    The performance of asphalt-concrete wearing-course (AC-WC) mixture by using rice husk ash as filler with the addition of asbuton in asphalt pen 60/70 as binder

    The supply of stone dust as filler and asphalt as binder is limited, therefore it is necessary to use an alternative to filler and asphalt import. The problem is expected to be overcome by the presence of rice husk ash as a filler and natural asphalt of Buton Island (Asbuton) as a binder. This study aims to evaluate the performance of Asphalt Concrete-Wearing Course (AC-WC) mixture by using rice husk ash as a filler and asphalt penetration 60/70 as binder with the addition of Asbuton. The specimens were made into two major groups: (i) the specimens using stone dust and asphalt pen 60/70 (ABA), and (ii) the specimens using rice husk ash and asphalt pen 60/70 with the addition of asbuton (ASA). The last group was performed with four variations: 0% (ASA 0), 5% (ASA 5), 10% (ASA 10), and 15% (ASA 15) over the total weight of the mixture. Total specimens were 75, each has 15 specimens. Asphalt contents used were 4.5% to 6.5%. Specifications used the standards of the Departemen Permukiman dan Prasarana Wilayah (2005) by using Marshall method Optimum asphalt contents (OAC) for each mixture were 5.6% (ABA), 6.0% (ASA 0), 6.3% (ASA 5), 5.9% (ASA 10), and 5.8% (ASA 15). In sum, the asphalt concrete mixture using rice husk ash as filler was able to compete with the one using stone dust as filler, and therefore can be used as alternative materials to road pavement construction

    PRIORITAS PENINGKATAN JALAN DI KABUPATEN PIDIE JAYA BERBASIS ANALYTICAL HIERARCHY PROCESS (AHP)

    Abstrak Dinas Pekerjaan Umum Kabupaten Pidie Jaya, telah mengusulkan peningkatan jalan ke Kementerian Pekerjaan Umum dan Perumahan Rakyat Republik Indonesia sebanyak 5 ruas untuk ditingkatkan pada tahun 2021 dengan total biaya sebesar Rp. 16.731.593.750. Usulan peningkatan jalan tersebut di tahun 2021 tidak dapat ditingkatkan semua, karena adanya keterbatasan anggaran. Keterbatasan anggaran disebabkan adanya refocusing anggaran untuk penanganan Corona Virus Disease 2019 (Covid 19) di Indonesia. Penelitian ini bertujuan untuk menganalisis kriteria yang dominan perlu dipertimbangkan dalam peningkatan jalan di Kabupaten Pidie Jaya dan menganalisis urutan prioritas peningkatan jalan di Kabupaten Pidie Jaya berdasarkan kriteria kerusakan jalan, biaya peningkatan, dan tata guna lahan. Penelitian ini menggunakan pendekatan metode kuantitatif melalui kuesioner.Data primer yang digunakan adalah data kuesioner. Pengumpulan data kuesioner dilakukan dengan menjumpai langsung keberadaan responden.Responden dalam penelitian ini ditetapkan sebanyak 5 stakeholders yaitu Kepala Bidang Bina Marga Dinas Pekerjaan Umum Kabupaten Pidie Jaya, Kepala Bidang Perencanaan Sarana dan Prasarana Badan Perencanaan Pembangunan Daerah Kabupaten Pidie Jaya, Kepala Bidang Perhubungan Jalur Darat Dinas Perhubungan Kabupaten Pidie Jaya, Anggota Komisi D Bidang Pembangunan Dewan Perwakilan Rakyat Kabupaten Pidie Jaya, dan Akademisi Universitas Syiah Kuala. Kriteria yang ditinjau adalah kerusakan jalan, biaya peningkatan, dan tata guna lahan. Alternatif yang ditinjau adalah Jalan Blang Dalam – Jurong Teungoh, Jalan Jeulanga Barat – Jeulanga Mata Ie, Jalan Simpang Pertanian – Cot Trieng – Rungkom, Jalan Trienggadeng – Panton Beurasan – Cubo, dan Jalan Meurandeh Alue – Asan Kumbang – Blang Miroe.Teknik analisis data digunakan statistik deskriptif dan Analytical Hierarchy Process (AHP). Hasil penelitian menunjukkan bahwa kriteria yang dominan perlu dipertimbangkan dalam peningkatan jalan adalah kriteria biaya peningkatan dengan nilai rata-rata gabungan eigen sebesar 0,49. Prioritas peningkatan jalan berdasarkan kriteria kerusakan jalan, biaya peningkatan, dan tata guna lahan adalah Jalan Meurandeh Alue - Asan Kumbang - Blang Miroe sebagai prioritas 1 dengan bobot sebesar 0,38 dan Jalan Trienggadeng - Panton Beurasan - Cubo sebagai prioritas 2 dengan bobot sebesar 0,25. Kata kunci:              prioritas, kerusakan jalan, biaya peningkatan, tata guna lahan  Abstract The Public Works Office of Pidie Jaya Regency has proposed 5 sections to increase the road to the Ministry of Public Works and Public Housing of the Republic of Indonesia to be upgraded in 2021 with a total cost Rp. 16,731,593,750. All of the proposed road improvements in 2021 cannot be upgraded, due to budget constraints. The budget limitation is due to refocusing the budget for handling Corona Virus Disease 2019 (Covid 19) in Indonesia. This study aims to analyze the dominant criteria that need to be considered in road improvement in Pidie Jaya Regency and to analyze the order of priority for road improvement in Pidie Jaya Regency based on the criteria for road damage, improvement costs, and land use. This study uses a quantitative method approach through a questionnaire. The primary data used is questionnaire data. The questionnaire data was collected by directly seeing the respondents. Respondents in this study were assigned as many as 5 stakeholders, namely the Head of the Bina Marga Division of the Public Works Office of Pidie Jaya Regency, the Head of the Planning for Facilities and Infrastructure of the Regional Development Planning Agency of Pidie Jaya Regency, the Head of the Land Line Transportation Division of the Pidie Jaya Regency Transportation Service, a Member of the Commission D Development Sector Pidie Jaya Regency People's Representative Council, and Syiah Kuala University Academics. The criteria reviewed are road damage, cost of upgrading, and land use. The alternatives reviewed are Jalan Blang Dalam - Jurong Teungoh, Jalan Jeulanga Barat - Jeulanga Mata Ie, Jalan Simpang Pertanian - Cot Trieng - Rungkom, Jalan Trienggadeng - Panton Beurasan - Cubo, and Jalan Meurandeh Alue - Asan Kumbang - Blang Miroe. The data analysis technique used descriptive statistics and Analytical Hierarchy Process (AHP). The results show that the dominant criterion that needs to be considered in road improvement is the cost of improvement criteria with a combined average eigenvalue of 0.49. Road improvement priorities based on the criteria for road damage, improvement costs, and land use are Meurandeh Alue - Asan Kumbang - Blang Miroe Road as priority 1 with a weight of 0.38 and Jalan Trienggadeng - Panton Beurasan - Cubo as priority 2 with a weight of 0.25. Keywords: Priority, road damage, cost of improvement, land us

