How Dutch Institutions Enhance the Adaptive Capacity of Society
This report examines the adaptive capacity of the institutional framework of the Netherlands to cope with the impacts of climate change. Historically, institutions have evolved incrementally to deal with existing social problems. They provide norms and rules for collective action and create continuity rather than change. However, the nature of societal problems is changing as a result of the processes of globalization and development. With the progress made in the natural sciences, we are able to predict in advance, to a certain extent, the potential environmental impacts of various human actions on society, for example, climate change. This raises some key questions: Are our institutions capable of dealing with this new knowledge about future impacts and, more importantly, with the impacts themselves? Are our institutions capable of dealing with the inherent uncertainty of the predictions
Binary Models for Marginal Independence
Log-linear models are a classical tool for the analysis of contingency
tables. In particular, the subclass of graphical log-linear models provides a
general framework for modelling conditional independences. However, with the
exception of special structures, marginal independence hypotheses cannot be
accommodated by these traditional models. Focusing on binary variables, we
present a model class that provides a framework for modelling marginal
independences in contingency tables. The approach taken is graphical and draws
on analogies to multivariate Gaussian models for marginal independence. For the
graphical model representation we use bi-directed graphs, which are in the
tradition of path diagrams. We show how the models can be parameterized in a
simple fashion, and how maximum likelihood estimation can be performed using a
version of the Iterated Conditional Fitting algorithm. Finally we consider
combining these models with symmetry restrictions

Measurement of the ATLAS solenoid magnetic field
ATLAS is a general purpose detector designed to explore a wide range of physics at the Large Hadron Collider. At the centre of ATLAS is a tracking detector in a 2 T solenoidal magnetic field. This paper describes the machine built to map the field, the data analysis methods, the final results, and their estimated uncertainties. The remotely controlled mapping machine used pneumatic motors with feedback from optical encoders to scan an array of Hall probes over the field volume and log data at more than 20 000 points in a few hours. The data were analysed, making full use of the physical constraints on the field and of our knowledge of the solenoid coil geometry. After a series of small corrections derived from the data itself, the resulting maps were fitted with a function obeying Maxwell's equations. The fit residuals had an r.m.s. less than 0.5 mT and the systematic error on the measurement of track sagitta due to the field uncertainty was estimated to be in the range 0.02 % to 0.12 % depending on the track rapidity
Institutions for adaptation: do institutions allow society to adapt to the impacts of climate change?
Historisch gezien hebben instituties (formele en informele sociale regels en interactiepatronen) zich altijd ontwikkeld als reactie op sociale problemen, waaronder milieuproblemen. De laatste decennia worden gekenmerkt door toenemende economische ontwikkeling en globalisering, waardoor sociale problemen zich sneller ontwikkelen en onze kennis over deze problemen toeneemt. Belangrijke vraag is: in hoeverre maken instituties een tijdige en effectieve reactie vanuit de samenleving op de gevolgen van klimaatverandering mogelijk? Eerst is het Adaptatiewiel ontwikkeld als een methode om instituties te beoordelen op de mate waarin zij aanpassingen vanuit de samenlevingen bevorderen of belemmeren. Darmee is vervolgens de officiële Nederlandse institutionele context geëvalueerd in vier beleidssectoren (natuur, landbouw, water en ruimtelijke ordening). Ook is het Adaptatiewiel toegepast in vier case studies (Individuele Verantwoordelijkheid, Waterveiligheid, Bouwen in Laaggelegen Gebieden en Waddenzee
Constraints on a Massive Dirac Neutrino Model
We examine constraints on a simple neutrino model in which there are three
massless and three massive Dirac neutrinos and in which the left handed
neutrinos are linear combinations of doublet and singlet neutrinos. We examine
constraints from direct decays into heavy neutrinos, indirect effects on
electroweak parameters, and flavor changing processes. We combine these
constraints to examine the allowed mass range for the heavy neutrinos of each

Managing tourism decline: insights from the Isle of Man
Qualitative interviews conducted in the Isle of Man investigate local perceptions of a tourism industry in long-term decline: a development stage typically overlooked. Negative impacts of decline are revealed; including facilities loss, landscape erosion, and a heightened sense of peripherality. Together such impacts undermine local identity and attractiveness of place. Tourists are welcomed as they help to affirm the pride residents have in their island, create atmosphere, provide social interaction opportunities, stimulate positive emotions and combat negative stereotyping. Emphasised is the on-going importance of tourism impacts in a peripheral location. Practioner recommendations are therefore made calling attention to the need to more carefully manage the process of decline. Potential strategies for achieving this are signposted
Revising Neutrino Oscillation Parameter Space With Direct Flavor-Changing Interactions
We formulate direct, neutrino flavor-changing interactions in a framework
that fits smoothly with the parameterization of two-and three-state mixing of
massive neutrino states. We show that even small direct interaction strengths
could have important consequences for the interpretation of currently running
and proposed oscillation experiments. The oscillation amplitude and the borders
of the allowed regions in two-and three-flavor mixing parameter space can be
sensitieve to the presence of direct interactions when the transition
probability is small. We use extensively the high sensitivity of the NOMAD
experiment to illustrate potentially large effects from small, direct flavor
violation. In the purely leptonic sector, we find that the clean muon neutrino
and electron neutrino beams from a muon collider could provide the sharpest
tests of direct flavor violation.Comment: 16 pages, 10 figure
Shadowing in neutrino deep inelastic scattering and the determination of the strange quark distribution
We discuss shadowing corrections to the structure function in neutrino
deep-inelastic scattering on heavy nuclear targets. In particular, we examine
the role played by shadowing in the comparison of the structure functions
measured in neutrino and muon deep inelastic scattering. The importance of
shadowing corrections in the determination of the strange quark distributions
