Forecasting the demand for privatized transport - What economic regulators should know, and why

Forecasting has long been a challenge, and will remain so for the foreseeable future. But the analytical instruments and data processing capabilities available through the latest technology, and software, should allow much better forecasting than transport ministries, or regulatory agencies typically observe. Privatization brings new needs for demand forecasting. More attention is paid to risk under privatization, than when investments are publicly financed. And regulators must be able to judge traffic studies done by operators, and to learn what strategic behavior influenced these studies. Many governments, and regulators avoid good demand, modeling out of lack of conviction that theory, and models can do better than the"old hands"of the sector. This is dangerous when privatization changes the nature of business. For projects amounting to investments of $100-200 million, a cost of$ 100,000-200,000 is not a reason to reject a reasonable modeling effort. Corpo e linguagem (Body and language)

O corpo imaginário não é apanágio do corpo humano, pois como res extensa ele pode ser medido e pesado como qualquer objeto do mundo fenomênico: corpo, cadeira, mesa, lápis. Assim como se pode descrever suas características e atributos como de qualquer objeto. O corpo humano é mais um objeto do mundo fenomênico. O corpo simbólico não é tampouco necessariamente o corpo vivo, pois o cadáver também tem essas características. Ele está preso na cadeia da linguagem e é mortificado pelo significante ao ser tomado no registro simbólico. O significante mapeia o corpo e nele escreve a história e a anatomia histérica próprias a cada um. O corpo é um corpo histoérico. Mas esse corpo pode estar morto ou vivo, estar calado no silêncio da pulsão de morte ou vibrar com Eros. Para estar vivo este corpo precisa ser também um corpo que goza. Deste modo o corpo está nos três registros: no imaginário do espaço, no simbólico da linguagem e goza como corpo real.PALAVRAS-CHAVE: Corpo. Imaginário. Lalíngua. Similarly, one can describe its characteristics and attributes as the ones in any other object. Therefore, the human body is another object of the phenomenal world. The symbolic body is not necessarily the living body because the corpse also has these characteristics. The body is stuck to the chain of language and is mortified by the signifier as it is taken to the symbolic register. The signifier maps the body and it writes in it both the history and the hysterical anatomy of each one. We might as well call it a hystoerical body. However, this body can be dead or alive, quiet in the silence of the death drive or vibrating with Eros. In order to be alive it also needs to be a body that enjoys itself. Thus, the body belongs to the three registers: the imaginary space, the symbolic language and the enjoyment a real body can have

Interdependência e encadeamentos das exportações setoriais e os modais de transporte: um enfoque de insumo-produto

The main aim of this paper is to construct a complete analysis of exports and the mains transportation modals in the Brazilian economy. In order to implement this analysis we will use na inter-sectoral hybrid input-output matrix for the Brazilian economy. We will incorporate the modals of transport as a sector in this matrix. The global analysis will be based on the followed indicators: a) requirement coefficients, b) Rasmussem-Hirshman linkages, c) variability indexes and d) Field of Influence. The main results show that the road, rail and maritime models represent the key-modal for the Brazilian export. Moreover, the Steel sector exerts the strongest pressure on the rail and maritime modals demand and also represents the most important sector in the Brazil, because the linkages (forward and backward) of this activity affect and influence a great number of economic sectors.input-output model, requirements coefficients, linkages, modals of transports, exports.
