Execução orçamentária: uma análise comparativa da evolução da despesa com pessoal no município de João Pessoa/PB

This research aims to analyze the evolution of personnel expenditure in the municipality of João Pessoa / PB in the period from 2015 to 2019. Having as analytical objectives the analysis of the evolution of expenditure on personnel carried out in the years 2015 to 2019, the variation in personnel expenses carried out in the 2016 and 2018 election years in relation to the average variation in the period studied and the comparison of personnel expenditure values with the limit established by the Fiscal Responsibility Law. The method used was descriptive statistics, using percentages for comparison and horizontal analyzes. The results showed that, with regard to the behavior of expenditure, there was only a reduction in the year 2016. In relation to the years with electoral elections, it was found that in 2016, personnel expenses compared to the average of non-electoral years was 12.10% lower, while in 2018 expenditure was almost 3% higher than the average previously mentioned. With regard to the limits imposed by the Fiscal Responsibility Law, in three of the years analyzed, the amount of personnel expenses exceeded the limit of 60% of Net Current Revenue.Esta pesquisa visa analisar a evolução da despesa com pessoal no município de João Pessoa/PB, no intervalo de 2015 a 2019. Tendo como objetivos analíticos a análise da evolução da despesa com pessoal executada nos anos de 2015 a 2019, da variação da despesa com pessoal executada nos anos de eleitorais de 2016 e 2018 em relação a variação média do período estudado e o confronto dos valores da despesa com pessoal com o limite estabelecido pela Lei de Responsabilidade Fiscal. O método utilizado foi estatística descritiva, utilizando percentuais para comparativo e análises horizontais. Os resultados apontaram que, no que se refere ao comportamento da despesa, só houve redução no ano de 2016. Em relação aos anos com pleitos eleitorais foi verificado que em 2016, a despesa com pessoal comparada com a média dos anos não eleitorais foi 12,10% inferior, enquanto em 2018 a despesa foi quase 3% superior à média anteriormente citada. No que se refere aos limites impostos pela Lei de Responsabilidade Fiscal, em três dos anos analisados o valor da despesa com pessoal ultrapassou o limite de 60% da Receita Corrente Líquida

ESTRUTURA DE MERCADO DE PRODUTOS LÃCTEOS NO MUNICÃPIO DE LAVRAS, MG

This study was carried out with the objective of characterizing the market structure and the commercialization of dairy products in the district of Lavras, MG, Brazil. For such study, agents were identified, their market conduct, and the prices paid and received were analyzed, as well as the volume of sales in the different market segments. It was verified that the products demanding greater technological resources, such as milk “longa vida†( “long-life†or UHT milk ) and milk sweets are the ones that feature the largest commercialization margins. In the retail segment, supermarkets feature, in average, the lowest margins in relation to their competitors, especially “longa vida†milk. In the consumer market of milk, the sterilized product is the most demanded kind with 36% of the total consumption, informal milk (without inspection) with 31% and milk “longa vida†with 28%. The consumers prefer the informal type because they believe it features better quality, price, distribution and payment services. By the Gini Index methodology, it was verified that there is a concentration in the distribution of milk in the wholesale and retail markets, especially in retail stores.Market structure, commercialization, dairy products.,

A liberdade intelectual em Schopenhauer:: a perspectiva do caso Eichmann (um ensaio inspirado em curso sobre Arendt)

Durante os dias 22 a 24 de maio de 2023, o Prof. Dr. Adriano Correia apresentou um curso na Universidade Estadual de Londrina (UEL) intitulado “Arendt contra Kant: o problema do mal”. O presente texto é resultado da minha perspectiva de ouvinte e das minhas leituras de Hannah Arendt. O meu principal objetivo aqui foi o de refletir o caso Eichmann a partir do conceito de liberdade intelectual de Schopenhauer, no entanto, também trago à tona outros conceitos schopenhauerianos a fim de propor uma reflexão multifacetada à luz do caso Eichmann, são eles, principalmente a justiça eterna, o arrependimento, o remorso e a alegria maligna