    Importance-Performance Analysis in Public Transport Level of Service: A Case Study of The Trans Koetaradja Bus in Banda Aceh

    Traffic congestion often occurs in many cities, particularly in developing countries, mainly due to excessive private vehicles instead of public transport. To solve the problem, public transport should improve its level of services to attract more people to use it. Therefore, it is essential to observe to what extent people's satisfaction with public transport regarding its operation. This research aims to analyze the satisfaction level of bus passengers in Banda Aceh City concerning the expected satisfaction and observed performance. The passengers' satisfaction level was analyzed using the important performance analysis (quadrant analysis) method. The results showed that people's perception of the level of service of Trans Koetaradja buses was still acceptable. However, the arrival and departure time still needs to be improved. Further, dedicated bus lane planning is essential to avoid traffic jams so that the travel time can be much shorter. The fleet of operating buses is sufficient, and free-of-charge fares still need to be applied

    Abstrak Dinas Pekerjaan Umum (PU) Kabupaten Pidie Jaya pada tahun 2020 mengajukan usulan peningkatan ruas jalan sebanyak 5 ruas kepada Kementerian Pekerjaan Umum dan Perumahan Rakyat (PUPR) melalui Dana Alokasi Khusus (DAK) yang akan dilaksanakan pada tahun 2021. Tujuan dari penelitian ini untuk menganalisis urutan prioritas peningkatan ruas jalan di Kabupaten Pidie Jaya berdasarkan criteria aksesibilitas dan pengembangan wilayah. Data yang digunakan pada penelitian ini berupa data primer dan data sekunder. Metode pengumpulan data primer menggunakan pendekatan kuantitatif melalui kuesioner dan data sekunder didapatkan melalui instansi Pemerintah Kabupaten Pidie Jaya. Penetapan responden pada penelitian ini menggunakan teknik purposive sampling, dan ditetapkan sebanyak 5 responden, yaitu KepalaBidang Bina Marga Dinas PU Kabupaten Pidie Jaya, Kepala Bidang Perencanaan  Sarana dan Prasarana Badan Perencanaan Pembangunan Daerah (Bappeda) Kabupaten Pidie Jaya, Kepala Bidang Perhubungan Jalur Darat Dinas Perhubungan Kabupaten Pidie Jaya, Anggota Komisi D Bidang Pembangunan Dewan Perwakilan Rakyat Kabupaten (DPRK) Pidie Jaya, dan  Akademisi Universitas Syiah Kuala. Kriteria aksesibilitas dan pengembangan wilayah akan menjadi pertimbangan dalam menentukan urutan prioritas 5 (lima) alternativ ruas jalan yang akan ditingkatkan. Untuk menentukan bobot kriteria dan bobot alternative berpasangan digunakan metode Analytical Hierarchy Process (AHP), selanjutnya persamaan matematika digunakan untuk mendapatkan urutan prioritas peningkatan jalan. Berdasarkan hasil analisis data menunjukkan bahwa criteria aksesibilitas lebih dominan.  Urutan prioritas peningkatan ruas jalan berdasarkan criteria aksesibilitas dan  pengembangan wilayah menunjukkan bahwa alternatif Jalan Simpang Pertanian– Cot Trieng – Rungkom sebagai prioritas pertama, dan alternatif Jalan Trienggadeng – Panton Beurasan–Cubo sebagai prioritas kedua. Kata kunci: prioritas, jalan,kriteria, aksesibilitas, pengembangan wilayah  Abstract The Public Works Office (PekerjaanUmum (PU)) of Pidie Jaya Regency in 2020 has submitted a proposal to increase the road section of 5 sections to the Ministry of Public Works and Public Housing (PUPR) through a Special Allocation Fund (DAK), which will be implemented in 2021. The primary data method used a quantitative approach to a questionnaire and the data were obtained through the Pidie Jaya district government agencies. Determination of respondents in this study using purposive sampling technique, and determined as many as 5 respondents, namely the Head of Bina Marga Division of the Public Works Agency of Pidie Jaya