    A SAT Approach to Clique-Width

    Clique-width is a graph invariant that has been widely studied in combinatorics and computer science. However, computing the clique-width of a graph is an intricate problem, the exact clique-width is not known even for very small graphs. We present a new method for computing the clique-width of graphs based on an encoding to propositional satisfiability (SAT) which is then evaluated by a SAT solver. Our encoding is based on a reformulation of clique-width in terms of partitions that utilizes an efficient encoding of cardinality constraints. Our SAT-based method is the first to discover the exact clique-width of various small graphs, including famous graphs from the literature as well as random graphs of various density. With our method we determined the smallest graphs that require a small pre-described clique-width.Comment: proofs in section 3 updated, results remain unchange

    ODRL Policy Modelling and Compliance Checking

    This paper addresses the problem of constructing a policy pipeline that enables compliance checking of business processes against regulatory obligations. Towards this end, we propose an Open Digital Rights Language (ODRL) profile that can be used to capture the semantics of both business policies in the form of sets of required permissions and regulatory requirements in the form of deontic concepts, and present their translation into Answer Set Programming (via the Institutional Action Language (InstAL)) for compliance checking purposes. The result of the compliance checking is either a positive compliance result or an explanation pertaining to the aspects of the policy that are causing the noncompliance. The pipeline is illustrated using two (key) fragments of the General Data Protect Regulation, namely Articles 6 (Lawfulness of processing) and Articles 46 (Transfers subject to appropriate safeguards) and industrially-relevant use cases that involve the specification of sets of permissions that are needed to execute business processes. The core contributions of this paper are the ODRL profile, which is capable of modelling regulatory obligations and business policies, the exercise of modelling elements of GDPR in this semantic formalism, and the operationalisation of the model to demonstrate its capability to support personal data processing compliance checking, and a basis for explaining why the request is deemed compliant or not

    ASP, Amalgamation and the Conceptual Blending Workflow

    We present a framework for conceptual blending – a concept invention method that is advocated in cognitive science as a fundamental, and uniquely human engine for creative thinking. Herein, we employ the search capabilities of ASP to find commonalities among input concepts as part of the blending process, and we show how our approach fits within a generalised conceptual blending workflow. Specifically, we orchestrate ASP with imperative Python programming, to query external tools for theorem proving and colimit computation.     A critique of Bernstein’s beyond objectivism and relativism: science, hermeneutics, and praxis

    This analysis comments on Bernstein’s lack of clear understanding of subjectivity, based on his book, Beyond Objectivism and Relativism: Science, Hermeneutics, and Praxis. Bernstein limits his interpretation of subjectivity to thinkers such as Gadamer and Habermas. The authors analyze the ideas of classic scholars such as Edmund Husserl and Friedrich Nietzsche. Husserl put forward his notion of transcendental subjectivity and phenomenological ramifications of the relationship between subjectivity and objectivity. Nietzsche referred to subjectivity as “perspectivism,” the inescapable fact that any and all consciousnesses exist in space and time. Consciousness is fundamentally constituted of cultural, linguistic, and historical dimensions

    Inferring the role of transcription factors in regulatory networks

    <p>Abstract</p> <p>Background</p> <p>Expression profiles obtained from multiple perturbation experiments are increasingly used to reconstruct transcriptional regulatory networks, from well studied, simple organisms up to higher eukaryotes. Admittedly, a key ingredient in developing a reconstruction method is its ability to integrate heterogeneous sources of information, as well as to comply with practical observability issues: measurements can be scarce or noisy. In this work, we show how to combine a network of genetic regulations with a set of expression profiles, in order to infer the functional effect of the regulations, as inducer or repressor. Our approach is based on a consistency rule between a network and the signs of variation given by expression arrays.</p> <p>Results</p> <p>We evaluate our approach in several settings of increasing complexity. First, we generate artificial expression data on a transcriptional network of <it>E. coli </it>extracted from the literature (1529 nodes and 3802 edges), and we estimate that 30% of the regulations can be annotated with about 30 profiles. We additionally prove that at most 40.8% of the network can be inferred using our approach. Second, we use this network in order to validate the predictions obtained with a compendium of real expression profiles. We describe a filtering algorithm that generates particularly reliable predictions. Finally, we apply our inference approach to <it>S. cerevisiae </it>transcriptional network (2419 nodes and 4344 interactions), by combining ChIP-chip data and 15 expression profiles. We are able to detect and isolate inconsistencies between the expression profiles and a significant portion of the model (15% of all the interactions). In addition, we report predictions for 14.5% of all interactions.</p> <p>Conclusion</p> <p>Our approach does not require accurate expression levels nor times series. Nevertheless, we show on both data, real and artificial, that a relatively small number of perturbation experiments are enough to determine a significant portion of regulatory effects. This is a key practical asset compared to statistical methods for network reconstruction. We demonstrate that our approach is able to provide accurate predictions, even when the network is incomplete and the data is noisy.</p

    Is American Public Administration Detached From Historical Context?: On the Nature of Time and the Need to Understand It in Government and Its Study

    The study of public administration pays little attention to history. Most publications are focused on current problems (the present) and desired solutions (the future) and are concerned mainly with organizational structure (a substantive issue) and output targets (an aggregative issue that involves measures of both individual performance and organizational productivity/services). There is much less consideration of how public administration (i.e., organization, policy, the study, etc.) unfolds over time. History, and so administrative history, is regarded as a “past” that can be recorded for its own sake but has little relevance to contemporary challenges. This view of history is the product of a diminished and anemic sense of time, resulting from organizing the past as a series of events that inexorably lead up to the present in a linear fashion.
