A curious case of property privatization: two examples of the tragedy of the anticommons in Ho Chi Minh City-Vietnam

Many scholars have recognized that the privatization policy regarding property and land use rights may create a fragmentation of private land ownership, which eventually can lead to what has been called the tragedy of the anticommons. This paper observes how this phenomenon has also threatened urban development in HCMC after the introduction of the Doi Moi policy. Two case studies show two different types of development processes in HCMC, namely a small self-development project and a large-scale commercial project. An evaluation of the stimulants and impediments to innovation within PFI/PPP projects
This paper identifies the theoretical stimulants and impediments associated with the implementation of PFI/PPP (Private Finance Initiative/Public Private Partnership) projects. A current defect of this procurement approach is the unintentional constraint upon the innovations incorporated into the development of PFI projects. A critical evaluation of the published literature has been utilized to synthesize a theoretical model. The paper proposes a theoretical model for the identification of potential innovation stimulants and impediments within this type of procurement. This theoretical model is then utilised to evaluate four previously completed PFI projects. These project case-studies have been examined in detail. The evaluation demonstrates how ineffective current procedures are. The application of this model before project letting could eliminate unintentional constraints and stimulate improved innovation within the process. The implementation of the model could improve the successful delivery of innovation within the entire PFI/PPP procurement process
Tests of Statistical Methods for Estimating Galaxy Luminosity Function and Applications to the Hubble Deep Field
We studied the statistical methods for the estimation of the luminosity
function (LF) of galaxies. We focused on four nonparametric estimators:
estimator, maximum-likelihood estimator of Efstathiou et al.
(1988), Cho{\l}oniewski's estimator, and improved Lynden-Bell's estimator. The
performance of the estimator has been recently questioned,
especially for the faint-end estimation of the LF. We improved these estimators
for the studies of the distant Universe, and examined their performances for
various classes of functional forms by Monte Carlo simulations. We also applied
these estimation methods to the mock 2dF redshift survey catalog prepared by
Cole et al. (1998). We found that estimator yields a completely
unbiased result if there is no inhomogeneity, but is not robust against
clusters or voids. This is consistent with the well-known results, and we did
not confirm the bias trend of estimator claimed by Willmer
(1997) in the case of homogeneous sample. We also found that the other three
maximum-likelihood type estimators are quite robust and give consistent results
with each other. In practice we recommend Cho{\l}oniewski's estimator for two
reasons: 1. it simultaneously provides the shape and normalization of the LF;
2. it is the fastest among these four estimators, because of the algorithmic
simplicity. Then, we analyzed the photometric redshift data of the Hubble Deep
Field prepared by Fern\'{a}ndez-Soto et al. (1999) using the above four
methods. We also derived luminosity density at - and
-band. Our -band estimation is roughly consistent with that of Sawicki,
Lin, & Yee (1997), but a few times lower at . The evolution of

Evidence Supporting a Zoonotic Origin of Human Coronavirus Strain NL63
The relationship between bats and coronaviruses (CoVs) has received considerable attention since the severe acute respiratory syndrome (SARS)-like CoV was identified in the Chinese horseshoe bat (Rhinolophidae) in 2005. Since then, several bats throughout the world have been shown to shed CoV sequences, and presumably CoVs, in the feces; however, no bat CoVs have been isolated from nature. Moreover, there are very few bat cell lines or reagents available for investigating CoV replication in bat cells or for isolating bat CoVs adapted to specific bat species. Here, we show by molecular clock analysis that alphacoronavirus (α-CoV) sequences derived from the North American tricolored bat (Perimyotis subflavus) are predicted to share common ancestry with human CoV (HCoV)-NL63, with the most recent common ancestor between these viruses occurring approximately 563 to 822 years ago. Further, we developed immortalized bat cell lines from the lungs of this bat species to determine if these cells were capable of supporting infection with HCoVs. While SARS-CoV, mouse-adapted SARS-CoV (MA15), and chimeric SARS-CoVs bearing the spike genes of early human strains replicated inefficiently, HCoV-NL63 replicated for multiple passages in the immortalized lung cells from this bat species. These observations support the hypothesis that human CoVs are capable of establishing zoonotic-reverse zoonotic transmission cycles that may allow some CoVs to readily circulate and exchange genetic material between strains found in bats and other mammals, including humans
The multi-seasonal NO<sub>y</sub> budget in coastal Antarctica and its link with surface snow and ice core nitrate: results from the CHABLIS campaign
International audienceMeasurements of individual NOy components were carried out at Halley station in coastal Antarctica. The measurements were made as part of the CHABLIS campaign (Chemistry of the Antarctic Boundary Layer and the Interface with Snow) and cover over half a year, from austral winter 2004 through to austral summer 2005. They are the longest duration and most extensive NOy budget study carried out to date in polar regions. Results show clear dominance of organic NOy compounds (PAN and MeONO2) during the winter months, with low concentrations of inorganic NOy, but a reversal of this situation towards summer when the balance shifts in favour of inorganic NOy. Multi-seasonal measurements of surface snow nitrate correlate strongly with inorganic NOy species. One case study in August suggested that particulate nitrate was the dominant source of nitrate to the snowpack, but this was not the consistent picture throughout the measurement period. An analysis of NOx production rates showed that emissions of NOx from the snowpack dominate over gas-phase sources of "new NOx", suggesting that, for certain periods in the past, the flux of NOx into the boundary layer can be calculated from ice core nitrate data

Sea ice concentration impacts dissolved organic gases in the Canadian Arctic
The marginal sea ice zone has been identified as a source of different climate-active gases to the atmosphere due to its unique biogeochemistry. However, it remains highly undersampled, and the impact of summertime changes in sea ice concentration on the distributions of these gases is poorly understood. To address this, we present measurements of dissolved methanol, acetone, acetaldehyde, dimethyl sulfide, and isoprene in the sea ice zone of the Canadian Arctic from the surface down to 60 m. The measurements were made using a segmented flow coil equilibrator coupled to a proton-transfer-reaction mass spectrometer. These gases varied in concentrations with depth, with the highest concentrations generally observed near the surface. Underway (3–4 m) measurements showed higher concentrations in partial sea ice cover compared to ice-free waters for most compounds. The large number of depth profiles at different sea ice concentrations enables the proposition of the likely dominant production processes of these compounds in this area. Methanol concentrations appear to be controlled by specific biological consumption processes. Acetone and acetaldehyde concentrations are influenced by the penetration depth of light and stratification, implying dominant photochemical sources in this area. Dimethyl sulfide and isoprene both display higher surface concentrations in partial sea ice cover compared to ice-free waters due to ice edge blooms. Differences in underway concentrations based on sampling region suggest that water masses moving away from the ice edge influences dissolved gas concentrations. Dimethyl sulfide concentrations sometimes display a subsurface maximum in ice -free conditions, while isoprene more reliably displays a subsurface maximum. Surface gas concentrations were used to estimate their air–sea fluxes. Despite obvious in situ production, we estimate that the sea ice zone is absorbing methanol and acetone from the atmosphere. In contrast, dimethyl sulfide and isoprene are consistently emitted from the ocean, with marked episodes of high emissions during ice-free conditions, suggesting that these gases are produced in ice-covered areas and emitted once the ice has melted. Our measurements show that the seawater concentrations and air–sea fluxes of these gases are clearly impacted by sea ice concentration. These novel measurements and insights will allow us to better constrain the cycling of these gases in the polar regions and their effect on the oxidative capacity and aerosol budget in the Arctic atmosphere
