    Balinese Customary Consultation Service Unit

    Development on tourism sector in Bali Island carried great implication to Balinese costumes and culture. Many cases on Balinese costumes and culture were raised such as costume and culture values infraction, conflict between local community with investor, and others. The present community services were aimed to give consultation in order to solve of many problems related to Balinese customary. The conducted services were giving consultation and assistance to the communities which had problems. Issues raised on the consultation were discussed and publicized to Bali costumes community. The activities of community services were located at Graduate School of Udayana University building, Denpasar. Result showed that this unit has gained a positive response, which indicated by number of people using this services as well as number of books being sold. In ten months, 3000 books have been sold or approximately 300 books per month. Majority (almost 80%) were bought by government institutions, which then distributed it to the community; while the rest 20% were bought by the individual. Meanwhile, in term of services, this unit was able to served 126 clients for consultation. They were mostly local Balinese people (around 80%), 15% were non-Bali citizen, and about 5% were expatriates. And besides those activities, this unit was also provided consultation services in the making of awig-awig (Balines custom regulation) for 3 desa adat in 2011. To sum up, during 10 months of operation, this unit has turnover reached IDR. 217,237,500 or equivalent to IDR 21,723,750 per month, with the following details: 1) sale of books at IDR 124,237,500; 2) consultation services at IDR 63,000,000; and 3) awig-awig consultation services at IDR. 30.000.000,-. Net cash flows, then, reached IDR 46,578,400, and about IDR 4,019,600 of the net cash flows were allocated for institutionĂ¢â‚¬â„¢s development program

    The research purposes is to explain the comparison of the legal division of powers in the constitution in the 1945 Constitution of the Republic of Indonesia and in the Constitution of the Republic Democratic Timor Leste. The division of powers within a country, both in Indonesia and in Timor Leste, are stipulates in a constitution, in this case a state that protects and guarantees the implementation of human rights and other civil rights and limits its powers in a balanced manner between the interests of state administrators and their citizens. The research method used in this study was normative legal research. In addition, this research also applied comparative legal research method is a research methodology carried out by comparing one legal system to another, an activity in which experts compare the positive legal system of a nation to that of other nations. In this case, legal comparison of Indonesia and Timor Leste. The novelty of this research is to examine and analyze comparative law on the distribution of power in the constitutions of Indonesia and Timor Leste, it can be explained that there is a difference in the division of power. In Indonesia there is constitutive power, executive power, legislative power, judicial power, examining/inspective power, and monetary power, while in Timor Leste it is based on the constitution of the Democratic Republic of Timor Leste division of power consisting of the power of the president, the power of the national parliament, the power of the government and the power of the court

    The budgetary gap is one of the deviations of behavior that is carried out by the paralysis of the budget which is deliberately reducing or adding the value of revenue and cost in the budget design. This study aims to find out the effect of budgetary participation, organizational culture, organizational commitment and environmental uncertainty on budgetary slack in the Regional General Hospital in Tablll Regency. This research was conducted with a survey method using a questionnaire instrument. The number of samples studied was 52 respondents using the technique of determining purposive sampling using criteria. The results of hypothesis testing show that the participatory budgetary variable and environmental uncertainty affect the budgetary slack while the organizational culture and organizational commitment do not affect the budgetary slack in the Regional General Hospital in Tabanan Regency

    Determining State’s Financial Losses in Corruption: An Institutional Power and Constraint in Indonesia

    One of the main elements in corruption is the loss of state finances. It results in confusion impacting law enforcement officials' performance in eradicating corruption. In Indonesia, the Supreme Audit Agency (BPK) is an institution authorized to assess state financial losses. In practice, the Financial and Development Supervisory Agency (BPKP) is another institution with similar power. This study analyzed which institutions have the more appropriate power in determining state financial losses in corruption. Using legal research with statutory and conceptual approaches, this study showed that the BPK is an institution granted the constitutional power to examine state finances' management and responsibility, asserting its more legitimate institution to handle the power to assess the financial losses. Consequently, the BPK is the only state institution that can determine state financial losses. At the same time, the BPKP is only authorized to assess or audit the calculation of state financial losses as an indication of irregularities detrimental to state finances. This study concluded that only the BPK can assess and determine state financial losses used in examining the alleged corruption before the court.     The Rule Identification Urgency Solution (RIUS) Method in Preparation of Regional Regulation Academic Manuscripts

