Stakeholder Input and Meeting Summary Report

The Piscataqua Region Estuaries Partnership (PREP) is part of the U.S. Environmental Protection Agency’s (EPA) National Estuary Program, which is a joint local/state/federal program established under the Clean Water Act. PREP’s goal is to protect and restore the Great Bay Estuary watershed and Hampton-Seabrook Estuary watershed. The organization receives its funding from the EPA and is administered by the University of New Hampshire. PREP will complete its update of the Comprehensive Conservation and Management Plan (CCMP) in early 2010. The first CCMP was released in 2000 when the organization was the New Hampshire Estuaries Project (NHEP). The NHEP management committee and a CCMP project team guided development of the 2000 CCMP. This working group was made up of agency representatives, university researchers, municipal employees and board members, representatives of environmental organizations, and other interested parties. A brief update of the plan was published in 2005. The purpose of the 2010 CCMP update is to focus organizational efforts on the most pressing current issues and to anticipate needs that may appear over the next decade. The plan update is engaging members of the 42 New Hampshire communities and the 10 Maine communities that lie within PREP’s focus area. The Maine communities were added to the organization’s service area on January 1, 2008. Figure 1 shows the PREP communities and watershed boundaries; the watersheds for the Hampton-Seabrook Estuary, the Great Bay Estuary, and NH’s Atlantic coast are included in the focus area

Professional Judgement Study Report Summary

This report summarizes the Professional Judgment (PJ) Study conducted by Augenblick, Palaich, and Associates (APA) for the Lincy Institute at University of Nevada, Las Vegas (UNLV). The Institute commissioned the PJ study as part of a review of Nevada’s school funding system. The review called for studies like this one to update the 2006 Nevada education funding adequacy study. This current study is an adequacy study examining the base cost and adjustments needed for students in Nevada to meet state standards. In the early 1990s, states began to implement Standards-­‐Based Reform in education. By implementing Standards-­‐Based Reform, states set standards for students, teachers, schools, and districts. States then use tests and other measures to evaluate success in reaching these standards. Accountability systems have been created by states to hold schools and districts accountable for performance. Adequacy studies examine the resources needed for students, schools, and districts to meet state expectations. A number of approaches have been developed to examine these resource needs. In this particular study, APA utilizes the PJ approach, described below, to study adequacy, meaning the resources needed to ensure all students can be successful. The Lincy Institute also commissioned another team of researchers to conduct a study using the cost function approach. Those findings are reported separately

Stewardship Plan for Four Conservation Easements Held by the Town of Newfields

In 2005 the Town of Newfields, NH was awarded a grant by the New Hampshire Estuaries Project. The Eligible Activity applied for, under the category of Land Conservation and Natural Resource Protection was “Development of monitoring plans for town-held easements on conservation lands”. The Town identified four properties on which the they hold conservation easements as the focus of the project. Newfields’ goal in applying for the grant were to have each property visited by the contractor and a local volunteer, conduct an interview with the landowner and a conduct a ground monitoring of the property. Following the visits, baseline documentation reports and a stewardship plan for each easement property would be created. As a part of the plan, the Town also hoped to address policy considerations relating to stewardship of easements

National Multi-Modal Travel Forecasts. Literature Review: Aggregate Models

This paper reviews the current state-of-the-art in the production of National Multi-Modal Travel Forecasts. The review concentrates on the UK travel market and the various attempts to produce a set of accurate, coherent and credible forecasts. The paper starts by a brief introduction to the topic area. The second section gives a description of the background to the process and the problems involved in producing forecasts. Much of the material and terminology in the section, which covers modelling methodologies, is from Ortúzar and Willumsen (1994). The paper then goes on to review the forecasting methodology used by the Department of Transport (DoT) to produce the periodic National Road Traffic Forecasts (NRTF), which are the most significant set of travel forecasts in the UK. A brief explanation of the methodology will be given. The next section contains details of how other individuals and organisations have used, commented on or attempted to enhance the DoT methodology and forecasts. It will be noted that the DoT forecasts are only concerned with road traffic forecasts, with other modes (rail, air and sea) only impacting on these forecasts when there is a transfer to or from the road transport sector. So the following sections explore the attempts to produce explicit travel and transportation forecasts for these other modes. The final section gathers together a set of issues which are raised by this review and might be considered by the project

Museum of Latino History Feasibility Study

The State of California, in considering the feasibility of a proposal for a State Museum of Latino History retained the consulting team of Economics Research Consultants, Florian Martinez Associates, and J. Wetzel Associates to conduct a study. The museum’s purpose would be to provide a venue for displaying artifacts, exhibits, and cultural programs which educate the public as to the historical development and contributions of Latinos to California specifically and America generally. The resulting report has the following sections: introduction, summary and conclusions, concept statement, attendance analysis, space requirements, museum location and site analysis, financial analysis, and organization and implementation recommendations
