Building a diversity featured search system by fusing existing tools
This paper describes our diversity featured retrieval system which are built for the task
of ImageCLEFPhoto 2008. Two existing tools are used: Solr and Carrot. We have
experimented with different settings of the system to see how the performance changes.
The results suggest that the system can indeed increase diversity of the retrieved results
and keep the precision about the same
Creating a test collection to evaluate diversity in image retrieval
This paper describes the adaptation of an existing test collection
for image retrieval to enable diversity in the results set to be
measured. Previous research has shown that a more diverse set of
results often satisfies the needs of more users better than standard
document rankings. To enable diversity to be quantified, it is
necessary to classify images relevant to a given theme to one or
more sub-topics or clusters. We describe the challenges in
building (as far as we are aware) the first test collection for
evaluating diversity in image retrieval. This includes selecting
appropriate topics, creating sub-topics, and quantifying the overall
effectiveness of a retrieval system. A total of 39 topics were
augmented for cluster-based relevance and we also provide an
initial analysis of assessor agreement for grouping relevant
images into sub-topics or clusters
Overview of the ImageCLEFphoto 2008 photographic retrieval task
ImageCLEFphoto 2008 is an ad-hoc photo retrieval task and part of the ImageCLEF
evaluation campaign. This task provides both the resources and the framework
necessary to perform comparative laboratory-style evaluation of visual information
retrieval systems. In 2008, the evaluation task concentrated on promoting diversity
within the top 20 results from a multilingual image collection. This new challenge
attracted a record number of submissions: a total of 24 participating groups
submitting 1,042 system runs. Some of the findings include that the choice of
annotation language is almost negligible and the best runs are by combining concept
and content-based retrieval methods
How Effective are Unemployment Benefit Sanctions? Looking Beyond Unemployment Exit
This paper provides a comprehensive evaluation of benefit sanctions, i.e. temporary reductions in unemployment benefits as punishment for noncompliance with eligibility requirements. In addition to the effects on unemployment durations, we evaluate the effects on post-unemployment employment stability, on exits from the labor market and on earnings. In our analysis we use a rich set of Swiss register data which allow us to distinguish between ex ante effects, the effects of warnings and the effects of enforcement of benefit sanctions. Adopting a multivariate mixed proportional hazard approach to address selectivity, we find that both warnings and enforcement increase the job finding rate and the exit rate out of the labor force. Warnings do not affect subsequent employment stability but do reduce post-unemployment earnings. Actual benefit reductions lower the quality of post-unemployment jobs both in terms of job duration as well as in terms of earnings. The net effect of a benefit sanction on post-unemployment income is negative. Over a period of two years after leaving unemployment workers who got a benefit sanction imposed face a net income loss equivalent to 30 days of full pay due to the ex post effect. In addition to that, stricter monitoring may reduce net earnings by up to 4 days of pay for every unemployed worker due to the ex ante effect.Benefit sanctions;earnings effects;unemployment duration;competing-risk duration models
HIV/Aids epidemic in India and predicting the impact of the national response: mathematical modeling and analysis
After two phases of AIDS control activities in India, the third phase of the National AIDS Control Programme (NACP III) was launched in July 2007. Our focus here is to predict the number of people living with HIV/AIDS (PLHA) in India so that the results can assist the NACP III planning team to determine appropriate targets to be activated during the project period (2007-2012). We have constructed a dynamical model that captures the mixing patterns between susceptibles and infectives in both low-risk and high-risk groups in the population. Our aim is to project the HIV estimates by taking into account general interventions for susceptibles and additional interventions, such as targeted interventions among high risk groups, provision of anti-retroviral therapy, and behavior change among HIV-positive individuals. Continuing the current level of interventions in NACP II, the model estimates there will be 5.06 million PLHA by the end of 2011. If 50 percent of the targets in NACP III are achieved by the end of the above period then about 0.8 million new infections will be averted in that year. The current status of the epidemic appears to be less severe compared to the trend observed in the late 1990s. The projections based on the second phase and the third phase of the NACP indicate prevention programmes which are directed towards the general and high-risk populations, and HIV-positive individuals will determine the decline or stabilization of the epidemic. Model based results are derived separately for the revised HIV estimates released in 2007. We perform a Monte Carlo procedure for sensitivity analysis of parameters and model validation. We also predict a positive role of implementation of anti-retroviral therapy treatment of 90 percent of the eligible people in the country. We present methods for obtaining disease progression parameters using convolution approaches. We also extend our models to age-structured populations

