Establecimiento de redes de asociaciones estrat茅gicas en la educaci贸n superior: prerrequisitos y preparaci贸n de las universidades
The priority task of the modern education system development is the organization of a comprehensive partnership, which, among other things, implies the development of network interactions between the university and various economic entities. In this regard, the need to apply new forms of partnerships is actualized, in which openness and readiness of partners for equal, effective and multilateral interaction is in the first place. However, at present, not all economic entities are ready to implement such a form of partner relations. The article examines the tendency of networking in higher education and the level of their development from the perspective of openness. In this work, we tested the methodology for a university readiness evaluation to form and develop a strategic partnership based on the network approach using the example of leading universities of the Russian Federation.La tarea prioritaria del desarrollo del sistema educativo moderno es la organizaci贸n de una asociaci贸n integral, que, entre otras cosas, implica el desarrollo de interacciones de red entre la universidad y varias entidades econ贸micas. En este sentido, se actualiza la necesidad de aplicar nuevas formas de asociaci贸n, en las que la apertura y la disposici贸n de los socios para una interacci贸n igual, efectiva y multilateral es, en primer lugar. Sin embargo, en la actualidad, no todas las entidades econ贸micas est谩n listas para implementar tal forma de relaciones con los socios. El art铆culo examina la tendencia de las redes en la educaci贸n superior y el nivel de su desarrollo desde la perspectiva de la apertura. En este trabajo, probamos la metodolog铆a para una evaluaci贸n de preparaci贸n universitaria para formar y desarrollar una asociaci贸n estrat茅gica basada en el enfoque de red utilizando el ejemplo de las principales universidades de la Federaci贸n de Rusia

Charge Berezinskii-Kosterlitz-Thouless transition in superconducting NbTiN films
A half-century after the discovery of the superconductor-insulator transition
(SIT), one of the fundamental predictions of the theory, the charge
Berezinskii-Kosterlitz-Thouless (BKT) transition that is expected to occur at
the insulating side of the SIT, has remained unobserved. The charge BKT
transition is a phenomenon dual to the vortex BKT transition, which is at the
heart of the very existence of two-dimensional superconductivity as a
zero-resistance state appearing at finite temperatures. The dual picture points
to the possibility of the existence of a superinsulating state endowed with
zero conductance at finite temperature. Here, we report the observation of the
charge BKT transition on the insulating side of the SIT, identified by the
critical behavior of the resistance. We find that the critical temperature of
the charge BKT transition depends on the magnetic field exhibiting first the
fast growth and then passing through the maximum at fields much less than the
upper critical field. Finally, we ascertain the effects of the finite
electrostatic screening length and its divergence at the magnetic field-tuned
approach to the superconductor-insulator transition.Comment: 9 pages, 6 figure
Superconductivity in a disordered metal with Coulomb interactions
We study the electronic densities of states (DOS) of strongly disordered
superconducting thin films of TiN. We find, using Scanning Tunneling Microscopy
(STM) that the DOS decreases towards the Fermi level in the normal phase
obtained by applying magnetic fields. The DOS shows spatial fluctuations whose
length scale is related to the energy dependent DOS and is similar in normal
and superconducting phases. This suggests that Coulomb interactions lead to a
spatially varying DOS in the normal phase of a disordered superconductor
Dual threshold diode based on the superconductor-to-insulator transition in ultrathin TiN filmss
We investigate transport properties of superconducting TiN films in the vicinity of the superconductor-insulator transition (SIT). We show that the current-voltage (I-V) characteristics are mirror-symmetric with respect to the SIT and can be switched to each other by the applied magnetic field. In both superconducting and insulating states, the low-temperature I-V characteristics have pronounced diode-like threshold character, demonstrating voltage/current jumps over several orders of magnitude at the corresponding critical current or threshold voltage. We have found that for both states, the theory developed for Josephson junction arrays offers a quantitative description of the experimental results
