L’intégration à la sphère très active des mouvements altermondialistes constitue-t-elle pour les mouvements féministes une opportunité? L’observation des débuts d’un réseau défini par ses militantes comme altermondialiste et féministe indique que la mise en place d’une initiative féministe dans le cadre de mobilisations comme le contre-sommet ou le Forum Social fait courir le risque à ses activistes soit de ne pas s’y intégrer, soit de voir le répertoire d’action féministe accueilli avec hostilité. Même dans les cas où une intégration des thèmes féministes dans les agendas des organisations altermondialistes se produit, elle court le risque de se voir vidée de sa substance critique et instrumentalisée.Is the Integration to the very active sphere of anti-globalization movements an opportunity for feminist movements? When one observes the beginning of a network defined by its activists as both anti-globalisation and feminist, one notices that staging a feminist initiative in counter-summits or Social Forums can be a risky project, for it may not be integrated to it or it may be welcomed with hostility. Even when the integration of the feminist themes is actually achieved in the anti-globalization movement agendas, it may be emptied of its potential for criticism and merely used.¿Es oportuna la integración de los movimientos feministas a la muy activa esfera de los movimientos altermundialistas? La observación del inicio de una red definida por sus militantes como altermundialista y feminista indica que la instauración de una iniciativa feminista en el cuadro de movilizaciones como la anti-cumbre o el Foro Social comporta el riesgo, para las activistas, de no integrarse o de que el repertorio de la acción feminista sea recibido con hostilidad. Incluso en el caso de que se produzca una integración de temas feministas en las agendas de las organizaciones altermundialistas, se corre el riesgo de verse instrumentalizadas y evacuadas de toda substancia crítica
Le contre-sommet, une action directe contre la mondialisation ?
Le contre‑sommet est un mode d’action créé pour agir directement contre la mondialisation par le blocage des sommets de chefs d’État ou d’organisations internationales. Cependant, de par son institutionnalisation et sa systématisation, cette perspective s’est modifiée, et ce mode de protestation est devenu de plus en plus symbolique – les événements de Gênes en juillet 2001 ont à cet égard marqué un tournant. Le fait qu’un grand nombre de participants aux contre‑sommets restent attachés à un objectif de blocage a entraîné une redéfinition des modes d’action directe au sein de diverses tendances des mouvements dits antimondialisation, ainsi que des paradoxes.The counter‑summit is a form of action originally created in order to act directly against globalisation by blocking summits attended by heads of state or international organisations. However, through its institutionalisation and systematisation, this perspective has altered, and this form of protest has become increasingly symbolic – the events which took place in Genoa in July 2001 marked a turning‑point in this respect. The fact that a large number of those participating in the counter-summits remain attached to the aim of blocking the « official » summits has led to a redefinition of forms of direct action within the different tendencies of so‑called anti‑globalisation movements, as well as to certain paradoxes
La politización de las identidades negras y “democracia agonística”: un análisis comparativo de Francia y Colombia
The categorization of populations as black is an emerging policy
tool in democracies concerned with multiculturalism and social
cohesion. Under the paradigm of the fight against discriminations,
policies have been designed in order to mitigate inequalities
pervasive in race relations, thereby raising the question of how the
Blacks, who have been constructed as a subordinate category in
social representations and practices, may be specifically targeted by
public action. France and Colombia here display very contrastive
landscapes: while Colombia has adopted a multicultural constitution
in the 1990s and publicly acknowledges ethnic minorities, France still
very much operates within a Republican color-blind framework and
uses territorial or socio-economic angles to target ethnic minorities.
However, both countries offer a surprisingly similar situation vis-à-
vis the positioning of the Blacks at the center of political discourses
on cultural diversity and its issues, even though the difficulty to
provide a univocal definition of Blackness relates to specific historical
patterns of colonization and migration in each country. Both France
and Colombia also tend to frame policies targeting the Blacks in terms
of citizenship, often claiming to facilitate the inclusion of otherwise
excluded groups in the demos.La denominación “población negra” puede verse como una
herramienta de los discursos políticos emergente en las democracias
que se ocupan de la multiculturalidad y la cohesión social. Bajo
el paradigma de la lucha contra las discriminaciones, se han ido
diseñando políticas públicas con el fin de mitigar las profundas
desigualdades fundadas en causas raciales, elevando así la cuestión
de cómo los Negros, que han sido históricamente vistos y tratados
como una categoría subordinada en las representaciones y prácticas
sociales, pueden ser objeto de estas políticas públicas por parte del
Estado. Francia y Colombia muestran paisajes muy contrastados
con respecto a este tema: mientras que Colombia se ha adopto una
constitución multicultural en la década de 1990 y se reconoce públicamente
las minorías étnicas, en Francia sigue operando un discurso republicano que
se muestra ciego a la idea de incluir el color de la piel como un elemento de
análisis social (daltonismo republicano) y utiliza ángulos territoriales o
socioeconómicos para abordar el tema de las minorías étnicas. No obstante lo
anterior, ambos países ofrecen una situación sorprendentemente similar con
respecto al posicionamiento de los negros en el centro de los discursos políticos
sobre la diversidad cultural y sus problemas. Así, pese a la dificultad de ofrecer
una definición unívoca de lo que significa “ser Negro”, en los dos países, esta
cuestión se relaciona con los patrones históricos específicos de la colonización y
la migración en cada país. Tanto Francia como Colombia tienden a enmarcar las
políticas dirigidas a las poblaciones negras en términos de ciudadanía, buscando
como objetivo primero la inclusión de los grupos excluidos de del demos

Usages politiques des récits d’agressions antisémites et de violences policières. De la rumeur à la mobilisation
L’article propose une étude des processus allant de la rumeur à la mobilisation politique, à travers les exemples français de récits d’agressions urbaines présentées comme antisémites – par le biais d’une analyse de presse écrite et électronique – et de violences policières – avec comme terrain d’étude le réseau Résistons ensemble. Les outils sont ceux de la sociologie des mobilisations et de l’analyse de discours.Based on an analysis of paper and electronic press coverage of French accounts of urban assaults presented as anti-Semitic, this paper wishes to explore such processes going from rumours to political mobilization, as well as police violence. The social network Résistons ensemble (Let’s resist together) has served as research material whereas mobilization sociology and discourse analysis provided the article with methodological tools.El artículo propone un estudio de los procesos que llevan del rumor a la movilización política, a través de los ejemplos franceses de relatos de agresiones urbanas presentadas como antisemitas – por el camino de un análisis de prensa escrita y electrónica – y de violencias policiales – teniendo como campo de estudio la red Résistons ensemble (Resistamos juntos). Las herramientas utilizadas son las de la sociología e las movilizaciones y del análisis del discurso
Bounds on Factors in Z[x]
We gather together several bounds on the sizes of coefficients which can
appear in factors of polynomials in Z[x]; we include a new bound which was
latent in a paper by Mignotte, and a few minor improvements to some existing
bounds. We compare these bounds and show that none is universally better than
the others. In the second part of the paper we give several concrete examples
of factorizations where the factors have "unexpectedly" large coefficients.
These examples help us understand why the bounds must be larger than you might
expect, and greatly extend the collection published by Collins.Comment: 35 pages, no figure