The IZA evaluation dataset survey:a scientific use file
This reference paper describes the sampling and contents of the IZA Evaluation Dataset Survey and outlines its vast potential for research in labor economics. The data have been part of a unique IZA project to connect administrative data from the German Federal Employment Agency with innovative survey data to study the out-mobility of individuals to work. This study makes the survey available to the research community as a Scientific Use File by explaining the development, structure, and access to the data. Furthermore, it also summarizes previous findings with the survey data
Treatment Versus Regime Effects of Carrots and Sticks
Public employment service (PES) agencies and caseworkers (CWs) often have substantial leeway in the design and implementation of active labor market policies for the unemployed, and they use policies to a varying extent. We estimate regime effects which capture how CW and PES affect outcomes through different policy intensities. These operate potentially on all forward-looking job seekers regardless of actual treatment exposure. We consider regime effects for two sets of programs, supporting (“carrots”) and restricting (“sticks”) programs, and contrast regime and treatment effects on unemployment durations, employment, and post-unemployment earnings using register data that contain PES and caseworker identifiers for about 130,000 job spells. Regime effects are important: earnings are higher in a PES if carrot-type programs are used more intensively and stick-type programs are used less intensively. Actual treatment effects on earnings have a similar order of magnitude as regime effects and are positive for participation in carrot-type programs and negative for stick-type treatments. Regime effects are economically substantial. A modest increase in the intended usage of carrots and sticks reduces the total cost of an unemployed individual by up to 7.5%
Pengaruh Paritas terhadap Persentase Estrus dan Kebuntingan Sapi Peranakan Ongole yang Disinkronisasi Estrus Menggunakan Prostaglandin F2α (Pgf2α)
The research aimed to determine the effect of parities on the percentage of estrous and conception of OngoleOffspring after estrous synchronization using prostaglandin F2α (PGF2α). The research was held in November2012until February 2013, located in Punggur District, Central Lampung Regency, Lampung Province.This research used Completely Randomized Design (CRD) with three treatments and four replications. Thetreatments were Ongole Offspring heifers (P0); Ongole Offspring which have calved once (P1); and OngoleOffspring which have calved twice (P2). Data of percentage of estrous and conception was analyzed by using Chisquareon level of 5%.The result of the Chi-square analysis showed that parity was not significantly different (P>0,05) to the percentage ofestrous and conception of Ongole Offspring. The estrous percentage of Ongole Offspring was 100%. The conceptionpercentages of Ongole Offspring on P0, P1, and P2 in a row were 25%, 0%, and 25%
Effect of β-Nicotinamide Adenine Dinucleotide on Acute Allograft Rejection After Rat Lung Transplantation
UNLABELLED: Acute rejection is still a major limitation for a successful outcome in lung transplantation. Since β-nicotinamide adenine dinucleotide (NAD) has been shown to have various immunomodulatory properties on the innate and adaptive immune system, we evaluate here a potential protective effect of NAD against acute lung rejection.
METHODS: Rat single-lung transplantation was performed in 2 groups (n = 8 per group), using Brown-Norway donors and major histocompatibility complex-mismatched Lewis recipients. Recipients of the NAD group received 1000 mg/kg NAD intraperitoneally before transplantation and daily thereafter until euthanasia, whereas the control group received saline solution. At autopsy on day 5, blood samples were analyzed and the lung allograft was assessed by bronchioalveolar lavage, histology, and immunochemistry.
RESULTS: The NAD group maintained an intact compliant lung tissue, a strong trend of lower acute cellular rejection (A3 versus A3-A4) and significantly less lymphocytic bronchiolitis (B0-B2R versus B1R-Bx). In addition, a trend of fewer alveolar CD68 macrophages and significantly fewer interstitial CD163 macrophages was observed. Bronchoalveolar lavage in the NAD group showed significantly fewer proinflammatory cytokines interleukin (IL)-6, IL-13, TNFα, and a protective IL-6/IL-10-ratio. In blood samples, we observed significantly fewer neutrophils, and proinflammatory GRO/KC in the NAD group.
CONCLUSIONS: NAD might be a promising substance in prevention of acute allograft rejection in lung transplantation