    The purpose of this research was conducted to offer a new method in the preparation of academic texts on laws and regulations. Academic Manuscripts contain the results of research regarding the contents of the content or proposals submitted to be regulated in a provision of statutory regulations and or regional regulations. Provisions related to the preparation of academic manuscripts have been regulated in laws and regulations, but a special method is needed in preparing academic manuscripts so that they are in accordance with the needs of the community. In this study using normative legal research methods. The findings in this study are that there is a novelty method that can be used in the preparation of academic manuscripts, namely the Rule Identification Urgency Solution (RIUS). With the RIUS method, an academic text can be used as a basis or basis for argumentation in the formation of laws and regulations or regional regulations. In conclusion, the RIUS method is a method that can analyze the rule of law, identify problems, the urgency of why these regulations are needed, and the solutions that can be provided. The RIUS method was first applied by researchers in preparing academic texts for regional regulations in the Badung Regency Government and Jembrana Regency Government, in this case researchers as experts in preparing academic manuscripts. Suggestions that can be given are that in the preparation of academic papers it is best to focus on analyzing what problems occur in society so that a regulation is needed

    The role of the community is very important in realizing the fulfillment of the right to a good and healthy environment for everyone as part of human rights. The lack of awareness of the disclosure of information on environmental documents to the public in conducting surveillance of activities or businesses that have an important impact on the environment is one of the many violations of environmental law that results in environmental damage and pollution. This paper seeks to examine the importance of information disclosure on environmental documents in supporting the role of community oversight of activities that have an important impact on the environment. The research method used is a normative legal research method with the statutory approach and conceptual approach. The conclusion of this paper discovered that disclosure of information on environmental documents is important as an effort to optimize the role of public monitoring. Environmental documents are used as a guide for detailed information related to compliance with the implementation of activity on its terms and obligations. This disclosure information must be seen as the implementation of the right to access information in support of the implementation of community responsibility for guaranteeing and fulfilling the rights of everyone to a good and healthy environment as a human right so that environmental damage and pollution from activities that are illegal and/or violate their environmental permits can be controlled and prevented

    Pengaruh Gaya Kepemimpinan, Komunikasi, Dan Motivasi Terhadap Kinerja Karyawan Pada PT. Graha Perdana Indah-Graha Candi Golf Semarang

    Penelitian ini bertujuan untuk menguji gaya kepemimpinan (X1), komunikasi (X2), dan motivasi (X3) berpengaruh terhadap kinerja karyawan (Y) pada perusahaan PT.Graha Perdana Indah-Graha Candi Golf Semarang yang merupakan sebuah perusahaan yang bergerak pada bidang industri perumahan. Perusahaan ini beralamatkan di Jalan Candi Golf Boulevard 1 (Kasipah-Jangli). Populasi dan sampel dalam penelitian ini adalah karyawan PT.Graha Perdana Indah-Graha Candi Golf Semarang yang berjumlah 258 karyawan. Sampel penelitian ini adalah 73 karyawan. Jenis datanya adalah primer dan sekunder. Metode pengumpulan data menggunakan kuesioner. Teknik analisis data dalam penelitian ini menggunakan analisis regresi linier berganda. Uji hipotesis menggunakan F statistik untuk menguji pengaruh variabel secara simultan serta t statistik untuk menguji koefisien regresi parsial. Hasil menunjukkan bahwa semua variabel lolos dari uji asumsi klasik dan layak digunakan sebagai data penelitian. Hasil uji t statistik menunjukkan bahwa variabel Gaya Kepemimpinan (X1), Komunikasi (X2), dan Motivasi (X3) berpengaruh signifikan terhadap Kinerja Karyawan (Y). Hasil uji F menyatakan bahwa semua variabel dalam penelitian ini berpengaruh signifikan terhadap kinerja karyawan.Selanjutnya hasil estimasi regresi menunjukkan kemampuan prediksi dari semua variabel independen tersebut terhadap kinerja karyawan (Y) sebesar 87,3% sedangkan sebanya 12,7% dipengaruhi oleh faktor lain diluar penelitian ini
