    Convergence and divergence of elite sport policies: is there a one-size-fits-all model to develop international sporting success?

    This study is based on a detailed international comparison of the elite sport policies of 15 nations as part of the SPLISS (Sports Policy Factors Leading to International Sporting Success) study. It aims to provide deeper insights into the phenomena of convergence and divergence of elite sport policies. The research uses a mixed methods approach based on document reviews, interviews with high performance directors and surveys of 3142 athletes, 1376 coaches and 246 performance directors. There appears to be no generic blueprint for achieving international sporting success. Nations that perform well in international competition show varying patterns of relative strengths and weaknesses across nine pillars, 96 critical success factors, and 750 sub-factors. While the basic raw ingredients of the recipe might be common in broad terms, the combinations in which they are mixed are diverse. Much of this diversity appears to be driven by social, cultural and political factors

    Understanding sport clubs as sport policy implementers

    The original publication is available at: http://dx.doi.org/10.1080/17430430802196553This article aims at developing a theoretical framework for analysing the implementation of sport policy, as it is conducted by voluntary sport clubs at grass root level. First, three options are presented and discussed: (i) a classical top-down implementation model, (ii) the governance theory of policy tools, and (iii) the Advocacy Coalition Framework. Second, the theoretical perspectives are discussed, and criticized for failing to take sufficiently into account the implementing body of sport policy, namely the voluntary sport clubs. In that respect, an alternative theoretical framework is suggested as a possible solution for analysing the implementation of sport policy; which is the translation perspective of neo-institutionalism. It stresses that, if elements of central policy influence the implementation process at the local level, it does so by the active import, interpretation and implementation of it in the local context.     The current context of State sport governance and funding structures in the United Kingdom continue to challenge national, regional and local bodies and community clubs’ abilities to fulfil ambitions to support participation and competition at all levels. Notwithstanding sport clubs’ laudable intentions to support involvement and encourage participation (often with limited resources, guidance and communication from National Governing Bodies (NGB)), clubs face considerable practical, political and ideological constraints that adversely affect their day-to-day operations and ability to translate sport policy in ‘action’ in meaningful ways. Drawing on data from 21 athletic clubs in England, this paper examines how athletic clubs’ relations with the NGB, UK Athletics (UKA), raise questions about the clubs’ individual and collective identities, agendas, ideals and overall value to its members

    Integration between Women’s and Men’s Football Clubs: A Comparison between Brazil, China and Italy

    Despite an increasing interest from media and fans, one of the challenges women’s football currently faces is the lack of resources to sustain its growth at both grassroots and elite levels. To cope with this issue, National Associations (NAs) of various countries have recently formulated a policy demanding men’s football clubs to integrate a women’s team within their structure. Using the Multiple Streams Framework (Kingdon, 1984), this article examines the context, timing and conditions leading to the implementation of the policy of integration in three different countries: Brazil, China and Italy. The authors collected and analysed policy documents and media reports to identify factors influencing the policy formulation. Results indicate declining performances of senior women’s national team, low participation rates, external pressures from supranational football institutions and increased societal need to reduce gender disparities contribute to influence NAs’ engagement with policies for the development of women’s football. While potentially helping women’s football enhance its visibility and commercialisation, the policy of integration risks the women’s game continuing to be seen as subaltern to its men’s counterpart.     Balancing between coordination, cooperation and competition? A mixed-method approach for assessing the role ambiguity of local sports authorities

    In recent years, the subsidiarity principle has been underlined in Sport-for-All policies in countries such as Germany, Austria and Belgium. According to this organising principle, issues need to be handled by the lowest possible political and administrative level, and as close to the citizens as possible. The 2007 decree concerning Sport-for-All policies at the local level in Flanders (Belgium) clearly referred to this. It emphasised the decentralisation of the Sport for All policy, and highlighted the regulatory and coordinating role of local sports authorities. As a consequence, they may face conflicting roles of being coordinator, regulator and provider of mass sport at the local level. In this paper, a mixed-method approach is used to give a closer insight in the role perceptions of local sports authorities in Flanders, and their position towards private sport providers. The results show that local sports authorities consider the coordination and regulation of mass sport in their municipality as their primary task. Yet, it appears that private sport providers also perceive competition from local sports authorities. Moreover, a considerable number of the local sports authorities believe they can combine the roles of provider and coordinator. As there appears to be considerable goal ambiguity, it is necessary for local sports authorities to formulate clear goals. Referring to the principle of subsidiarity, it is argued that sports authorities should only intervene when (non-)profit sport providers are not able to achieve the desirable outcomes with regard to sport and the welfare agenda

    Sport policy convergence: a framework for analysis

However, the concept is too often treated as unproblematic in definition, measurement and operationalisation. It is argued in this paper that a more effective framework for examining claims of convergence is one that analyses the concept in terms of seven dimensions which can be explored through a mix of quantitative and qualitative methods of data collection. It is also argued that a deeper understanding of the process of convergence can be gained by operationalising the concept in the context of a selected range of meso-level theories of the policy process or of specific aspects of the process. The proposed analytic framework provides not only a definition of convergence but also the basis for a more nuanced investigation of hypotheses of convergence
