    Environmental regulation is widely considered among the most impactful regulatory fields, as it is both scientifically and technically complex and carries diverse and far-ranging implications for society. Because of this, environmental policy has developed as a highly controversial and contentious policy area, which has led to significant challenges to policy formulation and implementation, as stakeholders fight for their perspective, often at great expense of time and resources. The policy board emerged early in the development of regulatory governance in this area as a tool to ensure that regulatory processes and decisions are fair and representative of the public interest. These part time citizen boards have been delegated significant authority in several states, with the promise that deliberative decision-making structures are better equipped to integrate multiple perspectives and therefore enhance the probability of legitimate and successful policy outcomes. Critics of this model argue that it impedes effective decision-making by weakening accountability, dividing authority, and making the policy process more vulnerable to interest group influence. Given the current salience of collaborative strategies and institutions, it is surprising that very little scholarly attention has been paid to the contribution state-level environmental boards make to environmental regulation. This study seeks to fill this gap by studying boards' origins, experiences, and impacts on environmental policy-making. It is proposed here that state policymakers and their constituencies use boards to gain leverage over environmental policy. It is further anticipated that variation in institutional features can be linked to variation in the outcome preferences of these actors.Includes bibliographical references (pages 129-144)

    Adoption of agricultural conservation practices in the United States: Evidence from 35 years of quantitative literature

    This is a comprehensive review of all published, quantitative studies focused on adoption of agricultural conservation practices in the United States between 1982 and 2017. This review finds that, taken as a whole, few independent variables have a consistent statistically significant relationship with adoption. Analyses showed that variables positively associated with adoption include the farmer self-identifying primarily as stewardship motivated or otherwise nonfinancially motivated, environmental attitudes, a positive attitude toward the particular program or practice, previous adoption of other conservation practices, seeking and using information, awareness of programs or practices, vulnerable land, greater farm size, higher levels of income and formal education, engaging in marketing arrangements, and positive yield impact expected. Some variables often thought to be important, such as land tenure, did not emerge as consistently important in this cross-study review. Other variables, such as farmers\u27 sense of place, training, presence of institutional conditions supporting adoption, and the role of collective decision making are not measured in enough studies to draw conclusions but potentially have a relationship with adoption decisions. Implications for how to promote conservation adoption and directions for future research are discussed. Because positive attitudes and awareness of conservation programs or practices are positive predictors of adoption, practitioners should share benefits of specific practices and programs and leverage existing practice adoption. Further work to explore relationships between conservation adoption and the role of farmer identity, nuances of land tenure, and the influence of structural factors is needed. Moreover, we suggest that future research should focus on the impact of different messages and avenues of reaching farmers in order to continue to inform conservation practices. Future research should consider both individual and institutional factors that facilitate and constrain adoption

    Canine Economies of the Ancient Near East and Eastern Mediterranean

    Archaeological assemblages, texts, and iconography indicate a multifaceted, yet often ignored, canine economy in the ancient eastern Mediterranean and Near East. This economy included not only dogs’ celebrated roles as hunting aids, guards, village scavengers, and companions, but also the regular processing, use, and consumption of dogs for foods, hides, and medicinal/ritual purposes. Drawing on ethnohistorical information and zooarchaeological data from three Chalcolithic/Bronze Age sites—Tell Surezha (Iraq), Mycenae (Greece), and AcemhöyĂŒk (Turkey)—we emphasize evidence for the processing of dog carcasses, which reflect a range of post-mortem treatments of dog bodies. We suggest the widespread use of primary products from dogs, features of an ancient canine economy that are rarely reported on in depth and often explained away as aberrations by modern scholars of the region. We speculate that this neglect stems in part from analysts’ taboos on cynophagy (unconsciously) influencing archaeological reconstructions of dog use in the past

    Protocol for recording enamel hypoplasia in modern and archaeological caprine populations

    This paper outlines the first methodology for recording dental enamel hypoplasia in the high-crowned dentition of modern and archaeological caprine teeth. The method has been developed and trialed on five caprine populations from Orkney (UK); two modern populations (Shetland and North Ronaldsay breeds) and three Neolithic assemblages from the archaeological sites of Knap of Howar, Skara Brae and Holm of Papa Westray. Problems associated with differential tooth wear, as well as the presence of coronal cementum, are discussed, and recommendations are given on the identification and recording of hypoplastic dental defects in caprines

    Persuasive health educational materials for colorectal cancer screening

    This paper describes an effort to design and evaluate persuasive educational materials for colorectal cancer (CRC) screening. Although CRC screening is highly effective, screening rates in the US remain low. Educational materials represent one strategy for educating patients about screening options and increasing openness to screening. We developed a one-page brochure, leveraging factual information from the Centers for Disease Control and Prevention (CDC) and national guidelines, and strategies for persuasion from the human factors and behavioral economics literatures. We evaluated the resulting brochure with adults over the age of 50. Findings suggest that the educational brochure increases knowledge of CRC and screening options, and increases openness to screening. Furthermore, no significant difference was found between the new one-page brochure and an existing multi-page Screen for Life brochure recommended by the CDC. We interpret these findings as indication that the more practical and potentially less intimidating one-page brochure is as effective as the existing multi-page Screen for Life brochure

    A framework for power analysis using a structural equation modelling procedure

    BACKGROUND: This paper demonstrates how structural equation modelling (SEM) can be used as a tool to aid in carrying out power analyses. For many complex multivariate designs that are increasingly being employed, power analyses can be difficult to carry out, because the software available lacks sufficient flexibility. Satorra and Saris developed a method for estimating the power of the likelihood ratio test for structural equation models. Whilst the Satorra and Saris approach is familiar to researchers who use the structural equation modelling approach, it is less well known amongst other researchers. The SEM approach can be equivalent to other multivariate statistical tests, and therefore the Satorra and Saris approach to power analysis can be used. METHODS: The covariance matrix, along with a vector of means, relating to the alternative hypothesis is generated. This represents the hypothesised population effects. A model (representing the null hypothesis) is then tested in a structural equation model, using the population parameters as input. An analysis based on the chi-square of this model can provide estimates of the sample size required for different levels of power to reject the null hypothesis. CONCLUSIONS: The SEM based power analysis approach may prove useful for researchers designing research in the health and medical spheres
