    AnewPlatycheirus species of the manicatus subgroup is described from Taimyr in the arctic Russia. It is characterised by a facial knob, a row of scattered straight setae from base to apex postero-laterally on fore tibia, and a broad, angulate basal segment of front leg. Tergites 2–4 each with a couple of vague dark bluish grey dust spots. It is compared with similar Holarctic tundra species

    Taxonomic review of the Palaearctic species of the Cheilosia caerulescens-group (Diptera, Syrphidae)

    The Palaearctic species of the Cheilosia caerulescens group (Diptera: Syrphidae) are revised in this work. The species group belongs to the genus Cheilosia subgenus Taeniocheilosia Oldenberg. One new species is described from north Caucasus, Cheilosia (Taeniocheilosia) circassica sp. n. Cheilosia primulae Hering is established as a junior synonym of Cheilosia laeviventris Loew. Four lectotype designations are made. The species of the Cheilosia caerulescens group are redescribed and illustrated, and a table of diagnostic characters and an identification key to species are provided. MtDNA COI barcodes were generated for several specimens of C. (T.) caerulescens Meigen and other Cheilosia (Taeniocheilosia) and Cheilosia s. str. taxa. Parsimony and maximum likelihood analyses did not place the morphologically similar C. hercyniae Loew in the C. caerulescens group but among other Cheilosia (Taeniocheilosia) taxa. The following eight taxa are included in the Cheilosia (T.) caerulescens group of species: Cheilosia armeniaca Stackelberg, 1960, C. caerulescens caerulescens (Meigen, 1822), C. caerulescens calculosa Skufjin, 1977, C. circassica sp. n., C. herculana Bradescu, 1982, C. kerteszi Szilady, 1938, C. laeviventris Loew, 1857, and C. venosa Loew, 1857.Peer reviewe

    APPLICATION OF THE THEORY OF LATENT VARIABLES TO PERSONNEL MANAGEMENT METHODS

    One of the main tasks of the human-resources (HR) department is the qualitative management of personnel, which is the basis for effective work of the organization. The paper presents models of personnel management based on the theory of latent variables. Research objective is to use the Rasch model for assessing latent variables to evaluate the competence of employees and  their suitability for certain positions and also quality control of their work.Three problems of personnel management are considered.Organization of qualitative selection of candidates for vacancies by objective assessment of the degree of professional suitability of candidates with a view to selecting the best employees. Multilateral monitoring as the quality of performance of duties of each employee on the one hand, and the efficiency of the work of the whole team on the other. A dynamic comparison is made between the quality of performance of their duties in different periods of time. Effective appointments of specific employees to certain positions. Based on the criteria of the employee's suitability for certain positions, the integral degree of the employee's suitability for each vacancy is calculated. In addition, the model makes it possible to assess the degree of influence of the criteria on the evaluation of employees.The models proposed in the paper allow obtaining estimates on a linear interval scale, which can be translated into any other scale, for example, probabilistic. Estimates do not depend on a set of criteria and the set of evaluated employees.

    CONTENT AND EVALUATION OF INNOVATIVE COMPONENTS OF HUMAN POTENTIAL IN THE RATINGS OF UNIVERSITIES

    The aim of the research is to study the content of the innovation component of human potential in the rankings of universities, its assessment through the prism of the educational environment and its individual elements. The article considers the innovation component of human potential from the standpoint of its importance on the scale of the fourth industrial revolution. The research focuses on the formation, development and realization of human potential in the system of higher education. The analysis of global, national, regional ratings of the performance of universities is presented. Ratings are abstracted from nationality and classified by target and structural features. The ratings are classified according to the target and structural features. Features of the content and evaluation of human potential and its innovative component in the structure of ratings of various groups are revealed. The directions for improving the rating structure are identified, taking into account the essential importance of the innovative component of human potential for the modern economy. The characteristics of the structure of the rating allowing estimating the innovative component of human potential is given. An innovative component of the rating of universities was developed. A list of indicators was synthesized, which is the basis for the implementation of the rating assessment of the innovation component of human potential. Using the method of mathematical modeling developed an innovative component of the ranking of universities.

    INFORMATION AND ANALYTICAL SYSTEM FOR OBTAINING AN INTEGRATED ASSESSMENT OF THE QUALITY OF EDUCATIONAL SERVICES FROM THE POSITION OF CONSUMERS

    The aim of the research study is the description of the information analytical system developed by the authors for the formation of an integral linguistic assessment of the quality of educational services from the perspective of three main groups of consumers: employers, students and young professionals. The computation of the integral linguistic quality assessment is based on specially structured information obtained in the course of a voluntary online survey of consumers on specialized quality criteria for groups. A site has been developed for the online survey. The algorithmic support of the information-analytical system is based on the methods SERVQUAL, SWOT-analysis and fuzzy linguistic information processing technologies. The tools of the information analytical system allow us to obtain: linguistic assessments of the quality of services from the perspective of each group of consumers, an integral quality assessment for all consumers and automatically build a SWOT analysis matrix to develop a strategy to improve the quality of the analysed services. In accordance with modern standards of quality management, the approach to quality assessment laid down in the methodology for generating results uses the assumption that the consumer assesses the quality of services based on a comparison of his/her expectations and perceptions of the service during its receipt.

    On Using the Decision Trees to Identify the Local Extrema in Parallel Global Optimization Algorithm

    In the present work, the solving of the multidimensional global optimization problems using decision tree to reveal the attractor regions of the local minima is considered. The objective function of the problem is defined as a “black box”, may be non-differentiable, multi-extremal and computational costly. We assume that the function satisfies the Lipschitz condition with a priory unknown constant. Global search algorithm is applied for the search of global minimum in the problems of such type. It is well known that the solution complexity essentially depends on the presence of multiple local extrema. Within the framework of the global search algorithm, we propose a method for selecting the vicinity of local extrema of the objective function based on analysis of accumulated search information. Conducting such an analysis using machine learning techniques allows making a decision to run a local method, which can speed up the convergence of the algorithm.     High performance computing for global optimization problems

    In the present work, the multiextremal optimization problems and a high-performance parallel algorithm for solving these ones are considered. The investigation of the algorithm scalability has been carried out on the problem class, in which the computation costs of the functions depended on the iteration point. The algorithm proposed in the present work can utilize the CPUs (for solving more complex subproblems) as well as the GPUs (for solving the simple subproblems). The results of numerical experiments demonstrating the speedup when solving a series of multiextremal constrained problems are presented.This study was supported by the Russian Science Foundation, project No 16-11-10150
