The Determinants of High School Closures: Lessons from Longitudinal Data throughout Illinois

Facing substantial financial pressure, many districts close schools in order to preserve solvency and improve student outcomes. Using a new longitudinal data set on all non-Cook County Illinois schools, we examine the determinants of high school closure decisions from 1991 through 2005. Our dataset combines information from a wide variety of sources, including the Illinois State Board of Education, the Census Bureau, the Illinois Department of Revenue, and the Bureau of Labor Statistics. Prior studies in this area typically use cross-sectional data, short panels, or case-studies. Schools that close have lower enrollments, are located in more rural areas, and have higher per-pupil expenditures. Enrollments and fiscal resources are indeed the most important determinants of school closures. Neither math and reading test scores nor the sociodemographics of the students have a significant impact on high school closure decisions.economics of education, education finance, human capital, secondary education

The Influences of Buddhism and Development on the Well-Being of Bhutan\u27s Street Dogs

Bhutan is the only country that has implemented a nationwide capture-neuter- vaccinate-release (CNVR) program to manage its street dog population. To explore motivations for the implementation of the program and the extent to which it is successful, face-to-face interviews were conducted with representatives of all three animal sanctuaries in Bhutan that focus on the well-being of street dogs. Results suggest that Bhutan’s transition to democracy, coinciding with increases in socioeconomic development and tourism from the West, and incorporation of Buddhist teachings in its consideration of street dog management strategies guided the implementation of a nationwide CNVR program. A lack of both resources and a plan to acquire them, along with inexperience with democratic practices, however, may interfere with successful management of the program, resulting in a growing street dog population. Development in Bhutan also poses risks to the well-being of street dogs

Global inequality, human rights and power: a critique of Ulrich Beck's cosmopolitanism

This article is a critique of Ulrich Beck's advocacy of a cosmopolitan approach to global inequality and human rights. It is argued that cosmopolitanism does not bring a new and unique perspective on global inequality. In fact Beck's proposals on migration would reinforce inequality and anti-cosmopolitanism. It is argued that his `both/and' perspective on hybridization and contextual universalism is undermined by inequality, conflict and power that are glossed over in Beck's approach. I argue that human rights interventionism as advocated by Beck falls short of cosmopolitanism, in ways which are shown by qualifications about power and inequality that Beck himself makes in his arguments

Mineralogy of the MSL Curiosity landing site in Gale crater as observed by MRO/CRISM

Orbital data acquired by the Compact Reconnaissance Imaging Spectrometer for Mars (CRISM) and High Resolution Imaging Science Experiment instruments on the Mars Reconnaissance Orbiter (MRO) provide a synoptic view of compositional stratigraphy on the floor of Gale crater surrounding the area where the Mars Science Laboratory (MSL) Curiosity landed. Fractured, light-toned material exhibits a 2.2 µm absorption consistent with enrichment in hydroxylated silica. This material may be distal sediment from the Peace Vallis fan, with cement and fracture fill containing the silica. This unit is overlain by more basaltic material, which has 1 µm and 2 µm absorptions due to pyroxene that are typical of Martian basaltic materials. Both materials are partially obscured by aeolian dust and basaltic sand. Dunes to the southeast exhibit differences in mafic mineral signatures, with barchan dunes enhanced in olivine relative to pyroxene-containing longitudinal dunes. Revised CRISM spectral parameters and summary products based on the currently detected mineral diversity on Mars

The investigation of hyperspectral data from the Mars Reconnaissance Orbiter Compact Reconnaissance Imaging Spectrometer for Mars (CRISM) and the Observatoire pour la Minéralogie, L'Eau, les Glaces et l'Activitié (OMEGA) on Mars Express has revealed an increasingly diverse suite of minerals present on the Martian surface. A revised set of 60 spectral parameters derived from corrected spectral reflectance at key wavelengths in CRISM targeted observations and designed to capture the known diversity of surface mineralogy on Mars is presented here as “summary products.” Some of the summary products have strong heritage to OMEGA spectral parameter calculations; this paper also presents newly derived parameters that highlight locations with more recently discovered spectral signatures. Type locations for the diversity of currently identified mineral spectral signatures have been compiled into a library presented in this work. Our analysis indicates that the revised set of summary products captures the known spectral diversity of the surface, and successfully highlights and differentiates between locations with differing spectral signatures. The revised spectral parameter calculations and related products provide a useful tool for scientific interpretation and for future mission landing site selection and operations

Probing the Early Stages of Low-Mass Star Formation in LDN 1689N: Dust and Water in IRAS 16293-2422A, B, and E

We present deep images of dust continuum emission at 450, 800, and 850 micron of the dark cloud LDN 1689N which harbors the low-mass young stellar objects (YSOs) IRAS 16293-2422A and B (I16293A and I16293B) and the cold prestellar object I16293E. Toward the positions of I16293A and E we also obtained spectra of CO-isotopomers and deep submillimeter observations of chemically related molecules with high critical densities. To I16293A we report the detection of the HDO 1_01 - 0_00 and H2O 1_10 - 1_01 ground-state transitions as broad self-reversed emission profiles with narrow absorption, and a tentative detection of H2D+ 1_10 - 1_11. To I16293E we detect weak emission of subthermally excited HDO 1_01 - 0_00. Based on this set of submillimeter continuum and line data we model the envelopes around I16293A and E. The density and velocity structure of I16293A is fit by an inside-out collapse model, yielding a sound speed of a=0.7 km/s, an age of t=(0.6--2.5)e4 yr, and a mass of 6.1 Msun. The density in the envelope of I16293E is fit by a radial power law with index -1.0+/-0.2, a mass of 4.4 Msun, and a constant temperature of 16K. These respective models are used to study the chemistry of the envelopes of these pre- and protostellar objects. The [HDO]/[H2O] abundance ratio in the warm inner envelope of I16293A of a few times 1e-4 is comparable to that measured in comets. This supports the idea that the [HDO]/[H2O] ratio is determined in the cold prestellar core phase and conserved throughout the formation process of low-mass stars and planets.Comment: 61 pages, 17 figures. Measurement of the Beam Asymmetry Σ\Sigma in the Forward Direction for pi0 Photoproduction

Photoproduction of neutral pions has been studied with the CBELSA/TAPS detector for photon energies between 0.92 and 1.68~GeV at the electron accelerator ELSA. The beam asymmetry~$\Sigma$ has been extracted for $115^\circ < \theta_{\rm c.m.} < 155^\circ$ of the $\pi^0$~meson and for $\theta_{\rm c.m.} < 60^\circ$. The new beam asymmetry data improve the world database for photon energies above 1.5~GeV and, by covering the very forward region, extend previously published data for the same reaction by our collaboration. Measurement of polarisation observables in Ks0Σ+K^0_s\Sigma^+ photoproduction off the proton

The reaction $\gamma \, p \rightarrow K^0_S\,\Sigma^+$ is studied in the photon energy range from threshold. Linearly polarised photon beams from coherent bremsstrahlung enabled the first measurement of photon beam asymmetries in this reaction up to $E_\gamma = 2250$ MeV. In addition, the recoil hyperon polarisation was determined through the asymmetry in the weak decay $\Sigma^+ \rightarrow p \pi^0$ up to $E_\gamma = 1650$ MeV. The data are compared to partial wave analyses, and the possible impact on the interpretation of a recently observed cusp-like structure near the $K^*$ thresholds is discussed.Comment: 6 pages, 5 figures.