Regency, Head of the Planning for Facilities and Infrastructure of the Regional Development Planning Agency (Bappeda), Pidie Jaya Regency, Head of the Landline Transportation Department Pidie Jaya District Transportation, Members of Commission D for the Development Sector of the District People's Representative Council (DPRK) Pidie Jaya, and academics at Syiah Kuala University. The criteria for accessibility and regional development will be considered in determining the priority order of 5 (five) alternative roads to be improved. The Analytical Hierarchy Process (AHP) method is used to determine the criteria weights and the paired alternative weights. Mathematical equations are used to obtain the priority order of road improvement. Based on the results of data analysis, it shows that the accessibility criteria are more dominant. The order of priority for road improvement based on accessibility criteria and regional development shows that the alternative for the SimpangPertanian - Cot Trieng - Rungkom Road is the first priority, and the Trienggadeng - Panton Beurasan - Cubo road alternative is the second priority. Keywords: priority,road, criteria, accessibility, regional developmen

    Car Allocation between Household Heads in Car Deficient Households: A Decision Model

    This paper considers car allocation choice behaviour in car-deficient households explicitly in the context of an activity-scheduling process, focusing on work activities. A decision tree induction method is applied to derive a decision tree for the car allocation decision in automobile deficient households using a large travel-and-activity diary data set recently collected in the Netherlands. The results show a satisfactory improvement in goodness of fit of the decision tree model compared to a null model. Overall, the probability of males getting the car for work is considerably higher than that of female in many condition settings. However, activity schedule, spatial and socio-economic variables appear to have an influence as well. An analysis of impacts of condition variables on car allocation decisions reveals that socio-economic variables have only a limited impact, whereas attributes of the transportation and land-use system have a relatively big impact. The propensity of men driving a car to the work place is higher than that of women. However, the relative accessibility of the work location by bike compared to car appears to have a relatively large influence on who gets the car for work. Household income and presence of children also appear to have significant effects

The objective of this study is to assess the vehicle damage factor caused by excessive load and the effect of excessive load on the pavement design life. This research was conducted with Weigh in Motion and traffic volume surveys. The study was conducted on the station of KM 226 + 075, in the Bireuen - Bts Kota Lhokseumawe road section. Data analysis was performed using the Pedoman Perencanaan Tebal Lapis Tambah Perkerasan Lentur dengan Metode Lendutan. The results showed that the value of Vehicle Damage Factor for excess load condition is 696 % greater the one of normal load conditions. Based on the Cumulative Equivalent Standard Axle analysis, it is known that the road service life is reduced by 4.3 years compared to the design life, which is 10 years

Penelitian ini dilakukan dengan survey Weigh in Motion dan survei volume lalulintas. Lokasi penelitian adalah pada titik KM 226 + 075 di Ruas Jalan Bireuen - Bts Kota Lhokseumawe. Analisis data dilakukan dengan menggunakan Pedoman Perencanaan Tebal Lapis Tambah Perkerasan Lentur dengan Metode Lendutan. Hasil penelitian menunjukkan bahwa nilai Vehicle Damage Factor untuk kondisi beban berlebih lebih besar 696 % dibandingkan dengan nilai Vehicle Damage Factor untuk kondisi beban normal.
