strategy to deter armed resistance is largely due to the combined presence of militant groups and inadequate deterrence strategies. Recurrent, undeterred militant attacks have thus become a symbol of resistance against India's predominance in the region

    Assessing US Influence over India-Israel Relations: A Difficult Equation to Balance?

    As India’s Israel policy evolved over time, the US involvement in this bilateral relationship has been constant, albeit neither consistent nor direct. Breaking with traditional state-centric approaches, this article focuses on the key role played in shaping the nature of India–Israel ties by non-state and sub-state actors such as specific political personalities, for example Congressmen Emmanuel Celler in the 1940s and Stephen Solarz in the 1980s, as well as of pro-Israel interest groups based in the US, like the Anti-Defamation League (ADL) and the American Jewish Committee (AJC). The article shows that the US factor in India–Israel relations has evolved over time depending on the personalities, political constellations in power in India and regional developments in West Asia. Finally, while India, Israel and US interests seem to have converged at some crucial junctures, the article argues that their policies and strategies have rarely aligned over the long term.The Institutions of Politics; Design, Workings, and implications ( do not use, ended 1-1-2020

    Caracterización preliminar de las propiedades del aerosol en columna (EOA-EA) en la estación sahariana de Tamanrasset (Argelia)

    A Cimel sun photometer has been in operation at Tamanrasset station since late 2006. In this study, more than two years of aerosol measurements have been analyzed from October 2006 to January 2009. Two parameters, aerosol optical depth (AOD) and Ångström exponent (AE), have been used for this preliminar characterization. At this station, the mean AOD is 0.25±0.15 and the mean AE is 0.48±0.23. Both time series data show a clear seasonal cycle. A dry-cool season (fall and winter time), characterized by low AOD and high AE values, and a wet-hot season (in spring-summer), with strong and frequent mineral dust storms, giving high AOD and low AE values, are observed at Tamanrasset. Both, AOD and AE values show the behaviour of a station where desert mineral dust is the prevailing aerosol defining the characteristic of the site. However a significant number of episodes with AE values around 1 together with AOD greater than 0.2 have been found, what suggests the presence of pollution derived aerosols.Financial supports from the Spanish MICIIN (ref.
