    Special Needs Students in Public Preschool

    Preschool teachers that teach in a public preschool setting work with a significant amount of students with special needs. There are significant benefits from special needs students being exposed to a school environment at an early age, not just from the therapies provided by the institution, but also by the structure the school setting can provide. Teachers and administration play a vital role in preparing special needs students for the grade school classroom. The research based curriculums, structures, and classroom routines all play a role in the development of special needs children. By students with special needs attending a public preschool such as Headstart, they are provided with goals and teachers are able to actively measure their progress on a weekly basis. Preschool for special needs students is an incredible support to students and sets them up for long-term success in school.     Parametrisierte Algorithmen fĂŒr Ganzzahlige Lineare Programme und deren Anwendungen fĂŒr Zuweisungsprobleme

    This thesis is concerned with solving NP-hard problems. We consider two prominent strategies of coping with such computationally hard questions efficiently. The first approach aims to design approximation algorithms, that is, we are content to find good, but non-optimal solutions in polynomial time. The second strategy is called Fixed-Parameter Tractability (FPT) and considers parameters of the instance to capture the hardness of the problem and by that, obtain efficient algorithms with respect to the remaining input. This thesis employs both strategies jointly to develop efficient approximation and exact algorithms using parameterization and modeling the problem as structured integer linear programs (ILPs), which can be solved in FPT. In the first part of this work, we concentrate on these well-structured ILPs. On the one hand, we develop an efficient algorithm for block-structured integer linear programs called n-fold ILPs. On the other hand, we investigate the similarly block-structured 2-stage stochastic ILPs and prove conditional lower bounds regarding the running time of any algorithm solving them that match the best known upper bounds. We also prove the tightness of certain structural parameters called sensitivity and proximity for ILPs which arise from combinatorial questions such as allocation problems. The second part utilizes n-fold ILPs and structural properties to add to and improve upon known results for Scheduling and Bin Packing problems. We design exact FPT algorithms for the Scheduling With Clique Incompatibilities, Bin Packing, and Multiple Knapsack problems. Further, we provide constant-factor approximation algorithms and polynomial time approximation schemes (PTAS) for the Class Constraint Scheduling problems. Broadening our scope, we also investigate this problem and the closely related Cardinality Constraint Scheduling problem in the online setting and derive lower bounds for the approximation ratios as well as a PTAS for them. Altogether, this thesis contributes to the knowledge about structured ILPs, proves their limits and reaffirms their usefulness for a plethora of allocation problems. In doing so, various new and improved algorithms with respect to the running time or approximation quality emerge

    Essays on externalities and international cooperation : a game theoretic approach

    textIn this dissertation, I present three essays which examine questions in the field of public economics using a game theoretic approach, and I derive hopeful results and helpful rules for international negotiation. In my first chapter, I examine minimum participation constraints. In the presence of heterogeneity, a minimum participation (MP) clause in a public goods arrangement can serve as a device to create a more homogeneous group. When coalitions are restricted in what they can bargain over, exclusion of some agents from the bargaining process can be Pareto improving. This paper gives a general set of sufficient conditions for such an exclusion result to hold, and presents examples of when exclusion does, and does not, improve upon unanimity. In the second chapter, I discuss the problem of determining which externality situations merit international cooperation. I create a general framework of linearized parameters to examine a general externality problem, and then I provide the sufficient conditions for a parameter to move non-cooperative and cooperative solutions in opposite directions under certain circumstances. I argue that situations which behave in this manner and which have a higher parameter value have more benefit to cooperation through the increased range in actions to bargain over. The third chapter extends upon the second chapter and applies the framework developed to an externality problem. I present a particular story of correlation in fish growth and a corresponding model which gives an example of an increasing action gap. I describe the method of use of the framework, and using the linearized parameters developed in the second chapter, I attempt to show the divergence of non-cooperative and cooperative actions in this setting, demonstrating the need for negotiation among sovereign entities.Economic

    Issues concerning indigenous peoples (IPs) in Russia have become a “hot topic” despite the fact that they represent only 0.2 percent of the population. Constant amendments to the laws affecting the life of IPs and lawsuits filed before local Courts denouncing the violations of IPs’ rights are signs of the struggle surrounding these indigenous peoples. Moreover, between 2012 and 2013, the Russian Association of Indigenous Peoples of the North (RAIPON), the umbrella organization of IPs in the country, was ordered to shut down and subsequently given the permission to reopen by the Russian Ministry of Justice within the course of less than six months. This article aims to gain a deeper understanding of the recent developments vis-à-vis indigenous peoples’ legal protection and IPs’ increasing efforts to exercise their rights

    The Effect of Retro-Cueing on an ERP Marker of VSTM Maintenance

    Previous research has found that Contralateral Delay Activity (CDA) is correlated with the number of items maintained in Visual Short Term Memory from one visual field (VF) (Vogel & Machizawa, 2004). CDA is usually elicited by a to-be-remembered array after a prospective cue (pro-cue) signalling the relevant side of the visual display, and is interpreted as a putative electrophysiological signature of WM maintenance. Attention can also be directed to the contents of VSTM, after the presentation of a visual array, using a retroactive cue (retro-cue) (Nobre, Griffin, & Rao, 2008). Because retro-cueing directs attention within a memory trace, potentially reducing the load of items to be maintained, we hypothesised that this would significantly attenuate the CDA. Participants were initially presented with a spatial pro-cue which reduced the number of to-be-remembered items to one side. After a delay, a memory array of either four (low load) or eight (high load) items was displayed. A retro-cue then cued participants to one location within the relevant VF, further reducing the load of to-be-remembered items; or provided no information, requiring participants to hold all items in the relevant VF. At the end of the trial, participants performed a same/different judgement on a test stimulus. Retro-cues significantly improved VSTM performance.
