Country classifications for a changing world
The distinction between developing and developed countries has long been
central to development studies and to debates on development policy. In earlier
decades, it was in many respects accurate, and was for many purposes useful.
Although the world is still very much divided between rich and poor countries,
relationships among countries have changed so much that the developing–
developed country distinction has become an obstacle to understanding current
problems and opportunities and, even more, to thinking productively about the
future. It is time to stop using it. Many alternative ways of categorising countries
have been suggested. In recent years in particular, large numbers of
organisations have begun annually to rank countries according to a wide variety of
criteria: from economic vulnerability, bribe payers, competitiveness, digital access,
ease of doing business, food insecurity, governance, and happiness to water
poverty and welfare. These do not adequately capture the structural and relational
changes that have occurred in our multi-polar world with substantially altered
flows of ideas, resources and influence. Focusing on the needs of European
policymakers, this paper suggests two axes for classifying countries. The first is
the external capacity of states to influence and work with other states. This is
captured in the (measureable) concept of ‘anchor countries’ developed by the
German Development Institute and beginning to be put into practice in the
enlargement from the G8 to the G20. The second is internal state capacity, as
shaped by the sources of government income, in particular contrasting tax, aid,
and oil. Using sources of public revenue as a way of classifying countries requires
more work but would help to steer the development debate toward the key issue
of improving the quality of governance and thus strengthening the capacity of poor
countries to help themselves.

Psychological Health of Surgeons in a Time of COVID-19: A Global Survey
OBJECTIVE: To assess the degree of psychological impact among surgical providers during the COVID-19 pandemic. SUMMARY BACKGROUND DATA: The COVID-19 pandemic has extensively impacted global healthcare systems. We hypothesized that the degree of psychological impact would be higher for surgical providers deployed for COVID-19 work, certain surgical specialties, and for those who knew of someone diagnosed with, or who died, of COVID-19. METHODS: We conducted a global web-based survey to investigate the psychological impact of COVID-19. The primary outcomes were the Depression Anxiety Stress Scale-21 (DASS-21) and Impact of Event Scale-Revised (IES-R) scores. RESULTS: 4283 participants from 101 countries responded. 32.8%, 30.8%, 25.9% and 24.0% screened positive for depression, anxiety, stress and Post-Traumatic Stress Disorder (PTSD) respectively. Respondents who knew someone who died of COVID-19 were more likely to screen positive for depression, anxiety, stress and PTSD (OR 1.3, 1,6, 1.4, 1.7 respectively, all p < 0.05). Respondents who knew of someone diagnosed with COVID-19 were more likely to screen positive for depression, stress and PTSD (OR 1.2, 1.2 and 1.3 respectively, all p < 0.05). Surgical specialities that operated in the Head and Neck region had higher psychological distress among its surgeons. Deployment for COVID-19-related work was not associated with increased psychological distress. CONCLUSIONS: The COVID-19 pandemic may have a mental health legacy outlasting its course. The long-term impact of this ongoing traumatic event underscores the importance of longitudinal mental health care for healthcare personnel, with particular attention to those who know of someone diagnosed with, or who died of COVID-19
Mapping the Future: Policy Applications of Climate Vulnerability Mapping in West Africa
We describe the development of climate vulnerability maps for three Sahelian countries – Mali, Burkina Faso, and Niger – and for coastal West Africa, with a focus on the way the maps were designed to meet decision-making needs and their ultimate influence and use in policy contexts. The paper provides a review of the literature on indicators and maps in the science-policy interface. We then assess the credibility, salience, and legitimacy of the maps as tools for decision-making. Results suggest that vulnerability maps are a useful boundary object for generating discussions among stakeholders with different objectives and technical backgrounds, and that they can provide useful input for targeting development assistance. We conclude with a discussion of the power of maps to capture policy maker attention, and how this increases the onus on map developers to communicate clearly uncertainties and limitations. The assessment of policy uptake in this paper is admittedly subjective; the article includes a discussion of ways to conduct more objective and rigorous assessments of policy impact so as to better evaluate the value and use of vulnerability mapping in decision-making processes
Development of a DNA Barcoding System for Seagrasses: Successful but Not Simple
Seagrasses, a unique group of submerged flowering plants, profoundly influence the physical, chemical and biological environments of coastal waters through their high primary productivity and nutrient recycling ability. They provide habitat for aquatic life, alter water flow, stabilize the ground and mitigate the impact of nutrient pollution. at the coast region. Although on a global scale seagrasses represent less than 0.1% of the angiosperm taxa, the taxonomical ambiguity in delineating seagrass species is high. Thus, the taxonomy of several genera is unsolved. While seagrasses are capable of performing both, sexual and asexual reproduction, vegetative reproduction is common and sexual progenies are always short lived and epimeral in nature. This makes species differentiation often difficult, especially for non-taxonomists since the flower as a distinct morphological trait is missing. Our goal is to develop a DNA barcoding system assisting also non-taxonomists to identify regional seagrass species. The results will be corroborated by publicly available sequence data. The main focus is on the 14 described seagrass species of India, supplemented with seagrasses from temperate regions. According to the recommendations of the Consortium for the Barcoding of Life (CBOL) rbcL and matK were used in this study. After optimization of the DNA extraction method from preserved seagrass material, the respective sequences were amplified from all species analyzed. Tree- and character-based approaches demonstrate that the rbcL sequence fragment is capable of resolving up to family and genus level. Only matK sequences were reliable in resolving species and partially the ecotype level. Additionally, a plastidic gene spacer was included in the analysis to confirm the identification level. Although the analysis of these three loci solved several nodes, a few complexes remained unsolved, even when constructing a combined tree for all three loci.