Central polynomials for graded algebras

Mais precisamente, descrevemos os polinômios centrais Z2-graduados para as álgebras M2 (K) (matrizes 2 x 2 sobre um corpo K), Ml,l (5), onde 5 é uma álgebra supercomutativa (em particular, obtemos o caso Ml,l(E)), e E 0 E. Para Ml,1(5), apresentamos antes uma classificação em termos de identidades Z2-graduadas. Aqui E é a álgebra de Grassmann de dimensão infinita com unidade e Ml,1(5) é a subálgebra de M2(5), cujos elementos são as matrizes que têm a diagonal principal com elementos de 50, a componente par (central) de 5, e a diagonal secundária com elementos de 51, a componente ímpar (anticomutativa) de 5. Descrevemos também os polinômios centrais graduados para as álgebras Mn(K) (matrizes nxn sobre K), considerando suas graduações naturais pelos grupos cíclicos, e finalménte os polinômios centrais com involução para M2(K), considerando as involuções transposta e simpléticaAbstract: In this thesis we study graded central polynomials and central polynomials with involution for some important algebras in the theory of algebras with polynomial identities, over infinite fields. Namely we describe the Z2-graded central polynomials for the algebras M2(K) (the 2 x 2 matrices over the field K), Ml,1(5), where 5 is an arbitrary supercommutative algebra. In particular we obtain the cases Ml,l (E), and furthermore E 0 E. For the case Ml,l (5) we first give a classification in terms of Z2-graded identities. Here E stands for the infinite dimensional Grassmann algebra with 1. AIso Ml,1(5) is the subalgebra of M2(5) with elements the matrices whose main diagonal has entries from 50, the even (central) component of 5, and off-diagonal entries from 51, the odd (anticommutative) component of 5. REFLEXÕES FILOSÓFICAS SOBRE EDIÇÃO GENÔMICA: UMA DISCUSSÃO COM HABERMAS

Schopenhauer e o darwinismo, de David Asher

Antes de qualquer coisa, o leitor do presente artigo encontrará uma grande preocupação de David Asher em transmitir o pensamento filosófico de Schopenhauer para o leitor britânico da época (1871), isso fica claro, pois esse empreendimento por vezes levou o autor a fazer citações ultra extensas de Schopenhauer (das quais ele mesmo traduzia da língua alemã para o inglês). Nessas longas citações/traduções que o autor faz do filósofo, tratei de copiá-las da tradução brasileira de Jair Barboza d’O mundo como vontade e como representação. Sempre especifico essas cópias em notas, por isso, meu trabalho foi de fazer uma tradução parcial: traduzir o próprio Asher e não o texto de Schopenhauer traduzido por ele. Outro ponto muitíssimo importante a ser levado em consideração é que o presente texto foi comprovadamente lido pelo próprio Charles Darwin, tal como devidamente mostro na nota de rodapé número 16

A FORMAÇÃO E O FUNDAMENTO DA EPISTEMOLOGIA DE SCHOPENHAUER E SUA LEITURA DA CRÍTICA DA RAZÃO PURA DE KANT

This article seeks to elucidate Arthur Schopenhauer’s epistemology, alluding mainly to the way this thinker used Kantian transcendental philosophy to develop his philosophical system. Thus, it’s approached in a systematic and growing manner, laying the foundations, defining concepts and expanding little by little the understanding of essential characteristics wrapped by theme, having as main objective to reach a greater understanding on the central points of what Schopenhauer saw as the problems of Kantian philosophy and that sought to overcome and justify in his texts, mainly the problem of the thing in itself and the notions of causality, time and space.O presente artigo busca elucidar a epistemologia de Arthur Schopenhauer, aludindo principalmente à  forma como este pensador utilizou-se da filosofia transcendental kantiana para desenvolver seu sistema filosófico. Assim aborda-se de maneira sistemática e crescente, concretizando os alicerces, delimitando conceitos e expandindo pouco a pouco o entendimento das características essenciais envoltas pelo tema, tendo por objetivo principal atingir um maior entendimento sobre os pontos centrais daquilo que Schopenhauer enxergava como os problemas da filosofia kantiana e que buscou superar e justificar em seus textos, sendo eles principalmente o problema da coisa em si e as noções de causalidade, tempo e espaço
